The City of Driving Rain
In the land where the sun never shines, a strange force has descended upon the capitol. Strange cries are heard in the nights, once happy people take their own lives by strange means. Violence erupts for no reason. Children are found, naked, screaming incomprehensible things and clawing at their own skin. Strange phenomena manifest themselves in the streets, only to disappear a moment later. There is no explanation for many of these things, at least so far. The mayor himself has begun to act rashly, attempting to perform random arrests, searches and raids on peaceful parts of the city. All the denizens of rain are on wit's end - even the Daimyo herself.
That very same Daimyo has fled the city, seeking refuge at her summer home. She fears whatever power is driving men and women mad might eventually strike her, destabilizing the continent. She has vowed not to return to the city until these events have been conclusively put to an end. Her people are more than a little bit upset. Left with only a maddened mayor for guidance, there is little hope for these poor people. But what little hope there is shines brightly. The Daimyo has put out a missive to all the shinobi of the world, and those of similar talents.

To whom it may concern,However, the helpers of the Daimyo are not the only ones descending upon the city of unending downpour. Scholars of the strange have begun to realize that whatever force is acting upon the city carries with it both wisdom and insanity. If one were to tap into these forces, work with them, perhaps tremendous knowledge, obscure to generations of men, could be brought into the light?
I, Duchess V. Estrange, hereby set forth a reward from my treasury of fantastic gem stones and tremendous wealth to whomever is able to put an end to the ongoing catastrophe in Yokoburi. Upon the resolution of these events, the hero responsible for saving Driving Rain, and all of Ame no Kuni should report to my summer home, where they will receive great honor, and their rightful prize.
