This Thread gives information pertaining to the The B.I.N.G.O (Bureau in Intelligence for Neutralizing Grievances and Offenses). It displays the Purpose, the Membership, the Joining Criteria, Size and Scope, Structure and Advancement, Benefits, Disadvantages, Affiliations and how one leaves the Organization. This thread also gives information on Bounties, how to Create Bounties, and where to submit the Bounties.
The B.I.N.G.O functions as neutral territory for hired Ninja, Assassins, Killers, Hunters, and various others that function in and out of trading information. The B.I.N.G.O is a highly functional organization that prides itself in trading information. The B.I.N.G.O always sells to the highest bidder. The B.I.N.G.O is highly competent in its trade: All secretes that are bought and sold never allow one customer of The B.I.N.G.O to gain a significant advantage, forcing the customers to continue trading information to avoid becoming disadvantaged. This is the crux of The B.I.N.G.O to remain in business. The B.I.N.G.O is comprised of a layered society of unknowns, and various experts with explicit purposes and positions.
Any person who uses the service of The B.I.N.G.O is a member so long as they adhere to the rules of The B.I.N.G.O. No one joins the organization in an "official" capacity however. See Membership Criteria for more information about the process. All Members must adhere to The Prime B.I.N.G.O. Rule to stay in good siding with The B.I.N.G.O.
The Prime The B.I.N.G.O No business can be conducted on The Broker premises, including fighting and carrying out contracts on other Contracts in The Broker.
Joining the Organization
No one necessarily joins the Organization. No one can join the organization in an "official" capacity. See Membership Criteria for more information about the process.
The B.I.N.G.O. operates on a contractual basis. No member truly joins The B.I.N.G.O.. Working, and assisting with The B.I.N.G.O. is done by contracts, or case by case obligations. A person willing to sell information, purchase information, take on Bounties, or purchase their services are members of The B.I.N.G.O. for that moment. The B.I.N.G.O. has no obligation to the privacy of each member.
For Example: If the user wishes to sell information to The B.I.N.G.O. then the user has become a Member of The B.I.N.G.O. for the purpose of selling that information. Once the contractual obligation in selling said information is complete then the purpose of being a member is Complete and the person is no longer a Member. This example applies to Purchasing services, and Bounty Collecting. Membership does not go beyond this Size and Scope.
Size and Scope
The B.I.N.G.O. is an unknown in terms of size and scope. The inner circle of The B.I.N.G.O. work as a multinational organization while the outside is described as in Membership Criteria. The B.I.N.G.O. operates through regional headquarters called Brokers which are responsible for the information they individually process. This way the The B.I.N.G.O. does not crumble. Each Broker has no vast knowledge on Individual Brokers or their dealings. Information, and trading constantly trade hands. Thus, The B.I.N.G.O. is an unknown.
Structure & Advancement
The B.I.N.G.O is comprised of a layered society of unknowns, and various experts with explicit purposes and positions. There is no advancement in the "Ranks" of The B.I.N.G.O. There are no "Ranks" of The B.I.N.G.O. Every player is treated the same and equal. Every person is either a target, or a potential client. The B.I.N.G.O does have an inner structure, but individuals cannot advance.
The Runner - No one knows who or how The B.I.N.G.O. is run. There are only rumors and speculations. some believe The B.I.N.G.O is run by several high classed members, while others speculate there is only one Runner. Every Broker answers to the Runner. While the Runner have supreme authority in most cases, Brokers are autonomous, and have complete authority over Broker business.
The Information Brokers: Also known as The Brokers. The Information Brokers collect information on customers, and for customers. The range expands from public to non-public sources including city records, city programs, and individuals who are willing to sell information. Brokers create profiles on individuals and sell them to those with the right "coin". There is an Information Broker located in every country. Their shops are called Brokers. Brokers are more than just a hotel, a shop, a brothel, or any other building a Broker runs. It is an entire network of facilities and services that enable Assassins, Hunters, Killers, and Various others to do their job. The Brokers can provide almost any needs for their exclusive clientele.
The Bartender: When it comes to serving drinks with a kick, and creating mixture concoctions there is no other than the Bartender. The Bartender come in a variety, some dashing with a sense of class, while others look to come from a dive bar. The Bartender can provide Brewmeister drinks and other high class alchemy mixtures (with the exception of Explosives, see The Sommelier). When trying to purchase items with a percentile chance to find, The Bartender can find them better with a +2% per 5% Chance of the item. (Example: Item 1 has a 30% Chance to find. The Bartender can find it with a 42% chance). The equipment is bought using Emerald Obolus currency of equal value.
The Cartographer: The Cartographer's map collection is full of both ancient diagrams and modern blueprints, detailing the layout of many local sites. The Cartographer reviews their clientele's travel plans and helps provide logistical data necessary for their missions. In addition to manuscripts and documents, a Cartographer can provide keys necessary to access certain areas. The Cartographer are also known Forger. The Cartographer can also forge a new identity of great craftsmanship to the clientele. The B.I.N.G.O offer Good Quality Charts (Never Ninja Villages). Maximum Power Rating from The Cartographer is +6. Using a Cartographer cartography's service is worth 1 Emerald Obolus. Usig a Cartographer's Forgery service is 1 Emerald Obolus.
The Cleaners: Assassination and Murder can be a messy business. Getting rid of bodies can be risky, and thus the Cleaners were formed. The Cleaners make themselves available to dispose of bodies and clean up crime scenes for 1 Emerald Obolus per body. These are normally disguised as a Waste Disposal front. The Cleaners are punctual, quick, and efficient, usually leaving little to no trace of bloodshed when they are done.
The Doctor: The Doctor is, a Doctor. In some turn of events a Hunter, or associate wishes to keep their hospital visits a secret, and thus search for The Doctor's services. The Doctor performs procedures from Minor Complexities to Life-threatening. They are paid up front. There is no negotiation to this. Using a Doctor's service is worth 1 Emerald Obolus or more, depending if the Ritual service costs more than the cost of an Emerald Obolus.
The Pawnbroker: Lower class tend to keep all their valuables under the mattress, in a safe in the house, or in the basement. Higher class citizens however will use The B.I.N.G.O to provide a "banking" service. Their banking service is provided with Seals to an undisclosed area with the user's safety deposit box. A Pawnbroker will issue an account number to each member. Upon accepting an account number the Pawnbroker will allow the user access to their "Deposit Box" which is normally a room to hold equipment, Emerald Obolus, and other currency.
Cost to open a "Deposit Box" is 1 Emerald Obolus. A Room is a Storage room. A Client may wish to have larger rooms but must the cost of more rooms is equal to 1 Emerald Obolus. This "Deposit Box" is accessible from any Broker. Account Holder creates a separate thread with [VLT] in the title. This thread will have 1 or more Storage components (1 per Emerald Obolus used to create the Vault). Each Vault is automatically Private.
The Sommelier: Sommeliers are normally experts in fine wines, who offer their customers advice on matters pertaining to wine and food pairing. The Sommelier for The B.I.N.G.O however are different. These people have an expertise in high-end weaponry. This ranges from gadgets to raw natural weapons. Not all Sommelier however are classy. Sometimes The B.I.N.G.O will employ experts who lack the finesse and yet deliver the proper satisfaction to their customers. The B.I.N.G.O offer Masterwork Weaponry and Gadgets. The Tailor: Inside Brokers each member is outfitted with the right designed clothing. Clothing are meant to be a fashion and protection. It is the Tailor's job to make suits of armour and clothing dedicated to the individual client. The Tailor provide their services for both men and women in a variety of styles and can even produce same day turnarounds. The B.I.N.G.O offer Masterwork Armour and Apparel. When trying to purchase items with a percentile chance to find, The Tailor can find them better with a +2% per 5% Chance of the item. (Example: Item 1 has a 30% Chance to find. The Tailor can find it with a 42% chance). The equipment is bought using Emerald Obolus currency of equal value.
The Hunters: Bounty Hunters who specialize in taking The B.I.N.G.O bounties from The B.I.N.G.O Book. The Hunter's job is to follow the rules of each Bounty found in The B.I.N.G.O Book. Every Bounty is different, each specification is unique to the individual. After completing the task the Hunter must give the Body to the nearest Broker. From here the body is processed and the reward is paid in full. Bounties are worth 1 or more Emerald Obolus.
Key benefits in working with The B.I.N.G.O are apparent. This ranges from Equipment to select services (Some were outlined in Structure & Advancement.
Currency: As earlier mentioned through the Structure & Advancement, The B.I.N.G.O. operates with a special currency dedicated to The B.I.N.G.O. This currency is called Emerald Obolus. There are two ways of gaining Emerald Obolus. First is by earning it by doing services for The B.I.N.G.O. such as performing Bounties. Another is by purchasing Emerald Obolus. A single Emerald Obolus is worth 140,000 Ryo, however the B.I.N.G.O. sells them to the public for 175,000 Ryo. A single Emerald Obolus opens up the doors to one of the B.I.N.G.O.'s services. The B.I.N.G.O currency cannot be counterfeited. If The B.I.N.G.O were to get any counterfeit currency, this will be a direct violation to the Prime Rule.
Equipment: As a service The B.I.N.G.O can provide various amount of equipment for 1 or more Emerald Obolus equal to Masterwork. All equipment must equal to or lower than an Emerald Obolus. The B.I.N.G.O. does not work in change.
Services: As stated in Structure & Advancement some services have a cost. The B.I.N.G.O. opens these services to anyone willing to purchase with Emerald Obolus.
Item Location: For the cost of 1 Emerald Obolus, The B.I.N.G.O. can use their services to locate an item. Every week The B.I.N.G.O. check shops throughout the world to see what is in stock. If an item is in stock they can notify the person who purchased this service of the item. The 1 Emerald Obolus however does not count to the cost of the item. (Every Week, a Staff member may do 1 Die Roll for Every Country and City to locate a specific item for the user, and it is the user's responsibility to check to see if the item was found by going to The Broker every week).
Information: Information is one of their most expensive commodities. Information is valuable and must be handled with care. Information however can be bought and sold. Information starting cost is 1 Emerald Obolus.
Ads: Members of society will take out ads and use The B.I.N.G.O. as a mediator service. Cost of Ads is not equal to 1 Emerald Obolus. Instead this is a normal transaction with Ryo due to the abundance of Ads that runs through. There is however a Transaction Fee that must be processed for each Ad. See Disadvantages: Transaction Fees for more information.
Just like every Organization with benefits there will always be consequences and disadvantages. Some of the main disadvantages follow:
Bad Reputation: Some Societies see The B.I.N.G.O. in an unsavory light. At the cost of being a seller of information, or being a collector of Bounties a member of any society may be seen as less colorful in some circles which may hinder performing future Jobs. This however can be countered if people do not find out about such job titles. Selling Information is the easiest to keep low as The B.I.N.G.O does not have a habit of notifying who their informants may be. The Second however is slightly more difficult as the thought of being a big time named Bounty Hunter may entice and overlap this Disadvantage.
Transaction Fees: When mediating between Shopping Transactions B.I.N.G.O. will always charge a 10% Tax cost as a Transaction fee. For example: A Client located in Country of Fire is looking for a special Katana and is offering any Crafter willing to craft it 50,000 Ryo. B.I.N.G.O. will charge the Client 5,000 Ryo as a Transaction Fee. A Crafter in Sound Country can stumble into the B.I.N.G.O. and find an ad of this order and decide to make it. Crafters can still negotiate the cost, however higher cost will net a late B.I.N.G.O. transaction fee.
Information: Information can be bought, and this includes those who use the B.I.N.G.O. as a Service. Members with Culture (the B.I.N.G.O.) with a Very Difficult Difficulty check with a Difficult Difficulty Appraisal check can identify Equipment purchased from the B.I.N.G.O. Sometimes, not often, if the price is right, they will sometimes hand information on who or when this equipment was purchased.
The B.I.N.G.O is not affiliated with any organization. They hold no remorse against any organizations nor do they work "with" them. The B.I.N.G.O works on neutral ground with every Organization as well as every Hidden Village due to their policy of Information Holding, Buying, and Selling. It is in the interest of The B.I.N.G.O to not get involved directly in any affairs, and only become the Information Providers to the highest bidder.
Leaving the Organization
Basics: Due to the intense regulation of The B.I.N.G.O, no single person truly joins The B.I.N.G.O. So long as a transaction has been completed the member is no longer affiliated with The B.I.N.G.O.
Excommunicato: Excommunicato works on a 3 Strike rule. Every person who violates the Prime Rule will gain a Strike. After 3 strikes they become Excommunicato. Becoming Excommunicato means the user can no longer purchase any services with The B.I.N.G.O., and they earn a Bounty equal to 8 Emerald Obolus. A strike is life time. A member cannot reduce a strike. Excommunicato however can be applied immediately without the 3 strike rule by attacking a Broker, or killing a person on Broker grounds.

Other than basic equipment purchasable from The B.I.N.G.O., there are 2 pieces of equipment that can only be found within The Broker.
B.I.N.G.O. Book Rank: "S" Type: Main, Book, Reference Book Effect: B.I.N.G.O. Books are black books used by Hunters that contain any and all information on targets with bounties. Special: --- Drawback: B.I.N.G.O. Book gets outdated with time. B.I.N.G.O. Books can be updated at Brokers at no extra cost. Description: The B.I.N.G.O Book is a book that contains any and all released information on every person who may or may not have a bounty on them. The purpose of the book is for Villages, and Hunters may know who is wanted. The B.I.N.G.O is distribution organization that releases this information. The bingo book is small in size that can easily fit in a large pocket. The thickness of the book depends on how many bounties there are and how much information there is within each bounty. One B.I.N.G.O Book may be different from another Depending on the Bounties scribed by an Individual or an Organization. Example: A Member of Hidden Village A may have Bounties in his B.I.N.G.O Book that Hidden Village B may not. Limit: These items may be bought inside any Broker. Cost: 1 Emerald Obolus.
Emerald Obolus Rank: "S" Type: Secondary, 50 per Slot, Fancy, Medium, Precious Metal Effect: A precious metal used for payment or for status purposes. Special: --- Drawback: --- Description: The currency used in The B.I.N.G.O. is mostly Emerald Obolus, or Emerald Coins crafted by a coin maker and approved for distribution by The Runners. While their use is universal in The B.I.N.G.O., there is not a consistent exchange rate. For example: A Cleaner will take 1 Emerald Obolus per body to clean up, while the Tailor will take 1 Emerald Obolus for equipment of equal or lower value. This is to establish an even playing field among players of The B.I.N.G.O. in which the value of the coin cannot be altered through outside forces. An Emerald Obolus is green in color, and is in fact an enlarged Emerald. Outside shops do not take Emerald Obolus, however The B.I.N.G.O. will trade Emerald Obolus to Ryo for equal Value. There are two ways of gaining Emerald Obolus. First is by earning it by doing services for The B.I.N.G.O. such as performing Bounties. Another is by purchasing Emerald Obolus. A single Emerald Obolus is worth 140,000 Ryo, however the B.I.N.G.O. sells them to the public for 175,000 Ryo. Purchasing Emerald Obolus is not affected by the Haggle Skill. Identification: Easy: A green precious gem. Easy to identify due to its valuable structure. Limit: These items may be bought inside any Broker. Cost: 140,000 Ryo each
We have a specific way of making Bounties and ask to not deviate at all from the Template as this information will be reposted in the B.I.N.G.O Book. When writing out a Bounty, please remember that all information here is "if applicable." This means it depends on the user's knowledge of the person they are trying to place a bounty on. Do they know the person's name? Height? Weight? Do they have a picture of the Bounty? Only fill out the information if the user has knowledge of it.
A Bounty must be applied inside an Information Broker Building. After applying for a Bounty have a Staff Member or a Game Master Roleplay out the Application. Then the admin 👺 Usiel must be notified in order to apply the Bounty into the B.I.N.G.O Book.
Template a Closer Look
Name of the Bounty
Every person tends to use a picture of the character. If you need a picture and if it is applicable then you can check out the character's bio as a Picture is normally presented. Please note that a Picture must also co-exist if applicable to the Appearance (listed below).
The list below shows how to calculate a Bounty.
Reward: For every 154,000 Ryo spent to make a Bounty, the reward is increased by 140,000 Ryo (1 Emerald Obolus)
Starting a Bounty is 154,000 Ryo.
Multiple benefactors may create a bounty on a single target. Each benefactor must pay Starting Bounty fee.
Increasing a bounty have increments of 154,000 Ryo.
Body condition of bounty is free with Starting Bounty. (Ex. "Dead or Alive", "Alive Only").
Private Bounty: (ex. Village Only, Organization Only) is an additional 154,000 Ryo.
Public Bounty: Free with Starting Bounty.
For every Benefactor, Increment, and Private Bounty increase, the Reward increases by 1 Emerald Obolus.
Informants: Informants are paid to update a bounty. This ranges from informing Techniques, Clans, to Location. Ranges between 5,000 Ryo to 50,000 Ryo. 50,000 Ryo is rarely applied and meant for instant location.
When Calculating the Reward, please remember the specifics of the bounty as it will go here.
Condition of the person (Dead or Alive, Alive, or Dead).
Is this a Public or Private Bounty? Public Bounties are for anyone who gets their hand on a B.I.N.G.O. Book. Private Bounties are more specific. They can be Organization based (Only people in the Organization may gain information on the Bounty in their B.I.N.G.O. Book), Village based (Only people in the Village may gain information on the Bounty in their B.I.N.G.O. Book), or even Individual based (Some Bounty Hunters become so popular that they may be specifically asked to pursue the bounty).
Condition of the Body. Some people may want the body back in one piece.
Why are they are wanted? If this is a Public Bounty, then all Bounties must have a Crime associated with the Wanted section. For more information on Crimes please take a look at the Crime and Punishment Thread. Private Bounties have more leeway as they are not seen in the public and thus a crime does not have to committed beforehand. This was a decision made by The B.I.N.G.O. to appease the masses.
Height of the Bounty. Sometimes a rough estimate may be the best answer as there is no way to accurately know the exact height unless they have such specific information.
Weight of the Bounty. Sometimes a rough estimate may be the best answer as there is no way to accurately know the exact weight unless they have such specific information.
Gender of Bounty. Male or Female.
This is different from a user's bio. Information presented is solely based on what the person knows when creating the bounty.
Example: Person A creates a bounty against Person B. Person A only wants 8 specific assassins to go after Person B. Person A has interacted with Person B on multiple occasions and knows that Person B tends to be a brooding type. He keeps to himself, and has anger issues. His personality is he tends to stick in the shadows and only strike at night. He is also very cautious and trusts no one. Underneath the exterior he tends to have a compassionate heart for the weaker and innocent. Does not kill, but will break bones and cause damage.
In the Example above this is what the person creating the bounty perceives. They however may not know that the person they were describing may act in a day to day life as a superficial, dim-witted playboy, living off of a fortune. Hey may not know that this person also supports philanthropic causes through nonprofit organizations, and is a known celebrity socialite. In public this person acts as a heavy drinker, drinking only ginger ale as a substitute for champagne. In public he is frequently seen of fashionable women. This is information Person A may not know, so they would not be able to put it in the Bounty.
Similar to Personality. Information presented is solely based on what the person knows when creating the bounty.
Example: Person A creates a bounty against Person B. Person A only wants 8 specific assassins to go after Person B. Person A has interacted with Person B on multiple occasions and knows that Person B tends to wear black in Kevlar armour. He wears a belt filled with an assortment of gadgets. You cannot really see his face as it is covered however his eyes are not so it would be known that he has blue eyes. Since his face is covered his face hair would not be said here. Because he wears all black all distinguishing Tattoos, or scars re also covered up and will not be listed.
In the Example above, this is what the person creating the bounty perceives. They however not know that the person has black hair. They may not know that he tends to wear multiple types of clothing, especially tuxedos or suits because of his own life style as a rich aristocrat. This is information Person A may not know, so they would not be able to put it in the Bounty.
Similar to Personality. Information presented is solely based on what the person knows when creating the bounty.
Similar to Personality. Does the bounty have a set of skills or abilities that were seen? Are they good with Gadgets? Traps? Weapons? Do they have techniques they like to use consistently? This helps Hunters know what to look for, and how to avoid such tactics.
