Intro:
As the bird flies the bazaar in the capital city is one of the most chaotic and busy centers on the planets. Merchants, nomads, sell swords and travelers cross the great deserts of the land of wind for the pearl of the desert. The Grand Bazaar. A loosely regulated system exists but the volume of trade is immense. Valuable jewels, exotic spices and often times dangerous criminal elements pushing narcotics. The Bazaar stretches for miles and miles inside the walled in and expansive city. The aroma of hot bodies, cooking meats and foods, powerful and strong perfumes and scents filled the air. The buzz of merchants and traders arguing back and forth insisting on their various prices.
Most of the people were armed or followed by large escorts of armed personnel. Bandits weren't an uncommon problem and many merchants traveled well armed or with massive parties to ensure their goods reached their destination. Local laws limit the amount of men a single caravan can hire for protection to "no more than 90." While that's the spoken rule, a common practice is to hire additional "cooks" or "horse attendants." A big company would often contain closer to 120 combat ready guards.
Recently however there has been an increase in narcotics being smuggled in and out of the city. While the local police and merchant guild normally can keep up with the amount of narcotics being moved about they are growing more concerned about the quality. A particular drug, Saffron, already known for its powerful and addictive euphoric effects. Has been growing in popularity. The drug when processed can be distilled down into a white powder and sold in small doses for close to 60.000 ryo a dose. A large batch of this substance was recently picked up and the merchant guild and the police are grasping at straws.
Your mission would have you start here at the joint shinobi police head quarters at the merchant district. A modern building with long and luxurious glass windows. the dark tint make the building look like some sort of black crystal obelisk protruding from white sands around it. A large statue stands in the middle of a fountain. It shows the statue of a man wearing desert robes and leading a camel behind him. In his free hand, not clutching the camels harness he carries a gourd. From that gourd the water from the fountain pours into the pools below it. The pools lead through a series of date trees leading up to the entrance.
A few of them are already showing signs of early fruit.
