Skill: Ninjutsu
Effect: The user creates small fish made purely of water in a large body of water. By holding a certain handseal the user can cause the fish to explode.
Special: Handseals
Drawback: None
Description: The user, when standing very near or upon a body of water, gains the ability to create a small number of fish below them. The user must form handseals and send his or her chakra into the water to form the fish, once that is done the user has control of the fish for no more than three posts before they dissipate back into regular water. The user, once the fish have been created, is able to control the fish and cause them to swim toward a target and leap from the water. At "D" Rank the user can create up to three fish, and each of the Fish have the same explosive power as an Exploding Tag. At "C" Rank the user can create up to six fish, and each of the Fish have the same explosive power as an Exploding Tag. At "B" Rank the user can create up to ten fish, and each of the Fish have the same explosive power as two Exploding Tags. At "A" Rank the user can create up to fifteen fish, and each of the Fish have the same explosive power as two Exploding Tags. At "S" Rank the user can create up to twenty fish, and each of the Fish have the same explosive power as three Exploding Tags.

Eyeing the lake in front of her Junko, spent a decent amount of time figuring out what to do to get started. She wanted to make a technique that incorporated what was already here in a way that also blends in with the surface. There are many ways to go about it but, she needed a very specific theme. This theme doesn’t really take long to come up with if you think about it in a simple manner. Where there is fish there is water. Well, Junko had more than enough water. So let's make the fish…
Junko strung together some handseals before, letting her chakra link up with the water. She focused hard but, she wasn’t too sure what kind of fish to make. Perhaps it didn’t really matter, as she will waste chakra doing it like this. A simple technique like this shouldn’t be a problem. In fact it is almost like the water clone technique except they are smaller, and have the benefit of not needing to leave the water. That was the premise of this technique after all. Bring the attack to the enemy in a way they won’t see coming.
So Junko started, with a medium sized fish. No model in particular but, enough to go on. Then she would make two more. Focusing her chakra into the fish forms, Junko would spend some time trying to make sure they actually looked like fish swimming within the water. Simple formations and swirls would be enough practice. She’d use her chakra to command the three fish to move to and fro before going into more complicated maneuvers. She needed to master how to move this fish before she made them do anything else worth of their creation and effort. However she will in due time. She always does.
