Effect: User creates a whiteout of snowy weather to obstruct those inside.

Description: Range of this technique is 120 meters + 60 meters per Class Level. Effect is a cloud centered on the target that spreads 36 meters and is 12 meters high. Duration of this technique is 5 hours per Class Level. This technique requires a large source of snow or ice nearby. A swirling snow and a strong wind arise around the user or a creature the user designate, and follows the user or the creature from that point on. Characters in whiteout conditions lose any Minor Defenses, use half movements, and take a -20 penalty on Agility-based skill checks, as well as Observation. The character also gains total concealment. These effects end when the character leaves the area of whiteout. Whiteout conditions stack with wind and snowfall. Visibility is 2 meters. In addition, any creature trying to move within the effects of this Jutsu must make a Tracking check (+10 per user's Class Level) every move movement or wander lost inside the whiteout. A creature that fails cannot leave the area, but can move around within it. Groups of creatures roped or otherwise physically held together can use the lead creature's Tracking check and stay together. A new check can be made once per minute.

A frozen sky and a frozen earth, flakes of snow falling slowly to the iced over tundra below, a world of grey all around. Color did exist here though, the pine and fir trees native to the region remained hardy, despite the burden of snow within their branches. Sekitan stood amongst a copse of these trees, a clearing for training, nearly sixty meters in diameter, with plenty of room for company. The current Yukikage had been asked to join him here, as he was going to start her training today, as well as have a bit of training for himself. Once she arrived, he would begin instructing her in a more basic free form way.
“The task is simple. I wish to see how quickly you can learn, Kahimi. This will set me on the path of your training as your mentor. Begin.”

While Sekitan watched her in her training, he would begin a training all his own, despite not moving a single muscle that would indicate any such training was occurring. First, he would begin to mold the chakras together, almost unconsciously, but with great care and precision. He would take the wind and water chakras separately, building them in the main chakra center of his body, located within his stomach. From there he would set to weaving these chakras, threading them through each other in a way that would bind them, which in turn would make them more malleable.
Now that he had the chakra set, he would begin the process of altering it, causing the chakra to decrease in temperature, but making the woven individual threads move faster with his system. Simultaneously, he would use pure chakra as an adhesive agent, binding these two chakra types together within himself, forcing them to join and create what is known as Hyouton, or Ice chakra. The process was not as easy as it sounded for most, however, Sekitan was adept at handling such chakras, swiftly creating the bonding bridges and pulling that chakra into each other.
Like with a forge, he would ‘melt’ the chakras down and allow them to pool together in their bindings. That was the best term he could think of to describe what he was doing, forcing that chakra together to create the new. In addition to the ‘melting’ process, Sekitan would force the chakra to move at a hyper accelerated rate, causing it to continue to drop in temperature until it became like liquid ice. He would pull the liquid ice chakra through is chakra centers toward his hands, slowly at first, although in all honesty this was just force of habit, as he no longer needed to concern himself with creating handseals any longer. His body could control the output without the focusers.
