The Lost City of Mc'To

Plot: A couple days ago, a man made his way toward the Sand Village. His head wrapped in the stomach lining of his dead partner to shield him from the sun, the man found his way to the gate and almost died. Luckily, he was saved by the Anbu there and taken to the hospital.
After saving the man from the brink of death, he was questioned about what he saw out in the desert. There are lots of strange stories about the land beyond human development. Stories about flying genitalia and dead puppies falling from the skies, but this story was beyond imagination.
The man wove a tale of a lost city known as Mc’To, which he found in the middle of the desert and visited just once. With him were two partners, one of which died on the way back and one who stayed in Mc’To. The city, most of the time, is hidden inside of a horrible sand storm, however, when the man found Mc’To it was a unnaturally calm day.
After their discovery, the man says that Mc’To heightened their security. But how did they do this? By releasing strange and horrible creations into the land surrounding the lost city. Upon hearing word of all this, the Council of the Sand Village decided that finding the city of Mc’To would be most important. If such an area could be secured, then the Sand Village could make a rather strong, hidden fortress there.
So, in short, despite the horrors that were inevitably awaiting them, the Council made a mission for all Sand ninja who desired to go in search of Mc’To. They would, of course, be informed of all the information about the city and be requested to set out immediately.

Rules:
- As always, what the GM says is what goes.
- In this case I will not be GMing the event, so the former rule is extremely important.
- When you find the city, you will not enter it.
- While I can't make this a rule, I encourage all characters to have sub-plots going on in the event as well. This can include interactions with other characters, or internal conflicts. The reason for this is to increase interest in the event for other members.
