Flying Water Needles of Death

Skill: Ninjutsu
Effect: Creates up to 500 needles made of ice to strike an opponent.
Special: Handseals, end with Tiger
Drawback: The user cannot control the needles outside of their Ice Creation radius. Likewise, they cannot form the needles outside of their Ice Creation radius either. Lastly, the water must be within the air in order for it to be controlled.
Description: Utilizing the Ice Creation, the Kaishin will freeze water within the air around them, transforming the water into 500 needles of ice. The strength of this ice is dependant on Kuri Buki. The Ice Needles will stay suspended in the air as long as the user holds the tiger hand seal. During this moment of suspension in the air, the user can aim their Ice Needles to strike at the target. Once The Seal is released the Ice Needles will fire off in the last direction they were aimed at.

The green haired Kaishin, Muu Yanagi, stood alone in one of the Kaishin Dojo's, the matted floor under his bare feet, and only a few lanterns lit on the walls and along the posts with some candles that provided barely enough light for the entire space. Normally the space was lit from the windows high above but it was late day, and there was one hell of a storm outside, covering the entire land in a fresh layer of white powder. Most sane people were home snuggled up with a hot drink and a fire. But Muu was here, one of the few that was determined to lead Yukigakure or maybe just themselves, out of the blizzard and into history.
Muu fell to his knees, placing the rather thick scroll he'd acquired in front of him, and unrolling it. After his encounter with Akira Mori, the daughter of the kaishin Lord, clan leader of Yukigakure, he'd gotten a very special meeting. Apparently Akira had praised Muu for his ability to adeptly pick up a brand new jutsu after juts some simple, basic instructions and a demonstration, and because of that, a chunin messenger had come to him. Now he was given a challenge, a secret challenge but he Lord of His clan, to master the jutsu on the scroll and truly prove that he could rise to be a great kaishin. Muu might not have especially cared for what anyone thought of him, but a challenge from someone like that, and the gift of such a powerful jutsu, how could he refuse?
So he began pouring over the contents of the scroll, the jutsu in question was a skill utilized by Kaishin assassins who were trained to kill multiple targets at once, or at least seriously injure them. With a history like his clan and the skill, many of the notable Kaishin throughout history have been assassins so jutsu like this shouldn't surprise him by now. The Flying Water Needles of Death, as Muu looked it over, reading every detail, he soon came to realize that it heavily relied on not just his first two primary techniques as a ice user in his clan, but also the third prominent ability. The first two being the water creation and ice creation, being critical to this technique. In order to use this jutsu at all he had to be able to master the first two initially, being able to create the needles around him.
The utilizing of the third ability however intrigued him. Using the Kuri Buki, or ice Hardening technique, he would be able to make the needles he created more powerful. So not only was it a deadly jutsu form the start, if he were able to pull it off, but as he got stronger, he could make this technique stronger as well. How very interesting indeed. But for now he read over the rest of the jutsu. It seemed as though there were a good number of hand seals more then what he typically had to preform then usual. He looked it over twice, tying to commit each one of the eighteen or so hand seals to memory. But on his third read over, he started to absently preform the hand seals slowly to himself as he read each one, trying to associated muscle memory to the seal and order.
It was a complicated order of seals to say the least. He had preformed up to this point, twelve seals at max to perform and give his jutsu direction and form. This was much more advanced, but in order to grow in power he'd have no choice to advance. He sighed, and alternated, closing his eyes and making the next seal, double checking in between to see if he was correct or not. This was the most tedious process to him, the seal memorizing but when he got to it, expending energy and what not he didn't want to waste it by failing to preform the proper seals. that's juts lead to wasted chakra. So he continued performing the hand seals to himself, reading them aloud but not yelling them by any means.
When he'd recited the string of hand seals easily enough without looking at the scroll for direction twice, he placed his hands on his knees again, moving onto the next portion of the jutsu's explanation. It described intent being important in the jutsu's forming. As in his mind had to be in the right place to properly use the technique. That truck him as interested considering the jutsu was intended to do damage, maybe even kill another. But while Muu considered it, he shrugged. He didn't have much of a problem with the idea of killing. he had not been instructed to yet, but the only life he really truly held of value was his own. True there were some he cared for and considered, but he was the one he cared for, so having the right mind set didn't bother him. he rose to his feet, still looking down at the scroll. It was time to give molding the chakra a try, he ventured it'd be more difficult then memorizing a few hand signs.
