Iwagakure IC (Village Announcements thread)

“THE KAGE HAS A BIG NOSE!!!”

All across stone there are ways for news to spread around. Weather its via posters stuck to walls, word of mouth, rumors, flyers, town criers, newspapers, telepathic communication network(under construction), or what have you. Consider this a general purpose Role Playing thread, so you must have a role playing thread open to make a village announcement. How this works is that this is like the collective knowledge of the village except that is only surface knowledge. Anyone within the village walls can post here to spread some bit of news, but there are some rules:

Making an Announcement:

• Must Enter and Role-play how you started the news and how it spreads.
  
• Methods must make sense, I. E. No hijacking all monitors and broadcasting a video message.
  
• You only make 1 post and its considered your Entrance post and your Exit post all in one, thus no IC interactions with any other PC and no fights are possible.
  
• Only the Tsuchikage can use an NPCs to start news, all others MUST start it via their PC. (Means the Tsuchikage doesn’t need an RP thread open or be inside the village to post an announcement, since he is usually busy in the tower. This is so village plot can be driven. Thus this thread is GM'd by the Tsuchikage.)
• An Announcement will not go active until the Tsuchikage posts. It will confirm the announcement and that post will consist of how well the citizens interpret the announcement. This is because sometimes a message can be lost. (So RP it well or else.)
  
• NO SPAMMING must have an IC reason to make an Announcement. (Means no worthless rumors like “The Kage has a big nose” or ”I like cheese”. I will request a staff member to void the post if deemed that way.)
• Announcements are limited to 1 paragraph with 5 sentences, or under 100 word count.
  
• Encrypted messages only work via text so you must hide them in a poster, flyer or some sort of text word medium. For more information on Cryptology click here. Results of skill checks should be posted in this thread from staff.
  

Hearing about an Announcement:

• Must be within the village and read this thread. (Its like a poster had caught your eye)
  
• Somewhere within the village, in an RP thread, you must notice the announcement via how it spread if you want to know about an announcement. (yes you can choose to ignore announcements by simply not doing this part)
• For Encrypted message please look here under Cryptology. Make skill checks to decypher in your own RP thread.
  
• Announcements only are active for 3 OOC months and then the information’s logistics deteriorate. (Means if you're not in the village or inactive while an Announcement is active then you cannot have knowledge of the announcement.)

There was a man who works in the Iwagakure Tower. He was anxious to tell his wife of some news that he had overheard. The message was, "The Tsuchikage had stepped down and a knew one had been appointed." Though beyond that there was no further details. But the wife of this man had a gossiping circle and through word of mouth this news started to spread. Rumors and Word of mouth:

"The Tsuchikage had stepped down and a knew one had been appointed."

But as word traveled speculation grew. Who the knew Tsuchikage was, where they were at, what is going on in the Iwagakure Tower, all this was within the storm of misinformation. What kind of rumors would you hear and what would you believe.

A mysterious man distributes out posters to his underground syndicate. This syndicate hands them out to citizen sympathizers. Thus all over Iwagakure a poster was placed anywhere they could be. The poster had a picture right in the center. It was a picture of a mass murder scene. The angle could be argued as a “bad angle” and it could be said to be of questionable out of context nature, but there is a portion of the villagers that would be enraged by this.

The scene depicts two Shinobi blowing up and skewering what looks to be citizens of Iwagakure. If you know who Michiko and Zeki are, then you know their names. It was well known of a wedding, and some of the bodies could be identified as being apart of that wedding. With the bride still missing, and confirmed reports of some of these deaths many questions and speculation traveled within Iwagakure. But a most interesting note of the poster was the writing on the bottom.

If one were to know the Draconic language then they could possibly read this. It translated to a simple saying:

“Roar with anger at the sun and moon, when the trees touch their toes.
Behold the span of the waters, which ride in the sky.
Circle around the stone that gives echoes in the golden palace, we weep for the graybeards.
Let the color of the colorless be shown through the window of the bridge.
We ride, we ride, we ride...”

If you know Cryptology then you’d understand that this message was obviously encrypted. The encryption rating is designated as 1. If someone had the encryption key for this message it would translate out to: [In your thread if you pass the skill check PM me and I will tell you]

Word travels quickly...

The end of the meeting within the Tsuchikage tower had given light to a knew Tsuchikage. The Council had already started to spread the word. They wished that this would give Iwagakure sympathizers hope during this time of transition. Thus word spread of a simple message:

"Godric Hyuuga is named the new Tsuchikage"

The Umbra

Rumors of the Umbra are starting to circulate amongst the village population. Children stories from long ago say this is where the mythical and legendary dark forces come from. Only the Shinobi are starting to understand what it really is.

Disappearance of the Iwagakure Tower

The Iwagakure Tower was witnessed by a large portion of the citizen population. It had sunk into the ground along with the Shinobi themselves. There is much speculation as to what this is.

The Iwagakure Shinobi know the real story. The Citizens are held in the dark as to it's true nature.

Big Brother Society

40% of the village population is under a permanent Charm Jutsu by the Tsuchikage. They are connected up with the Iwagakure Telepathic Communication system. Posters are posted amongst the village detailing a few rules of the communication for the citizens. These posters are posted up by the Anbu and Guards upon patrols. With this network a whistle blower society is starting to develop. The Iwagakure Shinobi have all the power, and they now have eyes everywhere...

Via this method Citizens are only able to contact Brian Sankuchi, a Iwagakure Tower Assistant with any concerns they may have:

Explanation: The communication network acts like a cell phone except through telepathy. You can "call" up anyone Godric knows and has put into "Charmed(Permanent)/Camaraderie performed" and they can decided to answer or choose not to hear the words vice versa you can choose not to listen to someones telepathic words. You can't do group calls so it is only between you and the person you are calling. You cannot read minds or others can't read your mind. Godric is the only one who can "call" someone and they are forced to mentally hear his words.

Effect: When performed, all of these creatures instantly learn of each other by name (if the user knows it) and current appearance.
Special: "Handseals"
Drawback: This Jutsu affects every creature an enchanter currently has an active Charm Jutsu on.
Description: A Mind-Affecting Technique. Affects charmed creatures. The user is able to perform this technique at a distance of 30 meters plus 15 meters per class level. The duration of this technique is instantaneous. This technique may be negated. From now until the charm effect wears off them, all these creatures consider each other trusted friends. The enhanced bond created by this Jutsu allows all of the charmed beings affected by it to share any abilities the user might have to communicate with them. Lastly, beings under a Camaraderie fight better together, enjoying a +1 to striking attacks while within line of sight of at least 1 another.
Limit: Must know the Charm Perception.

Effect: Beyond Words allows the user to communicate mentally with the target during its duration.

Drawback: Similar to Thrall's Understanding, this Jutsu can be performed at any point during the Charm effect.
Description: A Mind-Affecting Technique. Affects anyone who sees the user. The user is able to perform this technique at a distance of 7 meters plus 6 meters per class level. The duration of this technique lasts for 5 hours per class level. This technique may be negated. In addition to the effects of Thrall's Understanding, Beyond Words allows the user to communicate mentally with the target during its duration. Once performed, the target can travel any distance from the user and still remains affected by the initial Charm effect, regardless of the range limitations of the original Jutsu.
Limit: Must know the Charm Perception. Must know Thrall's Understanding.

Effect: The target creature is considered to have a common language with the user, even if it does not normally have a language or communicates in a way the user could not.

Drawback: Thrall's Understanding must be performed on the user's next action after they successfully affected a target with a Charm Jutsu.
Description: A Mind-Affecting Technique. Affects a Charmed creature. The user is able to perform this technique at a distance of 7 meters plus 6 meters per class level. The duration of this technique lasts for 5 hours per class level. This technique may be negated. The user does not gain the ability to communicate in this language with any being except the charmed target. However, the target instantly understands any command or information the user wishes to impart. This Jutsu even allows the target to grasp concepts normally beyond its intelligence. A final advantage of this Jutsu is that, because of the additional bond with the target, the duration of the original charm effect is determined as if performed 1 Class Level.
Limit: Must know the Charm Perception. Must know Charmed Person (and other Charmed Jutsus depending on the creature type).

Drawback: This Jutsu must be performed on the next turn after affecting a creature with a charm Jutsu.
Description: A Mind-Affecting Technique. Affects 1 charmed creature. The user is able to perform this technique on the target they touch. This technique may be negated. Bonded Thoughts has a duration equal to the charm Jutsu in question, ending immediately when the latter does. The user can initiate telepathic contact over any distance at any time with a subject of this Jutsu. The subject can also initiate this contact, but the user can block communication if desired. This bond allows the user to give commands without needing a common language.
Limit: Must know the Charm Perception. Must know Charmed Person (and other Charmed Jutsus depending on the creature type).

Post Occupy Iwagakure Event Aftermath

The rebels are now at a sever disadvantage. With at least 40% of the population in full support of the Iwagakure Shinobi. The activities of the rebels are monitored and reported upon by the this supporting faction of citizen to the Iwagakure Tower. It seems whom ever are pulling the strings behind the rebellion have secluded themselves back into the shadows for the time being. The citizens themselves have adopted a better outlook toward the Iwagakure Shinobi. They regard them as their protectors in a way that a mafia protects a community, so with a fearful respect.

Investigation toward who is pulling the strings of the rebellion is still underway from the Iwagakure Officials.

Godric Hyuuga named new Tsuchikage

The Announcement was first given over various loudspeakers within the village. Opeliah, one of the village elders gave a grand speech of course. But word of mouth spread as the telepathic communication network was in full force once again. It wouldn't take but a day for that name to be upon the lips of the citizens once again.
