The ANBU HQ is the second most defended and surveilled building in the city, and one with the greatest foot traffic due to the open and accessible nature of the building. There two entrances to the building, one leads directly to the basement; where only ANBU members are capable of entering, and the main entrance at the front where the general public are screened, disarmed and then allowed in. Shinobi of the village are capable of only entering the front door unless they are escorted by a member of ANBU or the Kazekage, or they have written permission from the Kazekage who is unable to attend to the situation. The reason that visitors are allowed is thanks to the villages great scientific focus and pride over their educated subjects. Many people visit this building to learn and acquire more skills, and children are brought from the civilian schools and the academy to learn from the members of the Shinobi Elite. The building possesses a good many facilities that are open to all those who are willing to learn.
Although people are allowed to come and go; hours of the building are quite restricted to prevent the ANBU from being distracted from their jobs. Opening hours to the public are from 12 PM to 8 PM, and the only floor that is usable by the public is the first. Every Friday there are multitudes of children in the building that are brought on trips to come learn about the judicial system and police foundations of the city, and they are trained in self defence classes by members of ANBU. Finally, the facilities are closed down for a couple of hours in order to allow the kids to have some fun with, all carefully supervised of course. The importance of science and education cannot be stressed hard enough by the village leaders, thanks to the belief that an educated village is a powerful village. On the last Sunday of every month, the building is closed to all except ANBU for a meeting with the Kazekage to discuss Village Safety and protocol changes that may or may not need to happen. All Chuunin and above Shinobi are to attend.
The front entrance of the building is not grandiose, but it is large and guarded by three members of ANBU. One member of ANBU stands on either side of the building, not moving unless they need to subdue a target; or their guard is relived by arriving members who tag them out, ensuring there is never no gate guards. The third ANBU member checks visitors for weapons and intent, and are all specifically trained to assess hostility and people who are withholding the truth. This makes getting into the building a chore, but it is for the safety of the ANBU, and the protection of any village secrets that may be held guard within the walls of the building. All weapons and equipment are returned when the owner is leaving the building, any items not collected is recycled for use in the village and given to any Shinobi who are lacking proper equipment. Once the item is recycled; it cannot be returned to the original owner. There is a three day waiting period before the item is recycled.
Once a visitor is cleared to enter, and their weapons have been stored in the coat room and is under lock and key, and in view of the surveillance system, they are invited to see the main room of the ANBU headquarters. The main room is a simple room, there are desks set up in a grid pattern, five by five that make up the centre of the room, and members of ANBU are researching cases and analysing evidence. On the walls surrounding the room, there are many pictures and newspaper cut outs of every successful ANBU mission that was visible enough to be reported about. The ANBU in this room are usually busy and should not be bothered, but once the visitor moves to the back of the room to the training halls, the ANBU who are working and teaching in here are willing to lend a hand or answer any questions someone may have about the rooms or any of the workings of the headquarters that are allowed to be revealed. These three rooms are accessible by the public with tutors if needed.
On the east side of the room there is an elevator with two buttons. These two buttons lead to the first and second floor, but the second floor requires a key to access, and the keys are held by ANBU captains who must know that the person intending to go up to the second floor has permission to access it. On the second floor there are facilities only usable by members of Shinobi in the village, as the skills that can be learned in the rooms are not exactly skills that the Kazekage wishes the inhabitants of the village to possess. The armoury is also contained on the second floor, and any weapons that are needed by the village are rented with payment up front so that if the Shinobi is killed or the weapon is taken from them on a mission, the village does not lose money on some of the more valuable weapons. There are not too many people on the second floor at any given time, but the floor is well surveilled, and access to the armoury is limited by Kazekage permission only.
The secondary entrance is not directly guarded, but it is locked by a combination lock with the combination known only to members of ANBU, and a new lock is released at the meeting at the end of each month, meaning that the mandatory attendance means more than just missing out on new information. There are exceptions granted for any Shinobi who are unable to attend due to being out of the country or are on guard duty, but those are special cases. The door is incredibly difficult to find unless one knows where to look, as it is designed to look like part of the wall, as is the code pad, and the ANBU member must recall exactly where on the wall to touch to input the code. Once the door is opened, there is a guard standing behind it monitoring the camera that watches those who are trying to enter through this route. If the camera is short circuited for any reason, the door is dead bolted, and the door becomes unusable; ANBU members are dispatched to see why the cameras were disabled.
The back door leads to the basement of the building, where the real work of the ANBU is stored. Everything on surface level is simple and meant to keep the people of Sunagakure under the impression that the ANBU members are in fact a force of good as opposed to their true purpose. Shinobi are secretive and deadly, if the public knew of the torture and interrogation; Executions; assassinations and other horrible events that transpired and were conspired down here, the trust in the village would be lost. Extreme lengths are gone through in order to maintain the utmost secrecy of the villages underhanded activities. Once the ANBU member has entered the true headquarters, they travel down a helical staircase where they enter a large domed room where all the nefarious deeds of the village are enacted. Down here, the walls are lined with prison cells, one atop the other, each prisoner is manacled and there is a chakra dampening field in order to prevent any escape attempts. There are always ANBU down here, barring the village vault, this is the most secure room in the village.
