Suimen Hokou no Waza - Act of Water Surface Walking

Drawback: Non Ninjas must learn in order to learn Advanced chakra techniques. Ninjas gain this technique for free in the beginning however does not add into Character Class like other starting techniques. Does not work on Animal Companions.
Description: A variation on the Kinobori no Waza (Act of Tree Climbing), the art of water surface walking allows a ninja to walk on water as if it was a solid surface. Focusing an even amount of chakra out of the soles of their feet, they can balance themselves on the very surface of the water. Allows a user to learn up to Any Rank Chakra related Techniques within the rightful restrictions.
Limit: Universal NinJutsu Technique.

It was sunny and they had stopped the day’s travel some hours ago. Most of the other children of family off doing their own things, but he sat alone, at the edge of the lake that they had stopped at. They had been low on water and according to the maps, the lake had been the last reliable source of fresh water for many leagues, so the family elders had directed to it. Behind him two of his cousins, or was it seconds cousins, he wasn’t sure, made their way to the lake, diving in, but he paid them no attention.
His attention was firmly on the two older Chakra Wielders sparring on the surface of the lake. Their movements were shift and precise and their balance on the water never wavered, even as their jutsu disturbed the lake’s calm and created ripples that soaked their clothes. It was as if they were sparring on dry ground, so perfect was their balance on the water.
He recognized what they were doing; he, like the other children, had been told about the Suimen Hokou no Waza when they had started training. However, the earnest had been put on them to learn it themselves; it was the way of the clan. You had to find your own way, and not rely on others to do everything for you. Feeling inspired, he stood. They were meant to be staying here for up to a full week, so it offered the perfect opportunity to train and he was set to learn the Suimen Hokou no Waza before they moved on
Undoing the laces of his boots, he put his feet on the water. Despite the sun, it was cold and he shivered involuntarily, pulling his feet back. Channeling chakra to the soles of his feet, he pressed down on the water. He suspected that it was similar to Kinobori no Waza, in that it required a steady flow of chakra into the foot to establish a sort of bond between the tenketsu in the foot and the surface that acted to anchor one to the other. As such, he would use the same amount of chakra that he had to use to achieve the bond for Kinobori no Waza, and focus it around the tenketsu located at the balls of his feet. That way the chakra would be concentrated around a focal point and allow him to create the bond between foot and water.
It should be a fairly simple exercise, he thought. Unlike the surface of trees, which were uneven, the water was calm and still, so there was less need for concentration; no need to have to adjust the position of his feet to compensate for growths of tress, as he moved across the water. The uniformity of the surface would also mean he shouldn’t have to worry about adjusting the level of chakra he was pushing into his foot, or so he hoped.
To his annoyance, his foot plunged straight through the surface of the water without resistance, soaking his pants up to mid-thigh. There had been no hint of the bond being created, and he frowned as he pulled his leg out of the water. The amount of chakra had been correct, so it should have worked, yet it didn’t. He tried again to the same result, and again, and again. Each time his leg plunged straight through without even sticking to the water. Something was not working, that much was clear, but what exactly. He didn’t know.
This would require some thinking about.
