Chakra Unlock Rank Reduction

In advance, yes, I DO have selfish motivations here. I only noticed this specifically because of my own activities, and I would in fact personally benefit from this. Now for a bit of context behind this request:
So, Releases and Perceptions all had their ranks reduced by one grade. Every single one. Fire, Lightning, Water, Earth, Wind, Shadow, Glamor, Phantasm, Figment, and Pattern all were reduced from Rank: C to Rank: D.
Sand, Ice, Wood, and Enchantment were all reduced from Rank: B to Rank: C.
Paper, Crystal, Charm, and Compulsion were all reduced from Rank: A to Rank: B.
I see this as a positive change, since it frees up more availability of training points within the respecrive category by reducing the amount taken up by the release or perception. Also it reduces the hassle in training them, which benefots newbies and veterans alike.
I ask that we extend this idea to the following techniques:
I ask we reduce Tree Climbing from Rank: C to Rank: D, and also reduce Water Walking from Rank: B to Rank: C. This follows along with the similar logic for releases and perceptions. It would free up more space of training points within Universal Ninjutsu, which is a category with a ton of really nice things in it like the loads of jutsu enhancements, and also be less of a hassle to train into. I'm S class. I can just spend the points and never need to bother. A newer player who wants to have techniques available that can actually inflict damage or have nontrivial saves needs to learn to walk on water for potentially as much as 80 training points. OUCH.
I am fully aware that academy techniques are free to ninja specifically to incentivise BEING a ninja, and perhaps a reduced rank might reduce that incentive to an extent, but even reduced they would still not be free.
Related trivia: did you know besides these two techniques, ever academy technique is either e or d ranked? I didn't, until just now.

Other than the academy one acting as an unlock for all chakra, this has the same effect but stronger (at the expense of limited duration).
I feel like it supports my case.
