When not on missions and training in the safety of the village is one of the few times Touya will dress down, instead donning a jet black karategi that contrasts sharply with his otherwise light features. He wraps his wrists and ankles, but leaves his hands and feet exposed to toughen them up. A plain white headband adorns his head and nearly disappears in with his hair to keep it out of his face. Being mainly reliant on his Wind Release, the looseness of the outfit doesn't aid him much in the mobility that he doesn't typically need, but it is more comfortable to train in.

The individual equipment belt meant for holding a plethora of pouches. It is normally secured by means of a brass hook and loop buckle and has 2 rows of eyelets along the top and bottom for attaching individual equipment utilizing a wire hanger. The belts are adjusted from each end by means of clamp-type buckles which slide on the belt when open. Essentially this is what is called a Utility Belt.

Character Depth
Personality
Touya is known to be bitter, rude and selfish, which stems from constant harsh treatments by the Hyugas due to his inability to manifest the Byakugan and his subsequent disownment. Among the stated traits, it has given him an unending and unquenchable drive for power and self improvement in his own way of being a shinobi. While he was not graced with the Byakugan, he works diligently and tirelessly to improve his Wind Release powers, a gift that further separates him from his former clan.
The sudden independence, along with the progression of his powers as he migrated to the Land of Lightning did a lot to feed Touya's ego. While still maintaining an air of calmness and rationality, he often comes across as being conceited at his own intellect and strength. The one limiting factor to his arrogance is that he still understands his own limits and that, despite what he thinks of himself, he isn't invincible.
Touya has a very cold, sarcastic sense of humor, never passing an opportunity to tease and poke at his peers about something, though he's prone to joking at people in general. He shows little to no remorse for his comments, and almost never takes back anything he says. He is brutally honest and prone to making harsh but true comments about everyone and everything.
As someone who was born without any power and had to suffer greatly in order to gain it, Touya has the arrogance of a person who has power, but still understands the feelings of those who are weak. He's naturally inclined to protect those that are weaker than him and have no ability to grow stronger, but is much less interested in doing so for those who could grow stronger, but instead rely on others to do their work for them.
Appearance
Being born with albinism, Touya stands out in appearance wherever he goes. He is very pale in complexion, considerably whiter than those around him, regardless of where he is in the country. While he does stand a bit taller than many, he is very lean and not presuming at all build-wise. His eyes shine with a bright, but unusual golden hue that further differentiate him from his surroundings.
Spurred on by his inestimable self esteem, Touya is barely ever seen dressed any less than in slacks and a sport jacket, which he even wears on missions. He typically carries light on said missions, wearing only enough equipment to hold on a belt under his jacket. As a result, he is able to button up while in public and appear less assuming.
When not on missions and training in the safety of the village is one of the few times Touya will dress down, instead donning a jet black karategi that contrasts sharply with his otherwise light features. He wraps his wrists and ankles, but leaves his hands and feet exposed to toughen them up. A plain white headband adorns his head and nearly disappears in with his hair to keep it out of his face. Being mainly reliant on his Wind Release, the looseness of the outfit doesn't aid him much in the mobility that he doesn't typically need, but it is more comfortable to train in.
Background
Touya was initially from the proud and prestigious Hyuga clan from the Land of Fire. In a clan of gifted wielders of the fabled Byakugan, however, he was born different. Born with albinism that quickly set him apart from his family in appearance, his birthright, the Byakugan, never formed at all in his eyes. After frustrating attempt after frustrating attempt, both Touya and his family gave up on him. In a clan of the gifted, he was not welcomed.
Instead of merely being thrown out in disgrace, Touya's parents were gracious enough to try to help him get set up in the Hidden Leaf Village. However, Touya just wanted out at that point, and opted rather to leave the village entirely. Instead of finding a place to stay nearby, he wound up migrating all the way to the Land of Lightning, changing his family name from Hyuga to Kazemaru. High up in the mountains, away from the dogmatic approach to being a ninja that he'd been forced to swallow up until then, he discovered that he had an affinity for Wind Release jutsu. Now, away from the Hyugas, obsessed with their eyes and special taijutsu forms, he was free to explore his talents, which he did, and never stopped.
Being a Hyuga early in life hadn't been all bad for Touya. His upbringing had been strict and disciplined, so he had no issues sticking his nose to the grindstone to catch up with the Cloud Village shinobi that had been in their academy longer than him. He needed to get stronger. Stronger than any Hyuga in existence. Only then could he justify his own existence. Only then would he be able to have any pride in his efforts to become a shinobi.
