Since Ice Release (and presumably Fire Release when updated) modify the ambient temperature conditions, along "temperature bands", and certain techniques like Controlled Soul or items like Cold Weather Clothing prevent taking penalties due to the temperature within a certain range, I think we should put the Temperature Bands into the Player's Handbook as well as elaborating on the penalties they impose on a character.
Two or three techniques also create a terrain called Everfrost. I think it should be elaborated what the functions of this terrain are, again in the Player's Handbook. For example, if it can serve as a source of snow for Ice Release techniques, or if it counts as Difficult Terrain for the purposes of moving across.
