Greetings traveller, welcome to Moyoushi City. Currently we have a population of approximately 8000 people and growing with each passing day. The city was established along the borders of Ame no Kuni, Hi no Kuni, and Kawa no Kuni. The borders are that of large mountains which enclosed a Maple Grove approximately 100 years ago after a change of settlement. The grove Moyoushi is located within has a radius of 15 000 meters. Each of the cardinal points of the city are marked with a tower along a specific mountain and serve as city mounuments. The entrance to the city is located on the east side, placed along the border of Hi no Kuni. Regardless of wether you travel from Ame no Kuni, Kawa no Kuni or Hi no Kuni, there are specific paths that will lead you to Moyoushi's entrance.
When a guest arrives from the Hi no Kuni side, they follow a river that leads into the city. The path is consistently rained upon as if one were coming from Ame no Kuni itself. If one cannot locate the river then they are surely not heading towards Moyoushi City. When traveling from Ame no Kuni, one can follow a dirt path. Towering tree's serve to cover the path like a canopy and will lead directly towards the entrance. If one is not following this path then they are surely lost. Finally our esteemed guests from Kawa no Kuni, there is a forest of varying tree's that one must find. A good hint to know you're traveling through the correct forest is that there is a river flowing through it. This large river moves to connect to the Western side of Moyoushi, leading into Ame no Kuni.
Once you've arrived safely inside, a beautiful river can be seen. It comes from the north eastern side of Moyoushi. In order to cross over the river there are many small bridges that connect to land on the opposite side of the river. Such an example is pictured here for your convenience:
The limestone roadway eventually leads to the outskirts of Moyoushi. Several roadways will take you to several portions of the city. The first hotel that most guest's will find is Spiral Flora. It takes on an unusual 'C' shape and allows the river to flow beneath it. For more information about that hotel please look towards the bottom of the guide. It is when you arrive at this portion of the city can you truely look out and see how vast this place is. If one were to get a bird's eye view, they could see the circular shape the city takes on and the various structures.
Moyoushi City Council
The governing body of Moyoushi is our City Council. The Council consists of eight members and the President whom meet regularly in order to evaluate the progress of the city and future expansion. Key positions within the Council and how to become one are detailed below:
Shichou (President)*
In order to become the president of Moyoushi, one must be born in Moyoushi city. They will run a campaign throughout the city where they shall appear at key sites. During this campaign they will state to the public the goals and dreams that they have for the city, solutions to the current problems the city has, and a timeline to which they can act on the goals of their campaign. After the campaign time (three days), members of the city (PC) will cast a ballot. The president is determined by the one who has the majority of votes. If the election is too close (9,8) then members of the council will vote. If there is still a stalemate, then they will proceed to campaign until the President can be choosen with a majority vote.
Hoku no Hyougikai (North District Councilor)*
In order to become the North District Councilor, one must be a resident of that district. They will launch a campaign just as those whom wish to be president would. Within their campaign they will reveal plans for expansion of the North District, establish a communication system with fellow residents of that district, and donate 5000¥ to the City Treasury in order to kickstart expansion and developments within that district. After the campaign time (three days), members of the district (PC) will cast a ballot. Hoku no Hyougikai is determined by the one who has the majority of votes. If the election is too close (9,8) then the President will make a decision. If there is still a stalemate, then they will proceed to campaign until the President can be certain of the choice.
Nishi no Hyougikai (West Councillor)*
In order to become the West District Councilor, one must be a resident of that district. They will launch a campaign just as those whom wish to be president would. Within their campaign they will reveal plans for expansion of the North District, establish a communication system with fellow residents of that district, and donate 5000¥ to the City Treasury in order to kickstart expansion and developments within that district. After the campaign time (three days), members of the district (PC) will cast a ballot. Hoku no Hyougikai is determined by the one who has the majority of votes. Higashi no Hyougikai (East Councillor)*

Minami no Hyougikai (South Councillor)*

*Important Note: Moyoushi does not accept Ninja in it's government body as that acts as a bias towards a specific village.
Moyoushi Security
The fearless men and women whom wish to protect our beloved city. At the moment, the group is undergoing a massive change in structure and is unavailable to join at the current moment.
Entering the City
Wether you're seeking a pleasurable stay or a permanent home, Moyoushi can accomodate your needs. In order to get you safely into our city, certain procedures have been created that you'll need to follow. It begins with writing a letter and delivering it to Moyoushi City Council via Mail. This letter should specify you're needs, wether it be to visit Moyoushi or to live within Moyoushi. In order to visit, we charge 1500¥ to ninja from the various villages. If you wish to permanently live within Moyoushi, we charge ninja of the various villages 3000¥ for a permanent residence visa.
If you're not a ninja and simply an outsider, we charge 1500¥ for a permanent residence visa that you can use to come and go as you please, as well as purchase land to build a home or rent an aparment. Once City Council has read the letter and the correct amount of Ryo has been delivered we shall then mail back a green scroll which is our visa. For Tourists Visa's the scroll will be titled "Welcome Tourist". Within the scroll it'll detail the length of your stay in Moyoushi before the visa expires. Please be sure to have all belongings ready with you prior to departing the city, else we're not responsible for lost items. In the case of Permanent Residence Visa's, the green scroll will be titled "Welcome Home". Inside it details information pertaining to yourself and how many times you've entered/left the city via detailed logs.
In the event a guest arrives to Moyoushi City without either visa, the guards shall send them back or if one goes above and beyond, attempting to tresspass, the person shall be eliminated. This is to ensure the safety of our residents and guests, so please don't think badly of us.
Citizens of Moyoushi
For those born within Moyoushi, they receive the green Permanent Residence Visa. They must keep this scroll on them at all times, least their identity be stolen from them and compromise the City's security. For the purpose of RP, within your bio where it states "Village", enter Moyoushi City. Request that your title be "Moyoushi Citizen" (where it would otherwise state 'Non-ninja') so that we know (OOC wise) that you're born into Moyoushi. Welcome aboard and enjoy your roleplaying here.

Notes about roleplaying here
When you're making a topic, please specify which area of the city the topic is taking place in. This just helps for everyone to move around the city and not to get confused. If you're looking for some open roleplay, please don't create threads, simply post in the stickied areas (they cover all portions of the city). Also if you're thinking about creating training threads, don't do it. We've got a specific facility for such...training in the city makes you liable to being caught by security and incuring a fine.
