Delivering the First Messege (Mission)

Raikou sighed as he entered the Capital of Mitsubachi. It had been a long run getting here, with all the opposition he had faced, if it hadn't been for a Water Clone, he probably wouldn't have made it! The boy trudged on wearily towards the building that belonged the the Kage of the Bear Country. Raikou took an envelope from the ninja pouch that hung on his right hip. All that trouble... for a little peice of paper?
Must be pretty important if I was attacked for it... Raikou thought to himself. He approached the great oaken doors that belonged to the Kage's Building and entered. He marvled at how small it was. Compared to the Mist Village's own Building, this one seemed like there was next to no one here! On top of that, it seemed like the building could fit into the first three floors of the Mist's!
"Welcome! I see you've brought a letter with you!" came an old voice. Raikou looked to see an elequently dressed old man. Guessing it was the Kage, Raikou bowed respectfully.
"I have come to deliver a message to the Kage of this land." Raikou said quickly. The old man laughed.
"You mean my grand-daughter? Just one moment." The man left, leaving Raikou to himself. After a long while and what seemed to be a heated conversation between the two in the room he had entered, the old man came out of the room, he looked desheveled and tired.
"I'm sorry... she won't see anyone right now..." The old man said. "Apparently, she woke up on the wrong side of the bed this morning..." Raikou frowned.
"I'm sorry sir, I must see her, this is a matter of great importance! The Mizukage himself wanted her to recieve the letter... I can't leave until she recieves it... whether she decides to read it or not is none of my business, however, as a shinobi of the mist, I must stick to my duties." The man looked at Raikou thoughtfully.
"If only she had a little bit of your... well, perhaps then she'd make a good Kage for her people..." Raikou frowned, unsure how to respond to this.
"Come with me." The old man said, turning back to the door. He opened it without knocking and stepped into the room.
"I SAID LEAVE ME ALONE!" A female voice shouted, something flying through the air at him, the old man didn't wince as Raikou reached up and caught the object. it crumpled in his hand. It was... a hankerchief? The girl's face was red, it looked like she had been crying.
"Kage-chan, I've brought-" The old man started, however, was abruptly cut off.
"Don't call me that!" The girl said, a hidden sterness evident in her voice. She wiped her eyes with a white sleeve, her black hair falling about her shoulders. She looked to be fifteen, perhaps sixteen. She was young for a Kage... but then again... there were lots of young Kages now-a-days.
"I'm sorry you had to see me like... that..." She said with a steady voice. "What is it you wished to see me about?" At the question, Raikou raised the letter.
"From the Mizukage." He said and flicked it across the room to land on her desk, right next to her right hand. She took it and opened it. Raikou turned around to leave.
"Wait, you're just going to leave? Just like that?" The girl asked, genuinly confused. Raikou blinked. His job was done, what was he supposed to do?
"Well...?" Raikou asked, looking back at the older girl. She sighed and leaned her head on a hand.
"Nothing, you may go." She said. Raikou was more than happy to oblige.
"Why didn't he ask what was wrong?" The girl asked her grandfather.
The old man shrugged. "He has a mission to complete. Didn't you notice the other envelopes sticking out of his pouch? He needed to go to complete his mission. Not all ninja are suitors you know."
