Effect: A technique that dims a light source.
Special: "Hand seals"

Description: Any light that is within the range of this technique that a user may be around will suffer in having five meters of any source of illumination light will be dimmed down. This means that if there is a light that shines within twenty meters, the illuminated light will shine only within fifteen meters. Not the most powerful technique, but a great technique to make one more hidden.
Limit: Must know the Shadow Perception.

Nighttime had settled calmly across the land of Lightning as low clouds rolled through the darkened skies slowly, their bloated bodies blocking out the albicant lights of the crescent moon. In the midst of the village, peoples came and went in droves into abodes, shops and other places of entertainment. Yet in a low-lit alley way, several meters away from the jovial night life of Kumogakure no Sato, Okitsugu crouched to the earth; his body, cloaked by shadows, couldn't be seen by the untrained eye or to those who passed by the corridor without a second glance. He kept quiet and pulled in slow and controlled breaths as the night air was colder than normal.
Around the village square there were several lamp posts that illuminated the surrounding area with unnatural lights—with a frown, Oki rubbed his hands together as he readied the requisite seals for a Genjutsu of the Shadow variant. He enjoyed the shadow perception of illusion arts the most as it allowed him to have some control over light and darkness; he aspired to increase his knowledge of shadow arts by mingling with those of the Nara ichizoku whenever he had the apt opportunity.
Chakra worked its way from his heart in copious amounts as he focused his control to his hands where the seals had already been completed; in an instant, he right hand went forth in a grabbing hold as he clutched his fingers together and brought his hand into a fist. During the time his fingers slowly closed, two lamp posts dimmed a significant amount in the square. He would have smiled had he been of a joyous temperament; instead, he frowned again, as none of the other Cloud villagers seemed to be aware of the dimming Genjutsu that he had cast. Again he did the kata as he focused a bit more on his awkward task. Three of the five lamp posts had yet been targeted by his Dim technique, so that is where he would start on his second attempt.
Success came in but a minute amount: the lights dimmed further, which caused several of the by-passers to look around at one another then up to the lights. They shrugged off the dimming as if though the lamps had underwent some electrical shortage or something; now glaring, Okitsugu went on to further diminish the lights to total darkness. With a total of about thirty meters of light remaining around the hub, he worked quickly to accomplish his task. One of the five had actually went totally out, which startled some villagers because they began to pick up on how the lights continued to dim until one by one they went out. Slowly but surely, the shadows started to consume the central area of Kumo.
The clouds had turned wispy as the cold air cut through their constitution and stray litter began to float about the cobblestone pavement of the village as darkness fell over the village square by way of Shadow Genjutsu. From his vantage point, Okitsugu looked up toward the sky and frowned deeply once more. He had successfully managed to cause some confusion and mild panic amongst the Fulgurians, but with the welcoming white light of the now visible moon, how could his usage of the Dim ninja art blot out what was celestial?
Although he was successful in his endeavors, they were short-lived by the appearance of the new moon. Like a ghoul, he retreated further into the alley way. His silhouette became one with total darkness as he left the scene, some what versed with the Dim Genjutsu. Upon his departure, the art was expelled and the lamp posts suddenly erupted to their usual level of luminosity.
