Genjutsu Rolls Broken?

Unless i'm missing something here I believe the genjutsu rolls are kind of, well, broken.
I did a few practice rolls, since my character is a genjutsu specialist, and experimented with the system and I can say that most genjutsu will only have about a quarter chance of landing. A few times my rolls even got beat by the first initial roll of 20. Let's take my character, who is a B ranked genjutsu specialst and compare him to a C ranked taijutsu master (possibly one of the weakest against genjutsu).
We have the initial dice roll, which was 11 when I did it. We then add one for natural resistance on to it which makes 12. After that if they have any impeccible will, lets say we have 2 points added from that, it makes 14. Now I take my genjutsu specialists 10 points and add it to his 1 point that he gets if he is casting a D ranked genjutsu he gets 11, plus 2 points from a illusion focus... he has already been beaten in the rolls.
It wouldn't be such a big problem if either illusion focus didn't cost so much TP to train. It wouldn't be a problem either if the points you get when you did train it weren't seperate for each perception, or if you gained more points against a save when trained. But because it is it would cost anybody a lot of TP in universal just so they can get their genjutsu to hit about half of the time. It also makes genjutsu only really useful against lower ranked ninja even when you would be a much higher rank than they are.
The amount of difference between how large a dice roll you can get as a victim, and a user of genjutsu, is way too big. Simply put as a S ranked taijutsu master you could get a roll of up to 32. If you were a genjutsu master casting a S ranked genjutsu the highest roll you could get is 25. This is with all the TP went in to illusion focus too, with the perception that you would be best at. It limits even a genjutsu master to only use the perceptions that they have trained a lot of illusion focus in, when there shouldn't be this limit placed on them in the first place.
The idea is great, and I really do love everything that the site update has done for genjutsu. But this, in a way, makes genjutsu weaker than it was before.
