Plot: Feudal Lord Takaishi Fuu of the Land of Tea is giving the annual "State of the Islands" address on Nagi Island. It is a huge event drawing in a huge number of attendees including many important figures from the surrounding countries. Lord Fuu has recently come under scrutiny for his hard-line policies against exporting Land of Tea's native resources. The wealthy in the country are upset about the profits the county is losing while the general populous is happy to be preserving the island nation's natural resources. Civilized politics have failed and it is rumored that an assisnation attempt is going to be made against Lord Fuu during his address. Lord Fuu refuses to cancel the event or hide in any manner, so he will continue to give the address out in the open to the thousands of attendees that plan on coming. It is a geo-political hot situation with many countries wanting him dead or alive for various economic reasons. A team from Thunder has been hired to assassinate Lord Fuu during his one hour address. In order to avoid an international situation it is imperative that the national identity of the team be kept secret.

-Lord Takaishi Fuu must be killed to succeed.
-If Cloud Shinobi are identified and made public, event fails.
