If I have to have my puppet accepted in order to have my character accepted then how do I enter a event not to mention three of them when I need my character accepted first in order to get my puppet?
Solution: I don't know I am not very much of a thinker and when I do it never works in my favor.

I am sorry for posting but I see a problem with that line up that is like hitting a brick wall. Because from where I stand I see it that neither one can be accepted from that rule. Unless there is something I am missing from all of this.
Simple - you make your character as a non-puppeteer, and then go into it later once you've participated in the necessary events. Then you can go ahead and have a puppet made, or just buy one that already exists with the creator's permission if you want that character to be a puppeteer. Or you could start up a new character on a new account, or even scrap your previous character on the current account to go into puppetry with some tp to use on it. Puppetry is a huge TP sink.
The same concept holds for various bloodlimits and other such things as well, and some of them that don't affect a massive change in your physiology can even be revamped into if they require certain techniques to start with, or simply picked up as you go if they don't. Anything with a massive physiological change such as Protean however, you would need a new character for, be it a recreate or a fresh account.

Its where you voluntarily kill off your own character. you only get 3 without penalty though, then you have to work a bit harder for your death. usually by playing risky like fighting strong enimies, but if you arent really trying it still counts as a scrap and you lose a portion of your tp
There are usually people that need to kill player characters (such as Isley) so you might as well get into a fight with them in-character if you want to die. If you put in a good effort (aka don't just let them kill you, rp your character fighting to the death) then your death doesn't take up one of your 3 scraps.

Capable of learning every Puppeteer technique in existence. Capable of creating puppets, puppet weapons, and other puppet information. Proficiency to shoot Puppetry Weapons is 30 meters with no obstacles and stationary. While moving Proficiency is cut in half. Must sacrifice 3 of the following from 1 perception mastery, 1 release mastery, 1 clan mastery, and/or 1 fighting style mastery. Must have owned a character not a Puppeteer Before hand, which gained 500tp. Must have completed 3 events and/or interactive missions. If a Puppeteer dies with a cheap death, they are incapable of making another Puppeteer for a total of 3-event participation within other characters.
The bold and the italicized text are two very important factors that determine whether or not you are eligible for a puppeteer.
I.E You are required to be have a character that has already accumulated (through training or previous TP giveaways) 500 training points-- but, beyond that, you must have also participated in a combination of 3 events or interactive missions.
All this means is that you are required to have a previous character that you have role played with in order to satisfy the requirements.
But, you do not satisfy any of the aforementioned criterion and, unfortunately, you are therefore ineligible to create a puppeteer until you have met the stated requirements.
I noticed that you have inquired about the scrap deaths in your Biography. The scrap deaths are a "three per person" privilege that allows you to kill your character instantaneously without penalty [through a simple rp post or even a series of rp posts]. After succeeding three, each additional scrap death will cost a % of your Training Points (which determine your characters strength level).
To use a scrap death, you must already have a character that is accepted. But, if you used the scrap death right after you were accepted you would still not be eligible to start with the "Puppeteer Profession" because you have yet to satisfy the "500 TP on a non puppeteer character and 3 event/intmission" requirements.
