As expected, the guards started firing as soon as Taisen bolted. With his legs and arms pumping at a rapid speed in order for him to run quickly, it was only logical that they would fire at the largest and least-moving part of his body in order to score a reliable hit. Also, with the cloak that he was still wearing, it would be almost impossible for them to see his arms and legs in order to aim at them anyway, so the body shot was the most likely shot for them to go for. Combined with the fact that they wouldn't have very long to aim before he got out of their line of sight, which meant that would have to shoot quickly, the only logical place for them to fire at was his center of mass.
Lucky for him, that also happened to be the exact part of his body that his shield was covering. Thus, the relatively weak projectiles would bounce harmlessly off of his A rank shield, unless the guards were such impressive marksmen that they could hit his limbs despite all of the factors contributing to that being impossible. Assuming, of course, that all of this was true, Taisen decided he didn't want to give them time for a second volley and threw a smoke pouch at his feet as he ran. Any chance they had at taking a second shot would vanish in a puff of smoke instantly.
Now, for Tomomi. He was faster than Taisen had anticipated with that large barrel on his back. Also, he was knowledgeable in the ways of Shunshin. Possibly an ex-shinobi? Not everyone knew such a technique, so he definitely had some training. However, the thing about after images is that they don't continue to run after they're formed, so the suspiciously still-standing after image of Tomomi wasn't fooling anyone. Not only that, but Tomomi wasn't the only one who knew shunshin. Reading Tomomi's shunshin path and following the same one, their distance remained the same as the chase through the streets continued. No way this guy was going to escape so easily, but Taisen was still determined to run him ragged. Frankly, if he could actually beat Taisen in a test of endurance, he deserved to get away.
So, unless the guards were goddamn amazing shots, Taisen's chase of Tomomi would continue unabated. Unknown to Taisen was the fact that the guards who were previously chasing him had fallen victim to Tora's genjutsu, so he had already escaped from them even without the use of his smoke pouch.
Run, run, run as fast as you can.

Shunshin no Jutsu - Kaunta (Body Flicker Technique - Counter) x2

Effect: Attacks your opponent. Can't simply use "Kaunta" however way you want. It is a skill that allows you to read an opponent's Shunshin and change its movement to neutralize the opponent.

Drawback: Takes away the number of usages Shunshin no Jutsu - Oshi (Body Flicker Technique - Push). Same distance applications apply. Same drawbacks apply when over using.
Description: A shunshin designed as a counter, reading the shunshin of an opponent in order to alter its course and render it ineffective by predicting and following the same technique with a Shunshin no Jutsu (Body Flicker Technique) Variant of your own. Supplement of Shunshin no Jutsu - Oshi (Body Flicker Technique - Push) while using same schematics.
Limit: Universal NinJutsu or Universal TaiJutsu, Must know Must know Shunshin no Jutsu - Oshi, Ken'in, and Ko

Description: Smoke Pouches are used as ground-to-ground screening devices for unit movement. The body is a cloth pouch filled with the same mixtures as a Smoke Grenade. These allow the smoke to release when the pouch is slammed against the ground. This is a screening smoke pouch to divert attention away from the user or conceal them. It fills an area diameter of 15 meters with thick smoke. The smoke may come in different colors if the user wishes. Different color smoke could be used for information value if need.
Limit: These types of items may be capable of being bought inside any Weapon Shop.
Cost: 7,500 Ryo per Slot, or 500 Ryo Each.
