So then, it was finely that time. He’d done things like this numerous times in past, that is, gathering up the forces and building a team. The first one he’d built had been murdered… by a renegade he’d taken in and helped into a promotion. That had been a bad hit against their psyche. But, that was long ago, at this point. The village needed strong leaders, and by that, he didn’t mean himself. No, he was already a strong leader, but one from the past. What they needed was to make tomorrows leaders from today’s underlings.
In either case, Gekkido had prior researched which shinobi’s had which codex codes and leafed through a small amount of their public information. This information was mostly just their names, description of their appearance, and the addresses they lived at. He chose a few candidates, then had a letter sent to their addresses via local messenger shinobi.
Greetings My Fellow Shinobi
If you are receiving this letter, it is because it is that time. Kirigakure is gathering it’s forces in reinstating the teams system which had been absent for some time. I, Gekkido Runeska, Sandaime Mizukage and esteemed chuunin of the Kirigakure request your presence for team selections. Should you accept, or are simply curious, enclosed are directions to my current location. I’m in Kirigakure’s central square park by the sakura tree. Dress comfortably. It is winter.

At this time, he was seated into the afore mentioned park. It was a while before noon, so the sun was out, but it wasn’t especially bright. It was winter, and kirigakure often got some form of snow, not to mention, the perpetual misty enviornemnt often left gloomy clouds over head. A crisp breeze passed through, chilling some to the bones, but Runeska quite liked it. It was the familiar homeland of this shinobi persona. Leaned up against the tree, he enjoyed the silence, holding the Tenkyo Buryoku and Kyuushi on his lap. The would come surely enough. Garbed in his gray pants with the single stripe, and his white shirt with blue trim, he wouldn’t look like much of an imposing figure, but this was most comfortable, so it’d be best to meet in this natural state.
