"Thanks for letting us stay here" told the female after she had entered the house. "No problem Lady Raikage. It's not every day I get such great help" replied the man in a happy voice.
Marii had decided to create missions where the Kumogakure shinobis would help out the farmer during the season. This was something he was going to need since his children were adults who could not visit as often as they liked.

"When will your coworkers be here by the way?" inquired Hiroshi. The young woman glanced at the watch that hung at the pale mocha brown wall. "They should be here in ten minutes at the most" replied the disguised Raikage.
She had decided to meet Katsu and Okuda here for their final planning. It was quite unlikely that someone would host a meeting at a farm.

'If everything goes right, the council members won't see the next full moon from the windows of their home. We got all the proof we need plus the engine part. But we need to get this done the proper way. If not...my time as a shinobi in Kumogakure no Sato is over to put it nicely' thought the female. She tucked a strand of light forest green hair behind her ear while waiting for the duo to arrive.

By Naota It did not take Okuda to get to the farm in question. Wearing his usual attire of white and blue inner/outer kimono, the white hakama, the white toe socks and the waraji sandals. Around his hips were his Katana fastened there by a white Obi belt. The young man spotted the farmer instantly spotted the woman with the green hair, she stuck out like a sore thumb and Okuda figured that must have been the Raikage in disguise but could not be sure of it quite yet. So the young Samurai slowly approached the farm, keeping an eye on everyone there. Once there he said nothing, instead gripping the sheathe of his Katana tightly. Once he was close enough to the building, through its kitchen window Okuda would notice Marii, though in disguise, Okuda would then walk up to the front door and knock. Upon being let inside the building and within earshot of the others, the young man would allow himself to enter a more resting pose with his left arm resting on his Katana's sheath, waiting for introductions that were bound to come from the rest and to hear the new information that the Raikage had for them.

For once in a very great while it seemed that Katsu was in a good mood today. The constant fatigue caused by nightmares that plagued him every night wasn't in play today, a special cocktail to calm his dreams allowing him a peaceful night's sleep for the first since Katsu had become a Half-Dragon. The barely controlled rage and anger he felt from an overload of male hormones had been managed by some wine spiced with Woodrose taken just before Katsu left, the calming affect very apparent. So with his neural chemistry brought in line Katsu was genuinely happy. He was out, about, and getting ready to help serve Kumogakure and Kaminari no Kuni by ridding it of corrupt officials.

Katsu would approach the farm by way of flight, his strong wings beating against the air, carrying him along swiftly. He would land in the area just near everybody, hitting the ground hard enough to create a heavy thump noise before standing straight. Standing at a massive Seven foot two Katsu wore only a pair of black slacks on his legs, secured with a black leather belt, and a Giant Quiver on his back, containing his 30 slots of various types of arrows. In his hand was his unstrung Bow, no combat expected in the near future but prepared for just in case. His scales seemed to glitter a bit brighter today, and his hair was in immaculate condition, the fancy “Elven” braid that he wore adorned with silver ribbon.

Standing near to Okuda Katsu would exude a much better aura than in their last mission together, this time his aura containing only a calm joy and confidence in himself and his abilities, and addressing the group, ”Greetings. Okuda, Marii, Citizen.”

Katsu had the powers of observation to recognize Marii even if her form had changed, her scent enough to show it was truly her...

A knock could be heard and the male went to open the door. What he saw was not something he had expected at first. On his right stood a guy clad in traditional Japanese clothes. His long, cardinal red hair was tied up in a ponytail. Hiroshi noticed that he had a katana strapped to his waist as well.

But his biggest surprise was the...whatever it was on his left side. It was a seven foot tall draconic creature that only had a pair of pants on him. His face however had some sort of humanoid features.
"Uhm - my lady? I think there's someone here to meet you" stuttered the guy, his face completely ashen.

The female peeked out the window to see who it was. She could understand why the farmer sounded so nervous. 'Oh well...at least I don't have to worry about fakers' concluded Marii as she stood up.
"Greetings. Okuda, Marii, citizen" greeted Katsugan while looking at the duo.

"Don't worry about him Hiroshi-san. They're both with me" assured the young woman. The male stepped aside and let the duo into his house.
"I'm happy you two were able to come at such short notice. I chose this location since it wouldn't be as suspicous" started the Raikage as she sat down in the kitchen.

"The good news are that the engine part you found last week is safely stored in the warehouse. The three sailors are going to be interrogated in four days and they're currently in custody.
But the reason I brought you here is the meeting I'm having with the council tomorrow. This is a golden opportunity to bring them down for good" continued the female.

"But here's the downside. Since we're high profiled people, the security is going to be really tight. It doesn't make matters any better that a third of the guards are bodyguards for the council members" informed the fake greenette.
"The good news are that none of the members are shinobis. And I'm going to make sure that the guards I hire knows about our plan" assured the young woman.

"The big question is...how are we going to make this look like an accident or assassination attempt? It will be quite suspicious if just some of the members were attacked while others got completely ignored.
Another issue is how we're going to bring up the evidence we got. At least half of the members will do what they can to put me behind bars. They may accuse me for favoring family members, sleeping around or anything that can bring down my reputation" told Marii.

"Now - what do you think about this? We need to come up with a solid plan this afternoon. I'm going to send out an order on ANBU guards this evening plus that I need to know what my role is going to be in this.
I can possibly send in a kage bunshin or something, but that may limit the jutsus we can do. The upside is that we can use genjutsus or ninjutsus that don't leave a trace" suggested the young woman.

By Naota Okuda thought for a moment on her predicament, on their predicament, after he had sat down in one of the chairs of the kitchen. They needed it to look like a true assassination attempt by the Gale Empire or some other faction out there, or as an accident. After thinking for a bit Okuda chimed in “An accident is all but out of the question, the chances of us pulling off the simultaneous ‘accidental’ deaths of so many is very hard to do. What I suggest instead is poison, now I’m not well versed in herbs or poisons, but I think that we have a chance with this route. If we poison ‘everyone’ there, we alleviate the survivors of suspicion. Or at least a great deal of it, now what I suggest doing is putting some deadly poison that is hard to detect in the members we want dead drinks and a milder one, probably one that’ll knock the rest of the group on their ass for a few days and make it look like they were affected. We’ll claim it was an attack on the village by the Gale Empire and use that as a rallying cry to then further our goals against them. If we’re very lucky they might even accept the claim that they did the poisoning even though we know they didn’t in an attempt to seem stronger than they are…” Okuda then let his voice trail off, figuring he outlined his plan enough that the group would be able to take it and run with it or at least use it to their benefit in someway. The only other option was to dress a group of shinobi up as Gale Empire soldiers and attack the meeting, but that was highly dangerous in more ways than one.

Katsu's mood slipped a couple notches as he realized what the given goal of their little mission was going to be at this point. His smile vanished and he sighed, scratching the back of his head while looking at the ground for a moment. Looking at Marii from under his brows he left his arm fall to the side as he spoke, ”What, did we not find enough information to just arrest them legally? I thought we were gonna do this the legal way to keep our reputation as defenders of the Country immaculate...”

Sitting down at the table Katsu placed both hands on the table folded together, silently listening as Okuda gave his plan and opinions on the whole thing. For once Katsu didn't have anything to say at this point, and he merely stared at his hands for a while, trying to come up with something he could add to the conversation, but so far failing...

"I agree. And I'm quite proficient as far as herbs are concerned" informed the female.

"What, did we not find enough information to just arrest them legally? I thought we were gonna do this the legal way to keep our reputation as defenders of the country immaculate..." replied the younger guy.
"That's the problem. I found out something quite disturbing when I did the background check on the council members. It isn't unlikely that two of them were the ones who hired a hitman to kill or assault one of our previous Raikages" started Marii.

"This means that they're perfectly fine with killing people as long they get it the way they want. And I'm afraid the punishment for that is rather harsh" told the young woman. Her facial expression was matching her rather serious intonation.
The law said that the minimal punishment for assassination attempts against a daimyo, Raikage or Sannin were 20 years of jail with no chance of early release. The more severe punishments were rather - grotesque.

"We have the evidence we need. But arrestation or obvious murders may get the Gale Empire involved. Even though our village has recovered, we're not at the strength we used to be.
A part of me is tempted to get rid of the corrupt council and make it look like an accident. But this could serve as a signal flag for the Gale Empire to attack us again" told the Raikage.

She was clearly unsure about what to do. The young woman did not wanted to risk the life of her shinobis or citizens.
"On the plus side though - the meeting with the daimyos went well. They aren't going to cut our fundings and they are on my side for now. But one thing they did request was an increase in education or some tweaks in the education plans" informed the brunette with a wry smile at her face.

By Naota Okuda listened to the other two speak their minds, opinions and plans regarding the council. Marii had agreed with his plan apparently and also explained why they couldn’t just arrest or outright openly kill the council members of ill disposition because it would show a weak hand to the Gale Empire and would also make the village seem less stable than it actually was. However there was another reason as to why they couldn’t just try to arrest the faction that was trying to kill the Raikage off or just blatantly murder them themselves. “Katsu, whilst we might have ample information to charge them with a crime there are two reasons why we cannot: One – if they are able to make assassination attempts on the Raikage without fear of retribution or retaliation of any kind they must have powerful allies themselves, such as within our very justice system. Two – If we were to openly move against the group, it would portray a kind of weakness not only to the Gale Empire but also to all the villages including our own. What would happen if our own village itself stopped trusting its leadership? What would happen if other villages saw this weakness? Let me tell you, the hidden cloud would have many more enemies to deal with both within and without. We would have rebellions starting to appear in our village to try to dispose of Marii to place a new leader in, one that didn’t assassinate or arrest its own sub-leaders, they might get funding or aid from other villages, this is why we cannot simply arrest or even openly assassinate the members of the group. The only other option to covertly assassinating them is to wait for them to try to make a move on Marii, but knowing how cautious they are that will never happen, so we must make the move to poison them before they can do something far worse to our faction.” Okuda finished his small speech, slowly picking up his cup of tea and taking a sip, he wasn’t used to talking for long periods of time and definitely wasn’t comfortable advocating a path that didn’t make use of his own skill sets, but he knew that this was the best course of action for the village itself.

Katsu scratched his head again, this time looking annoyed, “We would look weaker by making it look accidental than we would doing it in a legal and purposeful manner. If our own Council gets taken down to an assassination attempt or just sheer dumb luck it makes us look pathetic as a Shinobi force, both to our people and to the Gale Empire. You're both talking about how arresting them would make us look weak but assassinating them covertly so no one knows it was us makes us look even weaker! Arresting them at least shows that the Shinobi are taking action, that we're still in control and that we're rooting out not just our own corruption but the Gale spies as well, or do either of you think that our corrupt council members aren't a part of the Gale's operations in Kaminari?”

His mood still deteriorating from the topics they were speaking of Katsu grumbled under his breath, his clawed hands extending, his fingers opening and closing repeatedly as if he wanted to use them on something. Taking a deep breath with a slow exhale Katsu placed his clawed fingers on the table, tapping it gently, “Personally I think doing this by assassination is foolish. It shows unnecessary weakness where a frontal assault does not. If the Gale are going to attack because we legally arrest corrupt members of the Council then they're certainly going to attack because said Council members fell to assassins or an “accident”...

“If you still think we should go with this plan however... then I suggest we lay the blame at something that no one would want to fight, something terrifying that would make the Gale, and anyone else, wary to attack our country because they might just run into this creature... Here..”

Standing up, Katsu moved to the darkest corner of the room, and began to form handseals. First he used Henge, then the Blur Glamour followed by the Know the Shadows Glamour, and finished with Phade's Fearsome Aspect. The unholy looking monstrosity that Katsu turned into was truly a fearsome creature. His silver scales blackened and thickened, becoming a dull dark carapace, many bony growths jutting from his spine, shoulders, and joints. His legs elongated and switched from plantigrade to digitigrade style, looking strong and good for quick spurts of speed. His claws became even more vicious and elongated, and his face stretched into something completely inhuman, a razor maw filled with dagger like teeth. Katsu looked completely monstrous, his form not only horrific to look upon but hard to see, the shadows clinging to his form, and his form further blurred into some nameless horror from a nightmare. His very presence was terrifying, even to Okuda and Marii, even they might have a chance to become shaken by him merely standing there, albeit it was a rather small one.

Standing there looking like a creature from Hell a voice came out from the form's mouth, so different from Katsu's that it couldn't be recognized as his. ”..Something like this... something that would terrify the Gale...”

'What to do now...they're both right' thought the female as she listened to the duo. The older male was right concerning a possible riot or allies in the legal system. But the younger guy had a valid point in terms of showing control as well as future attacks.
What Katsu did after telling his opinion made Marii blink. Was he going to do a jutsu of some sort?

She first noticed that he used the henge jutsu to transform himself. The young woman kept a close eye on the hand seals while she tried to calm her nerves. What the male transformed into was nothing short but frightening. 'Calm down Marii...you've seen worse than this' told the Raikage to herself. She knew that this was not how the Chuunin looked like.

"Well - I think I've made my decision. I think we can do something that involves both" suggested the female. Even though she was calm, her voice was definitely a bit shaken.
"Maybe we can use some poison to knock everyone out. It'll look less suspicious if that happens" started the brunette.

"Those who are guilty will face probation first plus a jail sentence. Suspects can be put on probation if their crimes are a threat to other people. Which it is in this case.
Besides...keeping them alive could get us some more information we may need. Facing 20 years of jailtime will probably make them change their mind" finished the young woman.

She looked right between the two, ready to hear their opinion. They had to act fast if they wanted a chance against the Gale Empire. Especially since there was so much at risk.
Kumogakure no Sato was after all a village that had shinobis living with civilians. Civilians who were not able to defend themselves the same way they could...

By Naota Okuda listened to Katsu, whilst he disagreed with much of what was said by Katsu he did not speak up as he had already said his piece and his opinion. The fact that he spoke of the complete opposite of Katsu’s own was proof enough of that. However, as he continued to think he decided that it was important to speak up “So, Katsu, let’s say that we take your idea and openly arrest them what then? Because here is how I see it happening: We arrest them, they use their position and money to get out of the trial or their influence to make all of our evidence go away. Then we have riots occurring as the council members begin to publically outcry our use of the justice system to try to force them out of office for no reason or practically no reason. They will never spend a day in jail, if anything all that will happen is that public backing and trust in Marii will wither and die, she will likely be forcibly removed from office and then they will elect their own new Raikage then we’ll be in a worse position. Or worse they’ll skip the whole using political speak to get her out of office and instead assassinate her like they’ve shown they don’t mind doing.” Okuda was about to continue when he noticed Marii beginning to regain her own ability to speak after Katsu’s use of dramatics to make his point, something that Okuda was not really fazed by. He listened to what Marii said regarding the plan and he knew that she likely would not change her mind and that he wasn’t the kind of person who could sway others easily. He then took his seat again noticing he had risen to his feet during his speech without even noticing it. Okuda knew that his part of the mission was over as soon as this meeting was, unless Marii wanted him as a guard…

Despite the various treatments that Katsu had given himself to elevate his mood it seemed today was going to just be one of those days that pissed him off. Katsu's monstrous form was dispelled with a puff of smoke before he took a moment to sit back down in his chair. Taking a deep breath Katsu attempted to calm himself down, although it felt as if he had only managed to fan the flames of his anger with his deep breathing. It would be obvious to both Okuda and Marii that Katsu was having a hard time restraining himself at the moment, but he would eventually lock his hands together, probably to prevent himself from ripping up the table with his claws, and stared at Marii with an intense cold gaze, his voice very quiet.

”Unacceptable.

“You say we have proof that they are guilty of Treason, Marii. That offense is punishable by a Death Sentence. There's no parole, probation, or a lesser sentence. Their political power is supposed to mean nothing to the Law. They don't get to walk in the sunlight, they don't get the chance to talk to their allies, and they certainly don't fucking get the option to flex their political power to escape punishment!” Katsu aimed a look at Okuda with those last words, calling down what he felt was Okuda's foolish counter to his own argument. ”They get a nine by nine cell in a dungeon with a metal cot and a piss bucket in the corner, and that only long enough to interrogate them before we vaporize their treasonous filth from this world.

“They are responsible for the deaths of previous Raikage, and one of them died on the very day the Gale Empire attacked us! If the Council isn't a part of the Gale Empire's efforts to bring down this country in some manner I'll eat my fucking headband!” Katsu couldn't help but to slam his fist on the table, glaring at Marii with anger in his eyes. Katsu visibly shuddered as he tried to get himself under control, breathing heavily. He couldn't make himself sit down, so instead he began to pace back and forth across the kitchen, looking almost like a predator getting ready to hunt..

”You both tell me that they're willing to kill us all in order to secure their goals, and yet you want to keep them alive, Marii? A twenty-year sentence? Are you joking? You know it's reached the point where it's kill or be killed, and since our Council is a bunch of traitorous bastards they're the ones who need to die for the betterment of Kaminari and Kumo.

“And as much as I hate to think that the Laws have failed us...if it takes an assassination...then.... then I guess that's preferable to letting the Council walk away alive...”

The female understood the opinion that the older guy had. She knew fully well that the council had friends or allies in the legal system. But her investigators had been unable to find out who that could be.
'I don't really blame them. Those things are very hard to figure out' thought Marii as she drank some tea.

She noticed that the younger guy was staring her straight into her eyes. The chilly gaze was enough to send major shivers down her small spine. 'Looks like he's having a hard time restraining his anger' thought the young woman as she looked at him.
What Katsu told her rang true - it wouldn't be fair of them to get different treatment. She nodded in agreement as he told her about the crimes they were guilty of.

But what he did afterwards turned out to be a bad idea. The guy had underestimated his strength and the energy of his slam connected with the petite Raikage.
"YIKES!" shouted the female as her chair felt backwards. Her body felt right off the chair and landed on the floor.

"LADY RAIKAGE! Are you hurt?" shouted the man as he entered the living room. "Aaaah...my head hurts a little" muttered the brunette as she sat up in a sitting position.
"OK - let's check your memory. Who was the last female Raikage?" inquired Hiroshi.

"Uhm - Kana" replied the young woman. The man nodded as he helped her up. "You should be a bit more careful young man. You could have caused some serious injury to your kage" told the farmer as he looked at the shinobi. His eyes narrowed when he saw the crack in his table.

"We'll get you a new table" promised Marii before the man left the room. She then looked back at the duo. "Looks like I didn't get my point across, so I'll try to be a bit more clear" started the female.
"I won't give them any special treatment for being political bosses. But we do need to keep them in a small cell like you said" informed the Raikage while glancing towards the younger male.

"What I'm going to do next is to interrogate them so we can get the information we need. If we kill them right away, it'll be harder to find a possible connection to the murders or the Gale Empire.
Once we have the proof for treason approved...". She then draw a line across her throat while making a cutting noise.

"I am fully aware that there is corruption present in the law system. But killing them without proof will get us arrested for murder. A Raikage who doesn't follow the law will certainly not get Kumogakure on their side" finished the young woman with a stern voice.
"I'll gather the proof tonight. Tomorrow, I'll use a gas or poison to knock everyone out so they won't protest when we arrest them" informed the brunette.

"It'll make things a lot easier in terms of transport as well. This should be fun" muttered the female. She finished her tea and straightened out her kimono.
"I think we should get back home. You can come with me Okuda-kun while you can fly back if you wish" told Marii as she looked at the dragon-like human.

By Naota Okuda listened to the Raikage as she spoke, being the Kage of the land she was of course better with words than Okuda could ever hope to be, and meanwhile he was her blade. Destined to be swung at her enemies and the enemies of the village, it was a job he was good at and could not imagine not doing after spending his whole life as such. Though when Katsu had hit the table, even Okuda reached for his weapon suddenly, in the vein of protecting the Raikage but stood down to his normal readiness when she seemed to be ok. However the young swordsman fixed the younger male with a stern gaze as the Raikage continued to speak. It was then that the Raikage said he should come with her to return to the village whilst Katsu could fly back if he wanted, Okuda of course would nod and said “I’ll wait for you outside Lady Raikage.” With that the young Samurai left the building they were in, waiting for her just beyond the door to the building they were in. [EXIT if no one tries to stop him to speak or whatever]

When Katsu had rocked the table with his physical strike two things happened. The table nearly crumbled under the pressure, a great crack spidering from the point of contact, and secondly it knocked Marii right off of her chair. His anger was subsided for a moment as his concern for her rose, but the farmer had gotten to her first. Chastising Katsu for his reckless behavior only made the half-dragon roll his eyes however, “While I didn't intend to knock her over, frankly Marii wouldn't be fit to be a Raikage if a little bump on the head actually hurt her. No way she's hurt. I'll replace your table from my pocket, though. I didn't expect it to break like that, I didn't even use my strength...” Katsu fingered the table where it had broken from his strike, eyeing it as if it had done something wrong.

Marii then took the time to explain what she had meant to do from the start, to the mollification of Katsu. She had basically assuaged every one of his concerns, both about ensuring that the Council were properly punished for their treason, as well as to the legality of their actions. Shinobi were supposed to be the sanctioned military force of a country, held to a higher standard of duty and honor. Katsu truly didn't want to break that tradition. When asked by Marii if he was going to go with them or go back on his own Katsu opted to go alone. “I'm so wound up from this Council business I need something to help calm my mind down a bit or I'm going to end up breaking more than a table...

“I'll try and find something to help the village somehow on my way back, probably won't be but an hour behind you and Okuda, hopefully with something useful in tow...”

Once he was sure that the Farmer wasn't too pissed about his table, by just placing what he expected the table to cost in Ryo on it, Katsu gave a quick bow of his head to the Farmer and to Marii before leaving the building ahead of Okuda, spreading his wings and taking flight, flying off into the forests of the country to go look for something to take his mind off his stress...

"I'll wait for you outside Lady Raikage" told the older man before leaving the room. "I'm so wound up from this council business. I need something to help calm my mind down a bit or I'm going to end up breaking more than a table..." muttered the younger male.

"I'll try and find something to help the village somehow on my way back, probably won't be but an hour behind you and Okuda. Hopefully with something useful in tow..." informed Katsugan. He left behind some money so the farmer could pay for his table.
"Thank you so much for letting us stay here. I'll make sure I won't forget that" told the female.

"Good to know. Tell your colleague that the money he left is more than enough to repair my table" replied the guy. Marii exited the building after making sure her disguise was still intact.
"Let's get back to Kumogakure Okuda-kun. I can't wait" told the young woman.
