THE HEART OF THE MIST VILLAGEBase Level
Taking refuge on the bottom layer to this industrialized tower is the receptionist area and main lobby. While these are considered to be the most highlighted sections on the base level, the tower does boast a grand kitchen and dining hall, as well as.... An extremely large common area with marble floors has been crafted in order to summon a legion of Mist militia men into the tower at once. Discussions are usually held here and foreigners are welcomed to explore what the base level offers. Within the receptionist area, the Chunin Kenji controls the ebb and flow of village basic duties. He is usually who is seated at the desk at the tower, but on occasion, if he is out, then the Head of the Neko Unit--Shaolin Feng--will take helm. Expect her to be less friendly than Kenji... and less pressed to give you a mission that you actually want.
The tower features a grand library and is a place that is actually encouraged to venture in. One is allowed to train academia skills within the library, as well as benefit from reading books on display. Within the kitchen, cooking can be trained by a select few chefs, and things like Current Affairs can be easily learned when talking to Kenji or the fill-in receptionist. To avoid inner conflict, those who do not hail from Kirigakure must turn over their entire inventory to the Bear guards located near the armory; if lost, Kenji will happily escort you there.
The names of the current and previous Water Shadows are etched into the wall, directly behind their respective busts:
Sandaime---Gekkido Runeska
Yondaime---Kamyuja Taisen
Godaime---Ayumu Akiko
Current---Taro Yoko

NPCs
Takenaka Kenji
Dark, cold... this is the guy to go to for missions. Kenji has his hand in almost every one of Kirigakure's hidden jars; he even is a member of the Owl's as a Chunin to boot. But since he is so well adapted to swiftly finding information and keeping it filed, he makes the perfect Head Receptionist to the Mizukage Tower.
Shaolin Feng
Captain of the Neko Division. She sometimes fills in for Kenji; more information on her can be found in the Village Information thread. And by the way.. don't expect for her to give you a mission that you're actually looking forward to doing.
Mizukuro Shinkichi
Occasionally, one might see this orange-haired Chunin fluttering around the place. He hates taking genin on missions, but still does it [although not a very good job]. Usually he just sits back and lets them figure things out or make moves as captain.

Mizukage's Quarters
In the middle of the construct rests the chambers of the Water Shadow. Inside this room are gorgeously painted pictures of nature, technology and the Crab Kuchiyose known to the Hidden Village. A bust of the current Sixth Mizukage Kaguya Hyobe rests on a floating pillar and looks out towards the eastern side of the village; this room is the most decorated as it hosts numerous village officials and foreign powers. The item vaults lay on this level and are accessible by his command to most village shinobi. A weaponless Genin can be sure to come here and claim an item.
