Controllore Dei Venti (Controller of Winds)

Skill: NinJutsu
Effect: User can alter wind force in the area surrounding them. They can make the wind blow in a certain direction or manner, increase its strength, or decrease its strength.
Special: "Handseals"
Drawback: ---
Description: The new wind direction and strength persist until the technique ends (10 minutes per Class Level) or until the user chooses to alter the technique, which requires concentration. User may create an “eye” of calm air up to 25 feet in diameter at the center of the area if the user desires, and the user may choose to limit the area to any cylindrical area less than their area. User may choose one of four basic wind patterns to function over the technique's area. Which are
A downdraft blows from the center outward in equal strength in all directions.
An updraft blows from the outer edges in toward the center in equal strength from all directions, veering upward before impinging on the eye in the center.
A rotation causes the winds to circle the center in clockwise or counterclockwise fashion.
A blast simply causes the winds to blow in one direction across the entire area from one side to the other.
Depending on the user's ability to perform this technique depends on the user's ability to perform this technique.
"D" Rank - Strong winds (21+ mph) make sailing difficult.
"C" Rank - A severe wind (31+ mph) causes minor ship and building damage.
"B" Rank - A windstorm (51+ mph) drives most flying creatures from the skies, uproots small trees, knocks down light wooden structures, tears off roofs, and endangers ships.
"A" Rank - Hurricane force winds (75+ mph) destroy wooden buildings, sometimes uproot even large trees, and cause most ships to founder.
"S" Rank - A tornado (175+ mph) destroys all nonfortified buildings and often uproots large trees.
Limit: Must be a Scirocco. User cannot learn ranks of this jutsu that are above the user’s rank.

This was a rare form of training for Terra as she had motioned to be away from most of the village. It was being taken over by foreign invaders like those that destroyed her family. But in this case they made a motion to stay. So she was going to become stronger by harnessing the very things in her blood that made he family fly around like the acrobats they were.
Terra was a true acrobat but she knew it was because she was born of the element of wind. Even though when she was angry she would be coated like a storm in lightning and fire. Now she was trying the basic controls of the winds around her in this desert cavern. Well more of a canyon with the sky open but only the howling of the wind accompanied her here so far.
With it she took what she knew about making breezes and turned it into controlling the very winds themselves. It was a weak wind that was a constant in these canyons. She would try to push and pull the wind into down drafts and up. With a little twirl that would lift her skirt she would make the wind spin around her. With a push she could direct a weak blast of air in a direction.
