Scenario mission
Remember -
"Ability and talent will get you to the top. But character will keep you there"
Instructions:
During this mission for your exam you are going to be graded based on your problem solving ability. Your success does not guarantee acceptance to become a Jounin. This is a test of your leadership ability, not your abilities. Once the scenario begins any break of character or sign that you aren't taking this seriously will result in your instant failure. In other words, play along and take this seriously.
Background -
The twins would find themselves in the middle of a desert. They would feel somewhat tired finding themselves at the tail end of a multiweek long patrol through the countryside. Their mission was a mundane one, providing surveillance across the border of the land of bear. The political climate is unstable and the recent decision to let an outsider become kage has caused border relations to become unstable. You are the commander leading a team of 10ninja. 3 Jounin (including yourself) , 2 Chuunin and 6 Genin make up your party.
A potential war could be brewing and only your teams careful surveillance and small size give the land of wind plausible deniability. If you or any member of your team is caught it would risk a war with another major land. A major land you stand at the border of at this very second. Refugees are already running, some people on either side thinking they are safer in the other country try quickly to get out of the way of the war. Each side fearing action from each other's operatives have closed the borders and armed squads patrol the borders frantically screening all who come in and out looking for spies.
The mission is coming to a close. You're about to finish your last observation trail when you hear a distress signal over the radio. The message is garbled but the distress is unmistakable. Bandits were attacking a convoy of civilians from the land wind who were fleeing away from the brewing warzone. While it seems the civilians were on the land of winds soil, in their retreat they crossed over into the neutral space between the two areas. This was nothing special in the grand scheme of things.
When people had their valuables and were running for their lives they quickly shed those they could not carry. The packs most laden with loot were often those most spare on supplies. But this was different, from the way the attack was described your analyst quickly makes it sound like it might be professionals doing it. He also informs you that the radio has gone dead, he's unable to make calls in or out. It's your call.

The sunlight was already faltering when you got the message. After waiting a short while before contacting command the team has given up on the radio. "It's toast." The jounin said. To which the rest of the platoon nodded. This guy was the tech expert after all. If he said it was dead nothing was bringing it back. The chuunin behind him was looking over the genin. One of them had a strap on his gear that had come lose. The chuunin quickly tucked it away inside the mans gear after scolding him about how a lost cord could somehow equate to his death of over ineffective.
The genin by and large chattered excitedly among themselves. The younger faces were always the ones most desperate to prove themselves. If only they knew. The chuunins and jounins were veterans. This was not their first fight and it wasn't going to be their last. At least that was the idea. "We need to get out from over here and go save those people!" One of the genin said determined and worried. No one said anything. "We can't do nothing." The genin said getting a bit more animated. His family was from around these parts. Something everyone already knew. Something he had mentioned more than once.
"Listen" The other jounin said. "It could be a trap. All it takes is for one party to step into the neutral zone and it could spark a war." The group froze and listened to the man speak. They respected his opinion, he had saved their lives more than a few times. "You're not wrong." The first Jounin said. "But, if they are killing our citizens in the neutral zone we need to get evidence. If we can prove our transgressions we can dissuade the allies from the land of bear from joining the war." The logic was sound. But all the heads were now looking at the twins.
