Drawback: The user must stay in place while moving the spears, user can't make handsigns, they must use their hands to manipulate the spears
Description: The user makes handsigns, then four long water spears (three feet) rise out of the water. They can then be manipulated by the user. The user can move their hands, and the spears will move in correspondence with the hand movements because of the chakra. They can defend against most C-Rank jutsu, but they will be destroyed. They can travel up to 20 feet.
Limit: water release, needs a water supply, rain village ninja can learn/only can learn from rain nin

Muteki climbed the stairs of the Amekage tower, intent on his goal to increase his strength. Most kages before him, with the exception of Kininata, had had most of their lives to perfect their mastery of the ninja arts. Muteki had just had over eighteen years. It was a short amount of time, but he would make due with what he had, and learn what he needed.
While looking for techniques throughout the kage’s office, Muteki had come across a very interesting one. Apparently the rain village had been keeping secrets. The secret scrolls of rain he had procured were littered with secret water techniques, all of great use. He began reading one, and trying to learn its powers. This one required the user to flow chakra into the water around him, and form 4 spears, then using these spears, attack his opponent.
After reading the handseals, Muteki sat on the roof of the kage tower, and began running his hands through the formation. They were relatively simple seals, only three of them. Finally after only an hour, Muteki had procured them into his memory and filed them away. They were the first necessary step to achieving this technique.
Now he needed to begin trying to manipulate the chakra and water to form those delightfully sharp spears. The recent rain had left puddles on the roof where Muteki stood, and using the stagnant water, Muteki began to mold his chakra. The water in the nearby puddles began to shake. It would look as if a stone was dropped into them each, as the ripples cascaded across their surface.
Soon after the attempt, Muteki’s hands dropped from the handseals he was making. He still felt quite ill from his time in the desert. He didn’t feel concern over it, but the sickly feeling made him less apt at his training. It would probably take him a little longer then usual to learn a water based technique after being away from moisture for so long. It was a taxing experience, but one to be persevered through.
Muteki caught his breath and began his technique preparation again. Forming the handseals, Muteki began channeling his chakra into the puddles once again. Again the puddles started to ripple, and soon after that they began bubbling. The water started to rise, and lift. It did not yet form a spear shape, but was nearly under Muteki’s control enough to do so. Muteki was gaining ground, and breaking barriers, even in his tired state.
