Atsy [mission]

(OOC- so this is definitely my first mission and I can't find anyone to NPC for me so if I'm doing this all wrong... let me know lol. I'm just going to write a really long post about beating this guy?)
Most of a day had passed since Atsukiri left the Mizukage Tower in search of the man who he was to race. As of yesterday he had had no real clue regarding where to find the man, but after asking many of the village merchants, he found out that the man was staying at the local inn... and causing quite an upstart too.
It was evening when Atsu made it to the inn and upon entering his attention immediately fell upon the crowd of people surrounding a nearby table. Sitting at the center of the crowd was a man loudly boasting and in general simply acting rude and disrespectful to the other patrons.
[red]"None of you weak Mizu no Kuni folks have got anything on me!" the man dressed in fine silks yelled. "I am the fastest person in the world, you hear that?! THE WORLD!"

Atsu shook his head in disgust. This man was the worst of scum and here he was putting down a country while in its ninja village! The young shinobi contemplated killing the man on the spot, but remembering his mission was to race the man, he thought better of it.
"Hey you!" Atsukiri called just as the man was about to begin another monologue of boasts. "I'm here to prove to you what a filthy slug you are."
The man at the table immediately stopped talking and eyed down the boy. The boy did the same. Where the boy was obviously a shinobi by his dress, it was impossible to tell what the man was. He wore fine silks of gold and red, yet on his feet he wore ragged straw sandals and the straw hat on the table was just as worn. The robes hid any sign of the man's physical strength. Atsu didn't think he seemed to be to large by the man's thin face, but it still the boy had learned long ago that looks were many times deceiving.
[red]"Oho! So the legendary Mist decides to send a wee little child at me, eh?" The man let out a tremendous roar of laughter that did not fit his face at all. "I should have known that this was the best this place had to offer someone as amazing as I!"

Atsu shifted uncomfortably as everyone who had been paying attention to the man before now stared at him. Boasting was not a strong trait of his, yet if he didn't say something then he would look the fool in front of his fellow villagers.
"Actually, I just graduated the Academy yesterday," Atsy replied before he really thought about it. "I guess the Mizukage doesn't take you very seriously does he?" The crowd snickered.
The man, growing red in the face, stood up abruptly causing the crowd to back up with a start. [red]"I WILL NOT BE PUT DOWN BY A RUNT LIKE YOU!" the man declared furiously. "WE RACE NOW LITTLE BOY!" [/RED]
A grin began to creep onto the young boys face from behind his face. His eyes lit up with excitement and began to shine with determination. This was his first mission and there was no way, no way in hell that he would fail.
[red]"FOLLOW ME OUTSIDE!"[/red] the man roared as he stomped out the door of the inn, followed by a precession of the Atsy and the crowd of on lookers. [red]"WE WILL RACE TO THE END OF THE STREET!"[/RED]
Atsukiri looked down to the street to his left and right. It was evening out and was rather crowded with people going to restaurants and trying to finish last minute shopping before the normal shops closed. It went one hundred meters in both directions before either side came to a "T" intersection. He wondered which way they would be running since the man had not specified.
[red]"READY, SET, GOOOOO!"[/red] the man boomed as Atsukiri was still looking at the street. Without thinking, Atsu broke right and began his mad dash toward the end of the street... Only to hear screams from the crowd that he foreigner had gone left.
Quickly pivoting on his right foot as to not lose moment, Atsukiri spun around in a 180 to head down the proper side of the street. While running back toward the inn, Atsu searched the area for the man, assuming the crowd of people shopping would break around him. To his surprise, none of the shoppers had moved from their activities at all! Confused, inexperienced shinobi looked harder, still seeing nothing. The man had disappeared!
"ON THE ROOFTOPS!" a voice called from the crowd standing in the doorway of the inn.
His eyes darted upward instantly and Atsy saw the his target racing along the uninhabited rooftops, now thirty meters away from the inn. Atsy still had ten meters to make up to make it back TO the inn. Gritting his teeth, he jumped up onto the rooftop of the nearest restaurant.

"Where are you at boy!?"[/red]the man called as he turned his head back tauntingly. Then he fell on his face, having tripped on a broken tile.
Atsu restrained a laugh as he exploited his unexpected advantage. Quickly focusing his chakra into his feet, Atsu disappeared from view appearing ten meters ahead of where he had been, putting him a mere ten meters behind the foreigner, who was now getting himself up and starting to run again. Another flash forward and Atsu made a grab for the man, hoping to slow him down.
Shunshin no Jutsu, 瞬身の術, (Body Flicker Technique)

Effect: A High speed movement technique where a user moves from one point to another as if appearing to teleport in a short distance in almost untraceable speeds. User moves in 10 meters
Special: ---
Drawback Able to use 3 times a day when first learned. Each time learned after first time user is able to use it one more time. If user uses it passes the number capable, leg muscles cramp dramatically and user is unable to move till medical treatment. May only be used on the ground in a straight line whether facing forward or away.
Description: This jutsu is a high-speed movement technique, allowing a ninja to move short distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. A puff of smoke is occasionally used to disguise the user's movements. It is accomplished by using chakra to temporarily boost the user's reflexes. The amount of chakra required depends on the overall distance between the user and their intended destination. When used this technique does not take up any movements. However a user may only use this technique equal to half the amount of their movements per round rounding down. Thus 3 movements user may use it only once per round. 15 movements user may use it 7 times per round without it taking up a movement.
Limit: User must have a Character.
Atsu's hand swiped for the edge of his opponent's robes, coming short by a few centimeter. He heard the man let out a laugh and then begin to speed up his pace. There were now twenty meters until the end of the street and Atsu wondered what he should do. He would be able to use his chakra to boost his speed one more time if he was lucky and then he would still have to run a final ten meters without letting his opponent overtake him.
15 meters. Atsu's choices were running out. The man was a good five meters ahead of him and was showing no signs of slowing. He would have no choice. One step, two steps, then flash, Atsukiri disappeared once again, appearing two meters from the finish... the fastest man in the world standing next to him. Atsu's muscles screamed as he pushed forward, refusing to let this man beat him. The speedster let out a cry as he tried to pace Atsu... only before tripping over a smokestack that had been sticking up. Atsukiri giggled childishly as he jumped off of the roof and across the street to the next roof. Spinning around, not wanting to miss his opponents embarrassing finish, Atsu watched as the man spun into a golden blur off of the rooftop... and into a wagon full of cabbage in the street below. The man landed with a thunderous crash, spooking the horse pulling the wagon as well as the owner who watched his cart and horse run down the street without him.
"Thief!" The cabbage seller cried, only being able to see the loser of the race riding off in his cart. With a smile underneath his mask, Atsukiri ran back toward the Mizukage tower hoping it wasn't too late to turn in his report.
