summon techniques and starting off

Well I joined this site yesterday(for some you can still say today at the moment I post this) and I started creating my character. A huge bulk of information gets thrown at you which makes it rather confusing from time to time.

You are allowed to start off with 5 "c"ranked techniques or lower. From browsing around I found that the summoning technique is a "c" ranked technique. I also remember reading somewhere its difficult to get this or something or not allowed to start off with. However I fail to find back were I actually did read that. If it wasnt me just reading it wrong somewhere else. To get to the point I wonder are you allowed to start off with: Kuchiyose no Jutsu (Summoning Technique)?
