Understanding this bloodlimit.

Okay so the Kyoudo bloodlimit ive been reading it and I just want to make sure I understand this before I get all hyped at the idea of it and then get shot down because I interpreted it wrong.
So if what im reading is correct in a sense with enough training into the bloodlimits main jutsu which is stated above I can pretty much make a Complete bloodbath of weapons being thrown about within the area that I have under control of the jutsu correct.
Like with enough training I could have like 15 Kunai Knives just twirling around flying all over the place cutting into who ever I want correct?
Sutatikku Nagare (Static Current)

Skill: Kekkai Genkai Ninjutsu
Effect: Allows the user to manipulate electrostatics and electric charges.
Special: Rat, Dragon, Ram, Tiger, Monkey, Dog, Horse, Rabbit once per 5 turns.
Drawback: Objects must be visible. While actively using this ability, the user must remain perfectly still, and no other jutsu may be used while the user is attempting to manipulate charges. Only metallic objects or semi-metallic objects can be manipulated.
Description: Allows the user to manipulate and control electrostatic, which is by definition electricity at rest. Description: Allows the user’s Static Current ability to effect a larger area. Every time this ability is trained, the user is then allowed to manipulate charges at a longer distance. The additional distance is dependent upon the rank and number of times this technique has been learned.
E Rank increases the number of meters that the user is capable of manipulating by one for each time that the training is learned. Must be learned two times before the user may learn the D Rank.
D Rank increases the number of meters that the user is capable of manipulating by one for each time that the training is learned. Must be learned three times before the user may learn the C Rank.

Effect: Allows the user the capability of more quickly manipulating the charges in an object so that they become polarized at a greater rate.

Drawback: The training of these techniques are unaffected by difficulty class.
Description: A training method designed to be used in conjunction with Sutatikku Nagare, this ability allows the user the capability of manipulating charges at a faster rate in order to more quickly polarize an object. The percentile rates work in a manner of seconds, meaning that if the user has not learned this ability, they can manipulate the number of charges in an object by 10% of total polarization in one second. In order to completely manipulate an object of the user's choice they must have 100% polarized it. This means that unlearned, it will normally take a Kyoudo ten seconds to get control over one object and for every time they learn this it will take one less second.
D Rank allows for the user to manipulate charges 10% faster for each time that the technique is learned. Must be learned three times before the user is capable of learning the C Rank version.

Description: A type of training meant to be combined with Sutatikku Nagare, it allows the user the capability of mobility and, at higher levels, the ability to perform other techniques, all while the user manipulates the charges of objects. The user's rank of this technique determines how mobile that they are allowed to be.
“C” - Allows the user to move at a running pace while controlling currents. Any intense physical combat or the use of other jutsu while controlling these effects will result in the user being unable to manipulate charges for the rest of the turn and for the duration of the jutsu that they were using.
“B” - Allows the user to fight in intense hand-to-hand combat while controlling currents. However, any use of jutsu while controlling the current effects will result in the user being unable to manipulate charges for the rest of the turn and for the duration of the jutsu they were using.
