Rituals that are not under anything

I know that for rituals that are under something, as in clans, the TP goes into that category.

Though, what about rituals that are not under anything? Like Iron Shogun the only custom ritual in accepted seals section apparently. Are those kind of rituals floaty or not?

ah, and in which case seals are floaty (except for hariashin technically in the site). Which...it wouldn`t be seals unless if it was an actual seal placement.
