There had been a gentle soft rain overnight and all the park was glistening with the tears of the sky. The well-tended footpath was damp and soft, and the flowers reared their moist faces desperately for the warmth of the sun. It was just before sunrise, and Hideo had just come through the entrance to the park. He smiled the place had a special place in his heart and thoughts, he loved to come here. Either for pleasure or for improvement.
He began to move down the winding footpath, his sandals resounding softly against the moist earth. Green eyes looked over the lively venues all-around him, moving from the verdant grass, to the flowers, and ultimately to the snaking flow of water that moved along-side the path. Hideo continued on his slow and careful for some time, taking the more tedious route to his destination. The man took in the sights around him, and his mind was ultimately elsewhere.
His meandering could not deter his main goal forever, and soon he arrived at one of the more memorable sights of the park: the waterfall. The river widened to a modest degree by the time it reached the waterfall, of which drained into the pond below. The pond drained into many great underwater channels which ran throughout the village and back into the country. It was a serene sight, and a noisy one - the sound of water overwhelmed all others.
He went down the stonework stairs that led to the pond. It was still very early in the morning, and it would be some time before anyone came to the park. His eyes looked over the water that so very plentiful around him.
Water
It was the essence of what life was comprised around. A man could not last long in the desert without the precious liquid, a city could not remain if it could not provide for it's people, a farmer would be ruined if his crops could not grow. Water was intrinsically linked with everything around them, it connected everything. It was a source of creation, as well as destruction. Water was also key to the technique he wished to learn, key to what he'd be doing over the next few days.
Hideo reached the end of the stairway and made his way over to the water of the pond. He knelt by the embankment, and his eyes fell to the source of it all. The mighty "Cascading Waterfall" of the village. One of the most sizable engines of water movement in the village, and in the country for that matter. He remained still there for a long time. He contemplated the waterfall, contemplated the pond, contemplated what water really was, and what he really was. There was something profoundly poetic about water in Hideo's eyes.
Rising from the ground, he inhaled a deep breath of air. The moist, cool air. The another, and finally another. Whilst he breathed, he set aside his pack from his belt, placing it carefully on the embankment. Outstretching his arms to his sides he tapped into his deeper self, and the energy that abounded in himself.
He felt his body surge with a sudden refreshing vitality, his chakra moving throughout and around his body. Hideo felt entirely serene when in the throes of the mysterious force, it was the only time he really ever felt truly content with himself and his surroundings. His chakra focused at his feet, this technique had been taught to him years ago at the academy.
He walked forward out onto the water. The liquid stirred at his presence, but his steps fell evenly on it's surface. Hideo had always felt this was a surreal experience in practice. His teachers had commented that he had an apt degree of chakra control, but Hideo felt they just said that to placate his lack of ability.
Walking out over the pond he eventually came into the center. The air was filled with cool droplets of water. He stood still on the water for a long time. His eyes locked on the waterfall. Then, after this long silence... Hideo moved.
His hands came together and the fingers fell into the handseals with practiced precision.

"Go!" Hideo said softly, as he felt his chakra surge around him. His mind was set on what he willed it to be, what he wished it to be.
The water stirred at the influence of his chakra, swirling with an almost arcane influence...
And then it stopped. Hideo lost focus, and it all happened very quickly.
He felt his feet give out below him, and soon he was beneath the water. It took him a moment to regain the situation, but soon he was above the water and swimming strongly to the embankment. Upon reaching the earth he crawled out, spitting out the water he had swallowed in his quick departure from the pond.
"Damn it." He muttered under his breath. But he knew this wouldn't be easy, and he expected initial failure, especially since he was "he." Pulling himself up, he inhaled a deep breath. He was soaked to the skin, but that didn't matter.
If he was to command water, he would have to embrace it. Channeling into his reserves of chakra, he strode out onto the water again.

If the user is "S" Class they are capable of performing sixty four clones at once. If the user is to be considered a non NinJutsu specialist the number is reduced by two for every class level that the user becomes, and if the user is a NinJutsu Master the number increases by two for every class level they become.
