Those with weak minds and weak wills are the quickest to fall into corruption. Those that love power, and are afraid to lose it, will do anything within their means to retain it. Leaders have fallen far to increase their power. But it seems there is a trend: only those who have feeble minds fall to corruption. It is like a virus that feeds on a weak immune system. And much like a virus, corruption is contagious. It only takes a single catalyst for it to grow; to spread. It spreads like wildfire until the only way you can gain power is to be corrupt yourself. In such places men find no comfort in their leaders, only fear. And, like an infection, fear feeds corruption, and soon the people become corrupt until there is no moral man that lives.
It began when a young man came into power. His father, the great Daimyo of Hi no Kuni, fell ill and soon encountered an untimely death. He left the power he possessed to his son: a boy no older than eighteen. The boy was stricken at his father's death. His father had nurtured a great nation, and much was expected of his heir. Fear of disappointment and disapproval began to fester in the dark corners of the Daimyo's mind. This soon manifested itself in social awkwardness and lack of esteem. It became apparent to his advisers, who quickly took over for the young Daimyo. While the young man hid in his room, wise men ran the nation and all was well.
But evil always lurks in the hearts of the feeble, and evil always hungers for power. A powerful shinobi learned of the feebleness of the great Daimyo, and hatched a scheme. He would befriend this esteemed, lackluster leader, and lead the nation through a puppet. The hunger for the shinobi's power was strong, and the corruption within him was great. The Daimyo held an audience for the shinobi, who had asked for one, and soon fell victim to a silver tongue. Bleak promises of power and wealth whispered into the Daimyo's ear twisted his mind and his reason. Wild fantasies of taking his nation back from the advisers and leading it to glory were recited to him. The Daimyo realized the power this shinobi could bring, and quickly brought him in.
Under the Daimyo's rule, he expelled all past advisers. When they hesitated, they were condemned to death. They were hung in the streets of Tanzaku-gai, as a warning to all people: do not hesitate when the great Daimyo orders. Word of this atrocity spread, quickly reaching the ears of the Kages. The black roots of corruption had found themselves in Hi no Kuni, and if not stopped, the infection would spread. In Tanzaku-gai, things began to deteriorate. Martial law had been established, and the Daimyo forced a draft. All men age 12 and up would be subject to enlist. Any hesitation ended with a public hanging.
The atrocities must be stopped. The young Daimyo has been corrupted with grand delusions of great power, whispered to him by strong shinobi. The town's treasury had been drained to hire ninja mercenaries to enforce his rule. Whether he plans for war nobody really knows. They only know that he must be stopped before such a thing can happen.
Whether you fight an army or try a stab in the dark, the decision is up to you. The only objective is that the Daimyo must be stopped by any means necessary. The price on his head is the same alive and dead: but does killing him make you any better than he?
The ninja that accept this mission will meet in Otafuku Gai, a small town in Hi no Kuni to discuss plans. Then they will march to Tanzaku-gai to confront the Daimyo.
