Just Lovely Chat Between The Otokage and The Raikage. [PRV]

The Otokage was a small woman around six inches shorter then the Raikage. She had bright pink hair and was quite beautiful. In his younger days, when he had much less responsibility, there was no doubt that he would have made a pass at her. Even if she was the Otokage. The village leader quickly wiped the thought from his mind and simply smiled softly at the the powerful woman. He scolded himself silently for thinking about such trivial matters during such dark times. Ah how the times of peace seem so long ago...

The Raikage wore his long white cloak with it's furry hood draped down behind his head and neck. His Raikage hat was hung even lower on his back by a small yellow rope tied around his neck. Under his cloak was a long white sleeveless jacket buttoned in two rows down his chest. Underneath that was his trusty old black ANBU armor.

His face was pale and smooth with no facial hair once so ever. His smile hardly masked the fact that he had not been getting enough sleep. His long white hair hung to the right of his face thanks to the large horns protruding off his black iron headband. His black face-mask sat around his neck somewhat folded-up leaving his handsome young face open to be seen by anyone.

"I cannot express how much I appreciate you making the journey all the way out here to visit us here in Kumogakure. We are honored to have you as a guest. Please tell me, how was your trip?"

Ahh yes. Everyone always seems to figure out that they were of the Twin-Fusion bloodline. The Raikage wondered why he even tried hiding it anymore. It was alright though. More than once had it surprised an enemy and saved him and his brother's lives. He was more bothered by how bothered she was about having to stay at the Admin building for a night. For a woman so dressed down, she was quite high maintenance. Women were impossible to figure out, so he wasn't about to try now. He looked at her apologetically and began to nod up and down obviously slightly bothered.

"Yes yes I am of the Twin-Fusion. I suppose we should get it out of the way now, as it does tend to make some people uncomfortable. You seem to be knowledgeable about my Kekkei Genkai so I am not going to go into details. However, as I'm sure you are aware., I have a twin brother whom I share a body with. He hears everything and knows everything I know. For the most part. He has taken on a more passive, protective role so you may not get to meet him personally. But if you do we promise to make you aware."

Raikou once again smiled at the Otokage. Her declaration of his and his brother's secret only visibly threw him off slightly. A ninja learns to keep his cool.

"A ninja's secrets are his greatest weapons as I'm sure you know Otokage. But I suppose you are right and we should try our best to share everything if we are to be strong allies... I'm sorry for the rough nights stay. I'll look into including an over night guest house for visiting diplomats. I think that would solve the problem quite nicely."

In his second point he made little effort to show that he truly cared. The Otokage having to spend a couple hours sleeping on a couch were the least of his worries.. He began to walk and take more serious tone. His body tensed up and his fists clenched for a moment before releasing slowly. He was about the bring up the War which always got him riled up.

"We would have requested help if there was anytime. The invasion was nothing short of a blitzkrieg. They completely bypassed our village defenses and were upon us almost in a single moment. We were caught completely off guard and barely rallied our own shinobi to fight the enemy off. Since then I have been requesting that we bring in Sound's support but only recently was I given clearance by our security council to bring you in. The past two Raikage were murdered Mayu. We lost 28 people in the invasion. Our village's kneejerk reaction has been to withdraw into itself. It's been a very difficult time but I am grateful that you are here now. Really.

"Just call me Mayu." She said quickly. It was a knee jerk reaction of her own. The immediate twitch when anyone addressed her by some sort of title. She had listened to him carefully. In a way she found him patronizing but part of her understood the reaction considering the circumstances. "I am sorry for the loss of your people. It seems your gate, among other things, needs an increase in defenses. While I am here I can offer you the services of Draven should you desire. He is capable of laying down powerful and lasting illusions that may aid you."

"We have strong forces within Otogakure, though our numbers are no match for your village. I could offer them for defense, healing, or even offensive attacks should you need them. Our alliance needs to remain strong and we cannot allow your village to suffer should we desire to keep this alliance. Just tell me what you need from us." There were other issues to discuss as well but their alliance would be useless were Kumogakure to fall. It was an unlikely outcome but she was willing to offer her ninja to prevent any chance of that. "I have a medic in mind I can send. She's strange but an expert in the field. She can heal any injuries that would be amassed during conflict and she can work in battle, no waiting until they can get to a hospital."

She fell quiet for a moment before bringing up the other topic she had truly wanted to discuss. "Raikou I have a plan. Our villages have always held an alliance but we are not the main power. For years the Waterbelt alliance has held more strength in allies than our two villages alone can say. I've received intelligence that Amegakure has stepped out of the alliance." She said no more just yet, waiting to see his reactions and thoughts.

After hearing the Otokage's offer of support, the Raikage replied.

"Thank you Mayu. I appreciate it. Using your ninja Draven's techniques at the Gate would be very beneficial. During the last invasion, I myself fought at the Gate along with some comrades. Genjutsu would have been very helpful at the time. More than anything I'd just like your support on any large scale operations against the Gale Empire. We are now moving on the offensive and could use additional skilled ninja. I plan on completely crushing them."

Soon the Otokage moved on to more political matters among the ninja nations themselves. It seemed Amegakure was leaving the Waterbelt Alliance, one of the strongest if not the strongest group of nations. If they could manage to align themselves with Rain it would be a substantial boost to both Cloud and Sound's political power on the continent. But it could also mean getting dragged into more conflicts. Given the geographic location of Thunder, Kumogakure managed to stay out of most conflicts with the other ninja nations. With the War with Gale, another conflict was the last thing Cloud needed...

"Interesting Mayu. I am admittedly somewhat new to the political scene, however I know enough to know that the Waterbelt Alliance has been a powerhouse for some time now. If what you say it true, it would mean a considerable weakening of their power, as well an opportunity for us to gain a new powerful ally... What exactly is your plan?"

"...with you and I as the foundation."

Raikou wasn't opposed to the idea. Especially since Oto and Kumo would in fact be the foundation of the Alliance. And it would increase their political sway on the continent considerably. It was just a matter of tradition verse progression. For many many years Kumo's main ally has just been Sound. To bring in two new nations into Kumo's world was radical. But at the end of the day, the Raikage owed the Otokage. If she wanted to attempt to make such an alliance, giving her Kumo's full support was the least he could do.

"Your plan has my full support Mayu. It's the least Kumogakure could do for our long time friends. Especially since you have been so kind to us during this time of struggle. My hands are currently tied as far as helping create the alliance however. My village needs me and I cannot spare anyone for diplomatic reasons. But once the alliance is ready to be finalized I will do whatever you ask. Other than that, it's in your hands."

"Sounds Perfect. Once again thank you for everything Mayu."

The Raikage bowed his head to the Otokage. He truly respected her. She was a wise leader and a fine example to look up to. He was very lucky to have inherited such an ally. Hopefully everything would go well with the new alliance. And he hoped equally that Sound and Cloud together would be enough to crush Gale completely. After that he would make it his mission to pay back Mayu's kindness.

He smiled warmly at Mayu as they waited for her ninja to arrive.

[Draven]

Draven would enter. He would have his normal attire on. His gauntlets on his forearms, greaves on his shins, and heavy shield strapped to his back. Loos jeans, tight long sleeve shirt, cloak, robe styled trench coat, all to the tune of the night sky in color. His trench coat would have six soldier pills in it, along with the cloak which had three. Within the cloak as it is underneath his trench coat where four chaff grenades. More equipment could be found around his belt within a buttback. A lock picking set with 5 different types of lock picks, three type E gas filters, two maps, one regional the other wordly, a Disruptor and a compass.

Draven would stand next to Mayu and pull down a sword that was slung around his shoulder. The sword or rather the katana was sheathed in a white sheath with ornate silver designed metal accents. He would hold it up horizontally, gripping on hand at the center of the sheath and the other on the handle of the blade. It was a gift to the Riakage, "In hopes that the Alliance will be as strong as this blade."

The sheath would be pulled and the blade would start to emerge. This wasn't meant as a threatening act, and in fact Draven only opened it so perhaps 2 inches of the blade could be seen. "There are some real effects to anyone who sees the blade. Some qualities that I had crafted into it for which a leader such as yourself might find useful." He would address the Riakage. He would continue the explanation, "Its name sake is Uth’Orum Grahbraka a Necril translation for Breaker of Storms. I thought it would be a fitting, as Cloud and Sound breath life back into this alliance." He would say referencing to the sound of thunder and its relationship with storm clouds.

Breaker of Storms “Uth’Orum Grahbraka”

Description:
Forged during a time of both war and diplomacy within the village of Kumogakure. The blacksmith known as Draven no Shinda, also known as Dead Eyes within the Otogakure village, named the blade "Uth'Orum Grahbraka" a Necril translation of Breaker of Storms. It has a 5 foot blade shined to a superior quality. A design of a melding with clouds and what looks like the sound of thunder is etched into a beautiful motif on the flat of the blade. The Rain Guard has the name of the weapon on it, in its Necril translation, and on the bottom of the pummel underneath the handle the makers mark of a "D" is scribed with raised etching. The sheath is just as beautiful as the weapon itself. With a clean white look and silver accents the blade can rest inside so that the effects of Awe, and Calm can be hidden. When an audience looks upon the blade, they would be indeed stricken with a Calm (Save of 35) and Awe (save of 20) feeling.

The representation of the blade was one of alliance. It is suppose to represent the conjunction of Sound, and Cloud as a single allying force. The design is a personification of this ideal, which the craftier had dutifully applied to the blade. The effects that had been crafted into the blade was meant for a leader, such as a Kage, to use and hold up above a crowd. The effects that would then demand a deafening attention to the person that holds it. Though, looking past these effects, its metal was created from an alloy that would harden the blade above that of your average sword, and the blade was designed to cut through flesh and bone like butter, should the need arrive.

Raikou watched as the ominous man made his way towards Mayu and himself. He wondered about Mayu's personal body guard and what sort of skills he possessed. To be able to create lasting Genjutsu on the gates was quite impressive. And no doubt he had many other abilities in his arsenal to be worthy of guarding the Otokage.

He stood next to Mayu and pulled a beautiful white and silver sheathed katana off of his shoulder.

"In hopes that the Alliance will be as strong as this blade... There are some real effects to anyone who sees the blade. Some qualities that I had crafted into it for which a leader such as yourself might find useful. Its name sake is Uth’Orum Grahbraka a Necril translation for Breaker of Storms. I thought it would be a fitting, as Cloud and Sound breath life back into this alliance," said Draven.

The blade had a quality to it unlike any sword he had ever seen. It was truly a work of a master craftsmen. [symbol of your reign, and our alliance," said the Otokage.
Raikou carefully took the blade from Draven. He unsheathed it just a couple of inches to get a better look at the blades edge himself. He smiled then widely and sheathed the sword. It was an amazing gift. The Raikage bowed once again and then quickly fasted the blade to his side.

"This blade shall never leave my side, serving as a constant symbol of our village's close relationship. Thank you very much Draven."

"If you need nothing else from us I will journey to Amegakure. We will make a stop to send the medic to your aid. Perhaps you could accompany us to the gate so Draven may take a look at defenses with you?" said the Otokage.

The Raikage nodded and began to lead his guest back towards the village gates.
