When training such a jutsu, in order to actually see if he's got the hang of it, it would be easier to try it first on an animal he knows most about and then go from there. It was somewhat like shapeshifting, but an illusionary sort. Sure, he wouldn't be much like an animal tamer, but he'd be able to asimilate himself with them for a short while which would be pretty beneficial at some occasions.
First thing's first: Decide on an animal to disguise himself as. It wasn't too much of a task, since Tora grew up reading plenty. This has given him some knowledge of the wilderness, and sometimes he would encounter those animals he read about and actually try to see if the knowledge he gained was true, which was a pretty nice test to question the books and see wether those were correct.
Deciding on an animal, Tora knew that the simplest animal to actually imitate, that would be a size smaller was a house dog. Sure, those were common, there were plenty breeds, and yet, they all had pretty much the same type of behaviour. Some dogs were different than others in means of roughness or kindness, but all had the same instinc. So, a general dog would be nice rather than a pure breed.
After that, Tora decided to try and mimic the animal he knew least about, never met and just read about it. Tigers were especially close to Tora's heart, being named after one and it was an actual gift from his parents. So, once he'd take on the faceade of a dog, he'd attempt to master the jutsu with the illusion of a tiger.
All that was left was to find a dog to actually test it on and try it. Luckily, dogs were simple creatures that needed to have their needs tended. So, it shouldn't be too difficult to find someone walking their dog.
