For anything better than overview you need to see an Artisan or become one. Weapons of different materials can be bought as long as it doesn't boost the weapon to Masterwork level. Unless Something has changed and I don't know about it. And the Curses with Banesteel is not well defined as far as I understand it treat it as the Genjutsu Bestow Curse just with it being defined once in the description when created and not changing when used like multiple uses of Bestow Curse would allow.

Per your first question you can still use summoning.
As for the seal as far as I'm aware there are no restrictions on over and above being a medical specialist with restoration rituals. Thus, you would go to one of the named scroll shops and attempt to find it like you would any other ritual.

At least historically, it had to be 3 different masteries.
Its literally never had to be 3 different masteries. That was just the easiest way for most people because they lost the least effectiveness overall.
As for twins with wire, I believe yes. Starnaess wanted to do that, but im not sure if he actually got around to it. Be warned, you may be unable to fuse afterwards.

Keep in mind, you need to take Beast Master (soon Monster Trainier) to take an animal above uncommon rarity. Inuzuka (currently) counts as a Beast Master slot for canines only, but a normal Beast Master can have any kind of Animal.
In regards to the above question, with the update to beast master it says one may start with a base creature of common variety; does that increase with class level? As in, can higher ranked characters start with animals of a high rarity, like uncommon or rare?
In regards to TP transfers, are we allowed to transfer points to an animal companion?
