The Issue: would the creation of a chakra scalpel (sword) in hand be sufficient to use busosen techniques with, i.e as a substitute for unsheathing a blade? providing all the motions of the busosen technique were otherwise the same of course.

No, it requires a sheath to be used. Even the master tech that lets you use unorthodox weapons, still require that those weapons need a way of being sheathed.
