The Hokage Tower's Roof

The Hokage Tower is where Haru likes to train, it is only accessible from the balcony outside the Hokage Office. No one is to post here unless they are specifically invited by the Hokage.
Haru walked up onto the roof of the Hokage building from his office to begin training. If he was going be to Hokage be had better learn some new techniques, to make himself a better Hokage. “The best part about being Hokage is you have hundreds of training partners in the ANBU. For my next training I’m going to need maybe five ANBU.” Haru thought, stretching out his arms as he walked to the middle of the roof.
“I need five ANBU to help with training please. I also need a few jutsu scrolls to train from.” Haru said out loud, knowing there were at last twenty ANBU within hearing distance, but invisible. Five ANBU appeared in front of the young Hokage. All of them wore Bear Masks ad on of them had a small scroll in his right hand.
“Now then, what technique is this?” Haru inquired of the ANBU with the scroll.
“This is a favorite technique of mine sir, it may come in handy in a tight spot when you are left with little or no chakra during a battle.” The ANBU explained slowly.
“Thank you sir, I’ll see what I can do.” Haru said, walking up to the ANBU and taking the scroll from his outstretched hand.
Haru walked away and opened up the scroll. He read the contents. “Chakra Absorption that sounds fun. I’ll try it out.” Haru thought to himself.
Haru walked away from the ANBU and then turned around. When he had finished reading the scroll he rolled it back up and tossed it to the ANBU whom it belonged to.
Haru stood with his hands at his sides and his feet shoulder-length apart. He brought his hands up to his chest and closed his eyes. He started slow breathing exercises to get his chakra flow up to make it easier to perform the technique. In his mind he imagined his chakra as a great light that lit up his entire body. But there were some parts of his body devoid of this blue light. Haru concentrated to work on getting this blue light to every part of his body. As more Of his body was filled with this metaphorical representation of his chakra Haru felt better, like this training was going to be easy and he was going to learn this technique in no time. After a minute of standing with his eyes closed, Haru opened them. The ANBU where still standing at attention. Haru addressed the one who had given him the scroll.
“You sir, how did you first learn this technique? What steps did you take to learn it?” Haru asked him, stretching out his arms again, this time winding them around and around. First the left then the rights arm. Haru waited for the ANBU to respond.
“The first step I took was to gather up enough chakra for the jutsu and send it down your arms. Do that a few times. After that try to make the vacuum affect with the chakra in you hands. That part can be quite challenging.”
Haru nodded, listening to the explanation closely. “Okay then, it doesn’t sound too hard.”
Haru brought his hands up to his chest and put them out flat with his thumb underneath his fingers. He started to gather up chakra his chest. “I wonder how much chakra I’ll need to complete the jutsu. I should try it out a few times with different levels to make sure.”
Haru closed his eyes and concentrated on gathering and keeping all of the chakra in his chest. He imagined it as a great moving ball of gas that he had to keep together. Haru gathered up what he thought was the right amount of chakra for the jutsu and he split it in two. “Okay then, now to push it down my arms.”
Haru had done this many times before with many other jutsu, the chakra flowed down his arms to his hands. Haru let it stay for a moment before releasing it back into his body. “I’m not ready to try it just yet.” Haru thought.
Chakura Kyuin Jutsu (Chakra Absorption Technique)

Effect: The user is capable of draining a small piece of the opponent's chakra by pushing their arm off, making sure that they are close to the opponent.
Special: ---
Drawback: The user must have some sort of ground, or must be within close range of the opponent. What this means is that they must be at least couple of feet from the opponent in a maximum range, or they must have hold of something that is pure chakra such as chakra strings.
Description: The user focuses their own chakra within their body and pushes it towards their very hands. As the user does so they create a somewhat "vacuum" like effect within their own chakra along the palm of their hands. What this occurs is when the user grows close to the opponent and does a punching like motion the opponent will feel a small amount of chakra escape from their very own body and be used towards the user's own special like force.
