Description: Far from the gates of Kirigakure, on the eastern coast of Mizu no Kuni is the small town of Hamaguri. It is a port town located on one of the smaller islands that make up Mizu no Kuni; this particular town acts as a hub for much trade between the islands and is of great value to the feudal lords of the area. Recently, there has been some unrest among the people there; they believe that the feudal lords are only acting on what is of best interest to them and not the people of the village. To further the confusion of the people, a man has shown up in the village and is inciting the people to rebel against the feudal lords and take over the ports for themselves. Ninja who have been sent out to gather information on the situation have informed us that the man leading them is in fact a ninja who went missing from Kirigakure several years ago and he is quite strong. It has been requested that an ANBU be sent to the village to put down this rebellion and kill the former Kiri Shinobi who is leading them, but do not harm the villagers.
Objective: Head to Hamaguri village and suppress the rebellion. Kill the ninja who is leading them but try your best to bring no harm to the other villagers. You will not fail this mission if any villagers die but the money from the mission will be severely deducted.
Reward: 5,000 Ryo If the villagers are unharmed; 1,500 Ryo If any villagers are killed.

It was mid-evening by the time that Toshi was finally prepared to set out for his mission to Hamaguri village on the east coast. The setting sun cast it’s radiance upon the area, the ever present mist added to the serenity of the land. It was hard to imagine that he was off to go put down such a violent occurrence taking place in such a peaceful setting, but that is just the world that he and everyone else lived in; a world where such violent events are common place, where the weak live their lives in fear of the strong and the strong use their strength for nothing but their own greed.
Toshi walked off into the forest to the east of the capital city he had just left, he was headed for a small port town on the coast where he would find a boat to take him across the waters to Hamaguri. As he walked through the trees, the area grew increasingly dark with the sun that continued to set below the horizon, and his mind wandered off. The last times he had gone on missions, he had something to do while he travelled; talking with Ziro or tracking the runaway ninja, but now he had nothing to do except think, something he rarely had time to do.
As soon as he had seen this mission up on the board he knew that he had to take it, it wasn’t a very hidden fact that Toshi despised anyone who would dare betray those that trusted them; and with the one leading this rebellion being someone who ran from Kirigakure, it made it all that much more of a personal vendetta that he held against the target.
By the time that Toshi arrived at the town he was getting for it had already gotten dark, he headed straight through the town for the docks where he found the boat master sitting outside his house smoking a long pipe. Toshi casually approached the relaxed man; he was in need of a boat so there was no need to be hostile toward the man who seemed to be enjoying himself.
”Hello there sir, I am in need of a boat to take me across to Hamaguri.”
The boat master had looked up at him as soon as he started talking with a peaceful smile, but the moment that Toshi mentioned Hamaguri his expression changed to one of much dismay. ”No way buddy, I ‘aint not going anywhere near that town, and take my word for it when I say you won’t find no one here who will…” Toshi scratched his chin at this new development, he did not want to get hostile with a man who was not involved in the Shinobi world, especially a member of Mizu no Kuni.
”Ok, what if you just lend me a boat and I will go there myself. I am under orders from the Mizukage of Kirigakure, it is a mission that takes me there and I must go no matter what.”
The thought of mentioning that he was an ANBU crossed his mind, but Toshi was not in ANBU clothing and his face was exposed so he would rather not give away his identity if it was not necessary, besides he was sure that this much would be enough info to get him what he wanted anyway. A few seconds past while the boat man thought about the idea before he finally nodded, ”Fine, but don’t say I didn’t warn ya’. Take that one over there, it’s old so if I never see it again it really won’t matter all too much.” the man leaned over in his chair and pointed over to a small boat at the end of the dock.
Toshi briefly thanked the man and continued on down the dock before jumping into the boat. It was a small motor boat, had to be at least a decade old. It started with no problems and he moved off across the glassy surface of the water; as much as he hated being on boats, the mission at hand took over his mind more so than his silly fear of the water. After about an hour of travelling, he reached the docks to Hamaguri around midnight, there were lights on in a few houses. Toshi tied up the boat at the dock and jumped out before heading up the wooden planks and into the street where he would look around, trying to figure out where he should start.
