So about an hour ago or so I was thinking back when adero and I used to catch TP cheaters left and right. I remembered the time we caught Haru who had gotten away with it for so long. Feeling bit nostalgic, I wondered if I could find another. What does that have to do with this complaint? Well Mr. Itaru here (who has been caught TP cheating once if not multiple times before) hasn't really learned from his past. Anyways, on to the part you all are waiting for.Solution:

Raisu's anger was becoming something so unbearable even for him to endure. He wanted to just punch these flames that slowly took the form of a dragon right in the damn face. 'You aren't going to win...' Raisu grunted. Slowly, he summoned chakra into his knees and they began to straighten out. His arms were rising higher into the air. It was like the gravity in the atmosphere was bearing down on him a hundred times what it normally was.
'Yeah, you think I'm gonna give up.' He snickered, thinking he had finally overcame the NinJutsu. Before he knew it, Raisu's feet left the ground and he was beginning to hover over the foundation beneath him. This was a shock, mostly considering the weight on his shoulders was also lifting from the intense pressure. Raisu's body spun around in an entire circle, and soon he found himself upon the head of a flaming dragon.
He was merely five feet off the ground or so, and the technique quickly disappeared from under him. He dropped into the grass with a loud 'thud' sound, which knocked the air out of him. Now coughing and trying to take in the oxygen, Raisu got onto his knees. His palm pressed lightly against his chest, but over the struggle for breath he was able to smile. He felt he was just moments away from mastering the technique.
Although he had to admit, it wasn't at all easy. It required a lot of chakra, but Raisu could still say he had a lot more to give. After taking a few minutes to catch his breath, Raisu pushed himself onto his feet and took a few large inhales of the air. His chest was still hurting a little bit, but he could still train. It would commence with the hand signs, naturally. Tiger; Dragon; Horse; Ram. However long this technique took to master, it didn't matter to him.
He wasn't going to let them get to him; he had training to do. Ram. This hand sign sustained upon his hands and fingers. A strong gust of wind hit him with immense pressure, almost pushing him onto his face. He quickly placed his right foot in front of him to keep himself from falling, and he regained his composure. He planted his feet firmly into the ground as he did before. After doing this, he allowed his chakra to run out of his body once again. The winds picked up. The current they were going was slow at first. After about a minute of letting the winds calmly advance, Raisu permitted one powerful burst of chakra.
It caused him fall onto one knee from the strain. Even so, he kept the Ram seal and continued the technique. Panting wildly, Raisu closed his eyes to better his concentration. 'Calm down...' he told himself. He felt as though he was going to black out within minutes, but he fought himself to not do such a thing. He needed to just relax and take his time at this technique, there was no rush he reminded himself.

Exhaustion wouldn't diminish even if Ziro was eased in mind. His shoulders moved up and down like nothing before. He was so out of breath, it was like he couldn't take in air again like before.
How clever! You changed the first and last line of every paragraph to throw off any graders, as well as changing some words around. I underlined a few parts, but if you read both quotes you will find that the entire post was pretty much stolen. If you click the given links you will also find that he trained the entire B-rank technique that way. Was it possible he copied other techniques? You bet. In fact, his very next technique was copied from the very same person - so no additional links will be needed.

This made Raisu content, since he felt he didn't have any time to waste.
With the extra hand assisting the flames, it became a sphere in his right palm, almost a perfect sphere. Bright and amazing this sphere was to Raisu's eyes, but there was no to come. This sphere before him had to rotate. He needed to make sure to rotate in the correct direction this time. It needed to be away from him, and once he understood the spin of the sphere of flames, he would practice to make it more precise and understand how to actually make it connect with his opponent.
It would be an amazing feat for him, learning yet another 'B' ranked Jutsu. He would celebrate some other time, he needed to get his sphere to spin. As you may have noticed, Itaru has TP cheated quite a bit. He's an A-rank shinobi so that means he loses 75% of his training points. Harsh? Far from it. He should receive a punishment no less, if not more, than what Haru was given when he was caught cheating.
Why? Think about it, this kid copies more techniques then Kakashi does. He has been CAUGHT cheating before, back when Asko used to be a mod. That was a long time ago, and he clearly hasn't learned his lesson. I highly doubt he's earned over 1,000 of the 4.700 TP he has, and if you take away 75% of his points then he'll end up with well over a 1,000. Thats more than most of the honest members have trained. Also look at the date of those posts - its over six months ago. Keep in mind that I only checked a few posts, I'm sure if you look back you'll find far more stolen training. Throw in a time skip and a couple of stolen A-ranks and he's probably gained quite a bit between now and then. Deducting just 75% of training points is not a proper punishment. Hell, I could make a new account right now and TP cheat my way to 6,000 TP, get caught, and still end up B-rank afterwards.
This should serve as a reminder to all the other cheaters out there, because It's quite unlikely that there isn't just one. Think of this as the head on pikes in Sand, making a message. If you cheat you will be caught and punished.
