Effect: Creates a Black like Dragon out of ice to attack towards the opponent.

Description: Kokuryuu Boufuusetsu is a Ninjutsu technique utilizing the Ice Element. After forming the needed hand seals, the user will thrust their arm to send out a black ether-like dragon to strike the opponent. As it flies through the air it will begin to turn, when it hits the target it will use its motion to launch the opponent high into the air.
Limit: Must have the Ice Release
Riku stood at the borders of Amegakure. It was raining, as usual. Then again, it would be weird if the village wasn't raining, being that it was the Village Hidden in the Rain. It was cold out, cold enough where Riku could see his own breath. Perfect. The cold was good for perfecting his Ice Jutsu.
Riku stood below a tree, calming himself and focusing his chakra. Closing his eyes, he began to move his hands in the necessary hand seals. Releasing his Chakra through his arm, he felt the air and rain around himself get colder, though no luck. The Jutsu had failed. It was a tough Jutsu, but this did not deter Riku. Once again, placing his hands in the correct positions, he attempted the Jutsu again. The tempurature dropped, the rain turned to slush for but a moment, though still nothing.
He took a few deep breaths to calm himself further. This technique was going to take alot of work. But, it would pay off if he could learn it. He focused his chakra into his arm and made the hand seals once more. Thrusting his arm forwards, he attempted the jutsu again. The rain close to him turned to sleet and a white, powdery snow emitted from his palm for but a second, disapparating like mist. "You can do this, Riku. Just focus." He said aloud to himself. He repeated the same pattern again: Calm, focus Charka, hand seals, thrust arm forwards, cold, sleet, finishing with the white powdery snow again.
He was slowly making progress, though it wasn't enough. He stopped for a moment and let the rain drip onto his face. The rain always calmed him. It was the perfect time for him to train. He laughed at himself for a second. It was kind of odd attempting Ice Jutsu in a rainy area. Maybe if he had temporarily traveled to the Snow Country, he would have had better luck. He focused hard, thinking about snow and ice, envisioning the Black Dragon Blizzard emitting from his arm and striking the tree 30 feet in front of him.
He attempted it again. Thrusting his arm forwards, he felt the cold around himself. This time was different though. The head of a black dragon sprouted from his hand, opening it's mouth, thrashing its head, and then disappearing. It was much closer. All he needed to do now was project the Dragon ahead of him at his target. The Jutsu wouldn't be much help if it never left his hand.
He focused on the image of the Dragon once more. The images seemed to help with the process of the Jutsu. Once again eyes closed, hand seals, and then the Dragon's head sprouted again, moving about a foot away from his hand before disappearing again. He was slowly reaching his goal. He smiled a little at himself as the Dragon's head disappeared. It was a magnificent site. Him being so close to mastering such an unbelievable Jutsu. He gave it one final go. He breathed deep and thrust his arm forwards as the Dragon's head sprouted again, moving towards it's target of the tree 30 feet away. Would it make it? Or would it fail and disappear shortly?
