Confidence was something that Asato had never lacked, even from his time as Genin. However, as time persisted certain things waned this infallible confidence. He was not exactly as not confident in himself was he was in his own leadership abilities and his ninja's abilities. The village of Snow wasn't exactly the biggest village on the block, and even with the multitude of precautions taken to ensure they were never attacked, that they'd never lose, there was always that slight possibility that it would indeed happen. How would he satiate this lack of confidence? How would it get it's fill and he reclaim his title as being truly and unendingly confident? The answer seemed to lie in his pocket, deep pockets indeed, filled with small coins of gold. Yes, Ryo would help him overcome his own slight wavering of personality and sudden insecurity.
It was a simple theory, devised out of blue of course, knowing only about such tactics for tricking the mind from the merchants of Yukigakure. To them, money ruled the world, and everything could be solved with money. Could his problem to be solved this way? Looking at it objectively, there was much probable cause for money solving his problem. Even the lowest level of ninja equip with the right gear can become a powerhouse, that being the reason for the development of things like explosive pouches and exploding tags. Simply put, with enough ryo the weakest ninja could become useful with the right amount of ryo put forth for their own efforts. But where would they get this Ryo from? Asato would outfit them of course, using the vast funds located in his treasury to lift them from obscurity. Simple enough.
This same thinking process could be applied to the whole village as a whole. So what if they were attacked, and so what if they sustained damage. Ninja were doing missions everyday, they were in the end putting a great deal of their effort back into the village itself. For every one mission twenty-five percent of it went back into the treasury. That meant that if just four ninja did missions worth at least one thousand ryo, the treasury would receive one thousand ryo itself. A thousand ryo could pay for a lot of workers salary these days, or rather, if anything, could pay for a section of wall most likely. That's right, he thought, he did indeed pay for the salary of everyone who was employed about the village. In fact, he controlled the very flow of money into and out of the village himself. He could just as easily deny a ninja a mission as he could use the money used for the ninja's contacts on other things, like that new couch he wanted in his office. . .
Delving deeper into just how much money was he controlled, it was easy to see that all the money came through him one way or another. Lose a couple of fingers? Oh well. The treasury pays the fee for the ninja to recover and get all stitched up happily. There was truly seemingly nothing that couldn't be solved with just a couple of ryo these days. A section of wall is blown up? There, a hundred ryo, go fix it. Ninja weak? A thousand ryo, hire some helping hands. What ever did he have to be insecure about? He was sitting on a large pile of money, the whole world wanting it, and thusly the whole world at his fingertips. If love for money was the root of all evil, he'd fancy himself pretty evil now.
