Katon: Ame Hinote no Jutsu (Fire Element: Raining Flames)

Skill: NinJutsu
Effect: A Jutsu to where the user is capable of creating a storm of fire.
Special: "Handseals"

Description: The user performs the handseals needed as they take in a great deep breathe within. Holding it for a movement the user exerts out the breathe in a great force as an amount of smoke comes out in the usage of one movement, the number of movements increase depending on the rank type the user is pushing within the technique. When the user first learns the technique as a "C" Rank the user is capable of creating an amount of smoke covering within the distance of ten meters radius. The Smoke is capable of rising high into the air as it stays when the user wishes for the attack to be performed. The smoke itself may be used as a distraction, to make an opponent incapable of seeing for a brief moment to allow the user to perform more stronger attacks if needed. Within the ten meters of radius as the cloud of smoke is high in the air the user is capable of making the smoke rain down fire balls the size of golf balls down towards those that are along the ground. When the user learns a different rank the amount of distance is increased by ten meters. When the user learns the "S" Rank version of this technique performing the technique becomes quite easier as the amount of chakra is reduced by one rank needed in order to perform the technique, as the storm of golf sized fire balls is added with an extra amount of damage of a small explosion like that of a tag.
Limit: Must learn within the Uchiha Clan. Must have Katon no Jutsu (Fire Release Skill), User must have mastered Katon no Jutsu (Fire Release Skill) in order to learn "A", "S"

Hana Ninpou: Hyakka Seisho

Skill: Ninjutsu
Effect: Rains exploding flowers down on the enemy, causing small explosions and thick, black smoke.

Description: To use this technique, the user has to have flowers around them. The user slices flowers into the air, usually with a cutting weapon, and sends them high into the air. The flowers rain down on the opponent with high speed and explode on contact, causing small explosions and together a thick, black cloud of smoke. To maximize the effects of the technique, the user might run a circle around the opponent and cut flowers while they run to surround the opponent with attacks coming from every direction. When Shunshin is used together with this technique, the user is able to create a very dangerous trap.

Aisu Katars [Ice Katars]

Effect: The user sends ice chakra to their hands to create large katars made completely out of ice.
Special: Hold Serpent.
Drawback: Because they are made of ice, they are not as strong as normal ones.
Description: The user holds the serpent seal and sends ice chakra to their hands. Ice will begin to form in the shape of katars around the users hands. The user then releases the seal and waits until the katars are fully made. [This takes about 1 post usually]. The katars stay for 10 hours until they melt.
Limit: Kaishin Bloolimit, "Water Creation" and "Ice Creation"

Same no Gishiki (Ritual of the Shark)
Rank: “C” Rank
Effects: Changes the user’s appearance to give them blue skin, gill-like appendages, and access to the ritual’s techniques.
Special: Preparing the Ritual- First, the user must obtain the body of a full-grown shark. The body must be fresh, not more than 3 days IC old. The type of the shark gained will determine the manner in which the user’s facial and bodily features will change. Then, the user must obtain 50 shark incisors, which cannot come from the shark to be used in the ritual. After that, the user must purchase a large bottle of ink from a shop. The user then pricks their finger and adds their blood to the ink. With that done, the user has completed all the preparations for the ritual and must then find a Same Saishi (Shark Priest) to perform the ritual.
Description: Once all the preparations for the ritual have been completed, the user will be asked to sit down by the Same Saishi. The man will then use the ink that has been prepared for him and draw a circle around the person that is ten meters in diameter. The kanji for the four seasons is written at the quarter marks for each circle, with summer at the top (behind the user), spring to the right, winter at the bottom (in front of the user), and autumn on the left. These directions are symbolic, as it represents a turning away from Fire (Summer) and embracing the Water (Winter). From there, the user’s shark is placed directly in front of where they sit, and the user will place the shark incisors in a circle around him. The user is then asked to meditate for one turn, getting lost into a trance. The Same Saishi then performs the handseals of “Rat, Rabbit, Dog, Monkey, Tiger, Snake, Dragon”. Upon the completion of the Dragon seal, the ink circle around the user will burst forth in radiant blue light, and the user will be thrown into an illusionary world.

In this world, they will enter an ocean battleground, where the opponent will be themselves. The difference will be that the person will be fighting themselves as they will become when the ritual is complete, thus they have the shark-like appearance. This self is capable of using any technique that the user has plus any technique from the Clan’s arsenal. This other self is roleplayed by either Lash or a staff member designated by Head Staff if he is not around. Any deathblows landed by the user will simply cause the Shark Self to regenerate. This fight will continue until the person has gained 90 TP. At that point, the user will fall down, exhausted, and a merging of the two aspects will occur. While this is happening within the mind, outside the body of the person and the shark begin to glow a bright blue. When the merging is over, the user will awaken to find that they have gained the qualities of the shark, which has since disappeared. They have less teeth, but are larger and sharper, much more pointed. Their skin tone takes on a blueish tint, and their body expands to gain more muscle.
Drawback: Once the Ritual is gained, the user cannot use or learn techniques from the Fire Release (Katon no Jutsu), Lightning Release (Raiton no Jutsu), the Wind Release (Fuuton no Jutsu) or the Ice Release (Hyouton no Jutsu). This ritual’s strength is such that it takes up all three of the user’s Ritual capabilities. If the user is gaining the ritual after character creation, then it costs 90 TP no matter what rank the user is. This is an increase of price than a regular “C” Rank and meant to be this way, as it represents the filling up of all three ritual spots. Counts as three of the user's starting techniques if taken at character creation.
Placement Requirements: Must have the Water Release (Suiton no Jutsu). Must complete all the required ritual steps. Must be a member of the Hoshigake Clan.
Cost: The cost of the ritual is free if the user gathers all the materials necessary for the ritual. Specific portions of the ritual must be bought, but the cost of those items is listed above and is not included in this Cost section.

Suiton Soushi (Water Creation)
Rank: “B”,
Skill: Ninjutsu
Effect: With this technique the user is able to create water from oxygen in the air for water techniques. When this water is created they can then manipulate the size and shape of the water, controlling it within their radius.
Special: This jutsu can be used as a source of Suiton jutsu without additional handseals.
Drawback: If the water is made for use outside specific jutsu or to manipulate the size/shape of water in their radius, then this jutsu requires handseals.
Description: By using their chakra a Kaishin member can manipulate the molecules in the air and allow them to take the shape and form of water. In doing so the user is capable of performing techniques that require a water source. The amount of water that can be made, as well as the radius depends on the rank of the jutsu. For D rank the user can create up to four cubic meters of water in a radius of four meters. At C rank eight cubic meters and a radius of eight meters. At B rank seventeen cubic meters of water in a radius of fifteen meters. At A rank thirty two cubic meters of water in a radius of twenty meters. At S rank fifty two cubic meters of water in a radius of thirty meters.
Limit: Must be of the Kaishin Bloodlimit. Must have Water Release.

Aisu Soushi (Ice Creation)
Rank: “D”
Skill: Ninjutsu
Effect: With this technique, the user is able to create ice out of any source of water around them.
Special: This jutsu when combined with Suiton Soushi can be used as a source for Hyouton jutsu without additional handseals.
Drawback: The water source must be within their Radius. When controlling or Creating Hyouton outside of Hyouton jutsu then the user must perform the required handseals.
Description: By using their chakra a Kaishin member can lower the temperature around a body of water at an incredible rate to freeze the water into ice instantly; allowing for ice techniques to be used. In order to go into a rank of this technique a member must first learn the water creation technique of the same rank. If one wishes to train into the C rank Ice Creation they must first learn the C rank Water Creation technique and so on. The radius at which ice can be made depends on the rank of the technique. At D rank four meters radius. C rank eight meters radius. B rank fifteen meters radius. A rank twenty meters radius. S rank thirty meters radius.
Limit: Must have Water Creation Technique rank by rank. ex: D for D, C for C, etc. Must have Ice Release. Must be of the Kaishin Bloodlimit.

1) Well, First off in my opinion, at least tell the Moderator what they are doing wrong, instead of just going in and reporting them. If they are made aware of their irresponsible or Rule Breaking behaviors, they have a chance at stopping what they are doing. Then again, if they decided that they wanted to continue what they were doing, then I would report them, by copying the log and then either PMing someone of authority such as Heero, or post in the Complaints section.

2) First off, Taijutsu masters may only go into two releases, Clans, or Perceptions all together. They choose three releases and two clans as well. They can only pick two out of those. I am saying ONLY two clans, because Kaishin is not a clan, it is a bloodlimit.

And then there is the techniques.
The first one "Katon: Ame Hinote no Jutsu (Fire Element: Raining Flames)". They chose A ranked. For one, the limit for that particular technique is that they must have mastered Katon no Jutsu (Fire Release Skill). As far as I see, they don't have that mastered.

Then:
Hana Ninpou: Hyakka Seisho. The limit for that technique is Hanakora Clan, a clan which they do not have.

And I believe that Suiton Soushi (Water Creation) and Aisu Soushi (Ice Creation) are multi ranked. Even if they did not list all the ranks out, they would have to start with D ranked on all multi-ranked techniques.

For the bloodlimit:
For Kaishin, they would need to have Wind Release, which they do not.

For the Clans:
Kaishin is not a clan in the first place. It is a bloodlimit, as stated above.

The Uchiha Clan, from what I believe is also a bloodlimit. From what I have read, Uchiha's cannot be created right away. To even make it into the Uchiha clan, the character must have completed 5 events or interactive missions. With their previous character they must have training at least 750 TP on it. They also must have Fire release. And then, if they plan on getting sharingan, they need to have Katon - Goukakyuu no Jutsu (Great Fireball Technique) as a starting jutsu.

The Hoshigake Clan, adding onto the Uchiha bloodlimit, if they had the Uchiha bloodlimit, they would be unable to join the Hoshigake clan. Also alongside the Uchihas'; Fire release is NOT compatible with Hoshigake.

Blood limit falls under clan slots...

How about simply they can't choose the A rank because you are only allowed to start with C ranks and below. Also, they would need the fire release.

Can't have 12 techniques.Which they can keep depends on a lot which you have some and not the rest.

They don't have to start out with the lowest rank technique. They just must have it in order to have the next higher one. They could start out with a C ranked version of one as long as they knew the D rank as well.

Kaishin- Yes, they would need the wind release but if they were Kaishin then they wouldn't be able to be Hoshigake to start or Uchiha and they couldn't be a taimaster since they would need 3 release slots and a clan slot and they only have 2 slots that aren't fighting styles. They wouldn't be able to start with Hoshigake because in order to do so they would need all five slots to fill the jutsu needed to start as Hoshigake and as a blood limit character they only get three slots. Also, kaishin already requires you to start with two techniques.

Uchiha- If they wanted to be Uchiha then they couldn't be Kaishin since they can't have two blood limits. You covered the Hoshigake + Uchiha = no no part in the hoshigake section of your post...

Hoshigake- can't be part of Kaishin to start out since the techniques needed to start as Hoshigake take 5 slots and Kaishin already takes 2 slots and as a blood limit character, like a kaishin, one would only get three slots.
