Okay, so in your thread, you mentioned you are not too certain with the movement system, and other battle function on NFRP. For now, I'll specify movements.
Movements: On NFRP, each and every character has a set amount of actions that can be performed per turn, these actions can be anything, such as grabbing a weapon and unsheathing, to actually performing a technique. Naturally, the more movements one has, the 'faster' they are. Now, speed is not a measurable quantity on the site, however, in the fairness of RP, one would certainly allow a Taijutsu master to move far faster than a Ninjutsu master, it's simple logic.
Hand Seals: Going hand in hand with movements, are hand seals, that allow you to channel chakra and use it for techniques. In the Battle Rules Thread, you will find out just how many hand seals and movements your character can perform, and in order to find out how many hand seals you can perform per movement, you'll need to do some simple math.
I am an A-rank tai/nin spec with 10 movements and 40 hand seals per turn. This means that I can perform 4 hand seals per movement [40/10], which is comparatively slow compared to what I could do as a nin master, which would be 6 movements and 78 hand seals, giving me 13 hand seals per movement.
