...The Kazeraikou district of stone village is a lush looking vegetated part of the village which sits in the bowl of a mountain wall across the village from the Kage tower. The district is large and richly decorated with vegetation, and a huge dragon statue can be seen anywhere in the village, and even outside the village, though it is not so large as to outshine the mountainous spire of the kage tower. There is a mountain river that runs water fresh from the moutain top's down into the district through crags and small creeks and elegantly placed waterfalls, making it seem as if masterful masonry was used to orchestrate this design.
Gust of wind casually blow through this district and anyone who has lived here for many years can tell by using their Ryuugan how populated and active any region of the district is. By looking to the wind pattern's which where designed to be directed in certain paths around the village, a Kazeraikou can watch them and figure out from their bedroom window if the district is alive with people, or if it is a lazy day in the town.
Guarding grown men and women walk around the village wearing white garbed Gi's with the village head band on their forehead and a full blade great sword on their backs all of them. Their are artisans who constantly see that vegetation thrives in the district and aside form that one can find that their is a big emphasis of art in everything here. The village has a very natural look and feel to it, as great use of the rock and vegetation makes the district all seem like a lush land where dragons would indeed roost in the mountain lands.
High atop a rocky plateau not far from the risen mountain peak where the great dragon statue sits in its face, the Main household of all the clan council within the stone district reside; watching over the main district below, and even looking to the village and high kage tower out yonder...
The District:
A nice lush area of dense vegetation growing over the building's which are all made of stone, or wood. You can find the home's, shop's, and various vendor's of certain thing's around here. The kazeraikou try to be self sustaining with their own trade and commerce in stone village because they take pride in their work and craft. Also, it is decided that within the hard stone village that the clan has more of a light hearted and illuminating atmosphere when containing most of it's functions within the district.
Their are guards here and their patrolling like a police force, maintaining the peace as every community has it's vagabonds. They mostly harass the youngster's who flock around causing trouble, though they are ready to protect the people in the district should any threat befall them from another villain. They carry huge zanbatou's which are called dragon slayer's, made of the very stone from the mountain's.
Over all the district is simply a place where Kazeraikou can thrive and live without having to face the community of most the other stone ninja. They can live and pursue their own clan qualities, and live amongst their own kinda without being impeded or depressed by the rest of the villages people. Being that Kazeraikou are well disciplined, and highly intelligent possessing a natural love for beuty and perfection. The creation of this district was built during a period of civil unrest and social disorder in the village, and so it was originally designed in a manner that would seperate the Kazeraikou from the lesser indignitants.
POI:
-Art Emporium
The artisan part of the district is a street where many of the greatest artist of all kind's gather to sell their hard works of innovative design. Anything considered art *Ahem, wtf is that...?* can be found here! It's a often busy street where the upturned noses of the rich come to see what nice designs might grace their house...or lawn...or body. There is a sort of constant festival taking place here as the merriment of entertainment helps to sell art! You can even try the delicacies of those who call themselves culinary artist as well! But be warned...food is expensive as heck over here because sadly art as a career still needs to pay the bills.

The Dojo: GM'D By Dub at all times. To come into the Dojo you must state in "[Entering Dojo ]". If you enter and attempt to go to the Dojo in any manner and you are NOT Kazeraikou you will suffer strong opposition as GM'd by DUB. This can include the Npc guards or perhaps even council members.
Along the mountain ridge is a path that travels up behind the dragon carved mountain face. There hidden behind it, is a building set at the end of a very high mountain cliff which leads literally down into an empty abyss. A lot of time and art was put into the masonry of this training area, and it is not simply a place where one trains but a place where every Kazeraikou can go to become closer to the heaven's and ascend into the celestial prowess of taming the storm.
There is an outside area where weapons and such can be trained as well as an indoor area within the huge 4 story tall building where people can spar, meditate, practice agility training, strength training, even a library that contains a very VERY well guarded and sanctified library where the clan scrolls of technique can be divined. There are also other scrolls such as suiton, fuuton, and Raiton scrolls here because those releases come naturally to the clan. Thing's like one handed sealing and such as well, as are also weapon manuscripts that train some weapon techniques, since there are clan techniques involving the use of weapons.
The idea is that anything to a Kazeraikous affinity can be learned here away from the rest of the village in secret. There is an agreement and trust between the Tsuchikage that none of the clan info or even the invasion of this building or even the approach towards it will be made by any other then Kazeraikou, and even then there are checkpoints that make sure no trickery or invading outsider's may even come close to traversing the long path to the dojo. this ensures the clan's confidentially with their secrets in the stone village, and no rear entrance can be made because the facility site on a penninsula cliff with an abyssal drop and no visible mountain range for a distance of about fifty miles yonder and about 1 mile below. Anyone flying will be spotted by the numerous guards here, and anyone somehow scaling the cliff will also be detected by the many guards trained to detect anyone approaching.
This facility is about the most sacred and protected area within the district as it is the most potentially strategically crippling point of interest in the district.
[The Bhuuda statue is of a big storm dragon. That big house to the right would be the main manor where Daichi lives with his family, and all of the head Kazeraikou council.
The Main manor:
The main manor house hold is a place that sits on a high rock plate with a creeping rock formation covered in vegetation that leads down to the district below. In the rock formation is a winding twisting stone staircase that lead's up about half a mile from the village to the plateau which looks out over the district and from there one can see that the district actually sits in like a valley at the base of the bordering mountain wall around. The village sort of goes down into the village from the district to the gates and then into the stone village. And to trace this view in reverse you will find that the district gradually leads up to the mountain wall yonder where the huge dragon statue is carved into the face of the grandest mountain peak in the village. Behind that mountain leads to the dojo.
On this plateau however sits a huge three story manor. The manor has marble pebble garden with seemingly small ripples ponds that have beautiful fish within. It is strangely quiet here save for the wind and ambiance of the district below. Inside the manor it is extravagantly decorated with marble floors and walls, as well as mural ceilings, and ornamental paintings of dragons on the walls. In the main entrance room, upon first entering one will see a huge plaque at the top of the wall from the stair case which leads straight ahead, so that all who enter first see a huge delicately painted image of the manor in Kumogakure. The first floor contains dining rooms, living rooms, and kitchens as well as a back patio on which people can stand and look out into the district below.
On the second floor are the living rooms for all the council member's in stone, as well as room's which contain the pigeon's that can relay messages that need to be conveyed quickly. On the third floor is simply a huge empty lounge where carpets and a center tea table and pillows for sitting are arranged so that political conferences can be held and other important meetings with clan outsides...like the kage or other Kazeraikou from different districts. It is a conference room basically.
Prison
Should you be arrested for breaking the law around here, you will be apprehended and taken to a holding prison where you will be judged according to the council member's and then sentenced. This is still the village of stone however, so the judgements if your non Kazeraikou are either: Exile from the district for a time decided by the council upon the transgression, or to be held until anbu bear can come and escort you to a village prison to be sentenced by the Kage and his own judges. If you are a Kazeraikou you can be exiled from the district, or be sent to the main district in cloud to receive high judgment form the main branch, or detained for a certain amount of time, or even executed if the offense is serious enough( though this applies only to B rank characters and above).
You can even be exiled from the village completely as a Kazeraikou, which is a judgement decided upon by the district lord alone, though it is debatable between the council, the lord and the agressor who is brought to the Manor and decided on the third floor conference room. The exile from the village for a Kazeraikou member is the only judgement decided upon at the manor, while all others are judged at their cell. The judgements are normally decided by the council at the manor and then word is passed down by manner of a guard to the prison.
The law for non-Kazeraikou:
-Do not attack a member of the district. Don't even play around in aggresive manner/ or spar with people using taijutsu, ninjutsu, or genjutsu in any manner. The district is not a place to bring combat. There are places elsewhere that you can train, and if you are not Kazeraikou you should not be trying to train in this district anyway. This is a dragon's den, and a place of political establishment for Kazeraikou...not a public arena.
-Do not attempt to enter the Dojo as a non Kazeraikou by any mean's.
-Do not dispute the command to exit the district by a council member. No guard can bar a villager from entering the district. They may only arrest a villager for breaking a direct law.
-Don't destroy property of the district.
-Don't steal from anywhere in the district.
-Don't cause public disorder, or make disorderly conduct that disrupts the peace.
-Don't litter. The place has high emphasis on clean streets and maintaining an aesthetic peacefulness. The establishment was created during a time when the stone village was a run down village and so it has been decided that the council desires to keep the district as a place of serenity and beuty.
-Have respect for the district and customs of the Kazeraikou. Don't snoop into their politic's, don't encourage dischord among the clan member's. Take your views and beliefs about the clans buisness outside the district and simply just keep your nose out of dragon buisness. If there is a problem that needs to be brung to the Kazeraikou then approach a guard or council member and seek a conferance with the entire council at the manor. [Pm me/DUB so that I may GM the Npc's to make this possible]
-Don't sneak into the village by a manner other then the normal entrance. Exmaple would be trying to sneak in late at night by some alternate entrance other then the district entrance etc...
Laws for Kazeraikou:
-Don't steal
-Don't cause disorderly conduct or harass others
-Don't step outside your station. If yer not a guard don't hand out civil justice, or if you're not a council member don't go about trying to group clan member's into renegade groups to hand out your own order's.
-Respect your elder's and superiors.
-Respect with reverance the dojo, and do not try to bring non Kazeraikou into the dojo...ever.
-Don't impersonate authority figures.
-Don't litter. Definetly don't deface the big stone statue dragon. (Keep that Naruto-prank crap outta here xD)
-Don't reveal clan secrets outside the district or to non Kazeraikou, whether regarding clan buisness or techniques.
-Don't ever in your life betray the clan. [ A more serious version of the above mentioned law, including: Plotting to kill another clan member. Or going missing.]
-Don't destroy property.
-Keep training and sparring in the dojo.
-Don't take scrolls from the dojo.
-Don't try to barge into the main house manor. Seek a guard or council member and seek a conferance if you need to see them. [Pm me so that I can GM the Npc's for this]

Jutsu: They all have every Kazeraikou technique up to B rank. They have 3 shunshin's each and all five shunshin maneuver's, and all Kenjutsu style techniques up to b rank, as well as Protegra techniques up to B rank.
Occurance: These are the general authority that keep order around the district. They are simply the Kazeraikou who have been chosen to lay down the law within the district and maintain order among the clan member's. A PC Kazeraikou can become a guard by living in the district for at least 1 month real time and attaining B rank, as well as activating the Ryuugan, after the Chibi Ryuugan. The perk's of this are simply the ability to hand out justice by self discretion, control up to two other Guard Npcs at a time, and basically go to the manor and barge into the manor for whatever reason needed.
-They can be seen here and there around any part of the regular district. Generally providing a network so that if one where to stand anywhere around the district and scream out for help, 1-3 would quickly come to the sound within seconds to minutes. It would take no longer then 10 minutes for them to arrive within sight.
-They heavily populate the Dojo sector.
- There are only two located at the Main manor, and they simply laze around at the entrance, watching who comes up to the manor, tending the simple order's of main manor occupants, and tending the pidgeon coup. They hardly are aware or anticipate a threat, and mostly play shogi together, stiffening when the council member's arrive. They usually don't even have their blade's in hand most of the time, and have it good, eating fat left over's from the kitchen and drinking on the job. The lack of security here is because the council member's themselves are all well capable of defending themselves.

Jutsu: Each of these clan's men are able to use all Kazeraikou jutsu up to A rank, and they also have either all A rank techniques that pertain's to the weapon they use(So if it's a guy wielding a naginata, he has up to all A rank techniques for Tensora naginata method, and any sword wielder's have up to all A rank techniques in Gykusata, or Kenjutsu, or any sword style period. They all also have up to 10 shunshins and all 5 shunshin techniques including the flash shunshin technique.
Occurance: They are seven total and all capable of protecting themselves, and protecting their district. They are often residing only at the Manor district, occasionally traversing the district below, and the dojo. Each as seen in the link above from left to right are named: Hiezu(Age 25), Giroubo(Age 44), Saba(Age 29), Yonji (Age 32), Hantaro(Age 30), Tama (Age 20), and Honda(Age 25). All of them have demonstrated excessive knowledge in clan history, and have hailed out from the establishment at Kumogakure. (A PC can become a council member by demonstrating an understanding of politic's, and by getting inducted by the council by vote at the conferance room in the manor, as well as having lived in the district for longer then a month ic, as well as obtaining A rank. Not even a the district lord can override a majoral vote to induct a Pc who has passed the requirements.)
Current council
-Tama being the youngest actually is a genius, far wiser beyond his years, and is actually trying to pull strings and bide his time in order to secure his spot on the council as the next leader of the Hidden stone district. He is power hungry, and sly, having a very sly look in his eye, yet he has extensive skill in the clan techniques, and is very wise for his young age, possesing a mature discipline even greater then the other clan council men. He is a calm and calculating type, speaking in straight tones of a youthful voice that talks with a silver tongue.
-Honda is Tama's older brother. He is a calm and collected type as well, and is very fierce in combat, spending a lot of time in the dojo working on his skills. Honda is so quiet in fact that he almost hardly if ever speaks at council meetings unless he has too. He is loyal to his brother though he thinks his desires for power are unwise. He's no less wise in the clan history though he tends to let his brother speak for him and he simply agrees with him casually most of the time. He values moral fiber extensively and because of this he chooses to side with his brother's aims. He finds solitude when training at the dojo and tries to not be around the manor so much. He does not desire conflict with anyone in the council though he will always side with his direct blood brother over all.
-Hantaro Is a mean and strict grouch. He's constantly grumbling about structure and order, trying to always opt for affirmative action. He has squinty eyes that constantly stay slim over a frustrated mug. His gaunt like cheeks constantly accent his sarcastic harassment of the wishy washy discussions of other's and he absolutely does not trust Tama or Honda by association. He has no real reason or proof to fuel his views but something just doesn't sit well with him and that young Tama kid. He feels that the kid has a treacherous tongue and look about himself. He is constantly fuming in frustration and often refuses the ideas of other council member's because they never choose to act quickly and that's just his style. However he knows the law of the clan and is just as wise in history as the other's. He has had a history of being bullied as a kid in the clan when he was younger and so his aggresive attitude is born of the desire to constantly meet issues full on without backing down or showing hesitation.
-Yonji is the most level headed and casual of the group. He isn't too hot headed, and he isn't too lethargic. He is the generic voice on the council, often moving the conversation along with simple questions, and reminding the group of things they missed. He often tries to mediate Hantaro when the guy gets too frustrated and tries to threaten Tama. He's loyal, wise, and dependable. He doesn't stand out too much exactly except for the fact that he enjoy's hanging out with Saba who is his rival of long standing in learning combat techniques, drinking, womenizing, gambling wtc... He and Saba are the best of friend's, and can be seen hanging out at the few vices around the actual stone village, as they tend to both get bored hanging around the district all the time. He likes to party, but is the more responsible of him and Saba.
-Giroubo is the oldest fucker in the group, but also the strongest by far in physical strength and male essence. He has a burly voice, and a deep muscled body which some suspect as being in better shape then the other council member's. Giroubo is the voice of wisdom in the group, having hard experience and many learned mistakes to make him a figure that can hardly ever be argued when it comes to wisdom of choice. He tends to joke a lot and almost never ever can be caught with a frown. In fact, in the rare instance that something does make him angry, it is something that would be morally and purely of evil design. He has been through it all and hardly anything except the most unacceptable of sins; often things that have to do with outright treachery to the clan actually makes him raise his voice in anger. Aside from that he is undisputed in sparring of the dojo, and is so combat efficient that he always make bets on how many moves he will beat some one. Yonji and Saba both constantly try to take the old man on at times, but they always fail. Saba tends to pick on the old guy because of his dwindling age and lack of coolness. Giroubo has bad luck with the ladies and is actually perverted, and has a funny way of getting caught by Saba in his perverted endeavors which causes Giroubo to constantly be shamed and embarassed. He often seeks camaraderie with saba and Yonji when they go out partying, but he is always turned down sadly because he has a habit of ruining the other two's womanizing. However when it comes to buisness Giroubo often has the most illuminating advice and he often points out the flaws between ideas. Few truly argue him, and Hantaro gets most along with Giroubo out of respect for his age.
-Saba is straight up the cool guy of the council. He is constantly trying to show off and put attention to himself. He has low opinions of the serious Hantaro, and completely does not pay attention to the snake in Tama. He also hardly notices Honda, and often makes old man jokes at Giroubo. Saba also tries to put pressure on Eiezu to come kick it with him and Yonji, but it never works. He think Eiezu has potential to be a true swagger god, but his pressuring always fails. Saba often has the most far fetched ideas in council meetings, though sometimes, when everyone seems stuck on an issue, it's always Saba who somehow some way seems to find the solution. It's like a sudden spark of illumination to him, and he never really thinks his ingenuity is as amazing as he is credited for. He is not nearly as knowledgeable in clan history as everyone else but he has the combat skill and leadership quality to make up for it. The people of the district love him to death cause he brings life to the people and is a very inspirational figure to the kids! Also, he is extremely musically gifted. In fact, he even taught Daichi how to rap!
-Eiezu is the voice of suggestion. He is lethargic, lazy, and a bit of a narco as he tends to just...fall asleep spontaneously during council meetings. He casually laze's about not caring for argument's or even politics really. He has a passion for art and likes to discuss the decoration and masonry design of the district. Saba tries to get his ass to go clubbing, and Giroubo tends to talk to him the most but he truly tires of the ruckus at council meetings and often can't wait to just carry on with his love of painting. He has a soft voice, and a sarcastic tongue towards Hantaro's aggresive behavior, Tama's venom like accusations about his character, and often tend's to throw up random things and ideas so that the most futile things can quickly be decided against. He is however the best at math, and memory. He has a mental account of the ENTIRE economic state of the entire district and of the major social concerns of the people. He even has mental records of the issues talked about from every single meeting that was ever had in the council. It seems he's tolerated for this reason the most. Though he sleeps through council meetings it cannot be argued: He is a walking database of all ledger-able info that is needed during meetings.

Jutsu: Has every Kazeraikou jutsu except the clan mastery technique. He also has all raiton, suiton, and fuuton up to A rank, all one handed seals, 15 shunshins, and also knows the flash step shunshin as well as all five shunshin techniques. He also has all of Buredono Kenseijin mastered.
Character relation: This is actually the father of Daichi Kazeraikou, and his sister Naomi. The man left behind a wife in Kumogakure a while back in order to persue a life long dream to help lead a manifestation in a foreign land. He has had a troubling life of sacrifice for the clan in order to become the leader he is today. He work's hard, seeing that the district stays in a constant positive state, and he also tries hard to press his son to grow up and be suitable to take over in his older age. The man is about 50 year's old, and he is thinking of retiring to let his son carry his legacy soon. However he is constantly enraged at his young son's antic's and care-free attitude.
He has crammed a lot of clan history into his son, and forced him to strictly learn much of the clan techniques in order to prove his worth to the clan. However he has had little time and bonding with his son throughout life, and what little free time he has he spends mostly taking his daughter to the academy. Other then that he is constantly juggling the weight of reports and orders from the main Kumo branch, as well as trying to report to the kage, and also sit with his council and monitor the ever evolving state of the district. He sits at night longing for his wife back home and wonder's about ever seeing her again.
He has a ever wise mentality, and knows politics and people. He has a high grasp for micro, and macro economics and understands the way that massive communities work and respond to leadership. He has high patience though he has very little tolerance for mistreating of his own kind, and an outright refusal to allow his children be wronged by anyone. This empathy comes mostly from a shadowy knowledge that his daughter and son are truly all he has in his current lifestyle and they are everything to him..
Occurance: Kenzo Kazeraikou stays almost exclusively in his study at the manor, or in the conference room. However, he might be seen around the prison, or the district regions though it's always for buisness reasons. This is a busy man of constant vigilance; he does not have time to idle around doing the duties of the guards or share in the pass times of the other council members. Needless to say unless there is a crisis concerning eminant danger and a perilous outcome to the district he is not seen doing much other then moving here and there casually smiling and waving to the young kids and perhaps catching a bite to eat while giving some compliments to the vendors and artisans who work diligently at things they love in the beutiful district.
This is by far not an aggressive man. He would always rather talk a threat out of confrontation and honestly doesn't even engage an opponent should he attack unless it is the type of threat that cannot in any way be ignored. Basically he doesn't even appear at council meeting's requested by district citizens unless it is another political figure of near equivalent stature or someone who has news that is worth his input. So, to cap this guy's appearance off: You probably won't see him unless you are the kage, his own children, a council member, a politician from somewhere important with grave news, or perhaps a friend of his kid's with them present. Even his own kid's hardly see him.
