Within the heart of Amegakure, between two of its tallest buildings.
Before the Amekage tower, several shinobi had began assembling in neat rows. The first to arrive were some of the veterans, Jounin and Chuunin who had faithful served the different Amekage over the years. No seats had been given, but an immense cloth had been stretched over the area to blanket the assembled shinobi from the rain. Every single shinobi of Rain had been alerted of his inauguration ceremony, all of their presence required unless they were on an important mission outside of the village. As per tradition, this was not a full crowning, Mitsukai had not been dignified. She would be a temporary Amekage, to ease the transition between eras. But whispers had surfaced all over the village, talks of the kunoichi wanting to remain in power, and many shinobi wishing to back her up in such an endeavour. But those whispers were but rumors, nothing concrete. Still this ceremony would still happen even if Mitsukai was to be a temporary figure head.
More and more shinobi and kunoichi appeared from the shadows, joining their fellow ninja beneath the massive tent. Some shinobi spoke to one another, but it was mostly a silent area, individuals waiting patiently for what was to come next. Before the tent was a massive stage, upon them stood the seven members of council. They did not stand beneath the tent. As was customary, the passing of the proverbial torch would be made beneath the rain for those involved. The rain being the spirit of the village, it was only natural that the leader of the village hidden in the rain would be crowned beneath its eternal drizzle.
"I heard this ceremony would start any minute now." One kunoichi told her father as she waited patient. The man looked forward, the seven members of the council stood in the rain, hoods or hats crowning their heads and granting them limited solace from the rain. They stood as motionless as statutes, the sight of seven of the most influential, most powerful and oldest shinobi of the village standing stalwart was inspiring.
