Some time ago the land of Earth has befriended a strange group of remote Kedoin living in their lands. The Kedoin called themselves the Gaijin clan which had little to do with the rest of their kind. How were they different? Normally the Kedoin are able to change into almost anything in appearance, Gaijin clan believes they have this gift as well however not performing a special ritual every year this gift will be taken away from them. Gaijin perform this ritual annually sometime between autumn and winter with the help of strange artifacts, the clan hasn't shared what or how these artifacts were created but it is evident they have no expertise to do so anymore. There are five artifacts in total, each scattered around the land of Earth, and their location is a heavily guarded secret. They are all shaped to look like huge stone pillars, 10 m in radius yet their material isn't made of stone, it's closer to a metal and would vibrate every few seconds before turning into a puddle that later turned solid again.
The newly found land attracted the local citizenry, both sides have made an agreement to let a few settles build their homes near Gaijin clan. At first both sides had no conflicts, they all lived pretty peacefully until the settlers have accidentally found and destroyed one of the artifacts when they were expanding settlements. Some people saw how the Kedoin prepared for their ritual creeped them out. When time comes all members of the Gaijin clans made their appearance ghastly through unknown herbs to the settlers, at night these Kedoin would make noises that shook any brave settler then people began to go missing. In truth the Gaijin needed a sacrifice every year, the settlers were unlucky to have lived nearby. In the middle of the night the Kedoin would go into their homes pretending to be someone of family or someone familiar and drug them. Captured and drugged they would be brought to one of the artefacts to prepare them. It is too gruesome to even describe what preparing was like, it was definitely nothing pleasant.
Officials began to move finally when too many settler children became missing, no longer could that be ignored. They sent a police squad from the capital Soseki, an elite force of investigator shaped by their years of service. Police secretly tagged every settler with tracking tags made for long term wear, not noticeable to even Kedoin they would soon be found out. The team of 3 investigators tracked a group of Kedoin disguised as family members of those victims to their hideout to a volcanic area but then lost track of them again due to magnetic disturbance rendering their tags unusable. Unknown to them the hideout was well guarded and the whole team was captured instead. The three investigators became victims, in their places Kedoin installed their own people. Fake investigators of course removed all evidence about their involvement, sent reports back blaming other scattered bandit groups around the country and departed to the capital.
A year quickly came by without any results, although the investigation was stopped since the Kedoin haven't captured more victims. This time of year these kidnappings have begun again but now extended to Soseki as well. After all this time those three fake investigators haven’t been found out, they had time to create their network. Some official became annoyed at their own inefficiency called upon an organization that was called Joint Intelligence Operations to help them solve this mystery. Joint Intelligence Operations, J.I.O in short was a group of intelligence service created by all the five great nations in an attempt to support their governments by guarding and securing data. This group relied heavily upon many experts, even hiring shinobi and other mercenaries for this job. Joint Intelligence Operations will crack this mystery or die trying!

- Anyone can join but there’s a max of 6 participants, non-ninja get priority.
- Absolutely no training inside any event thread. You will still get event TP though.
- You are allowed to miss 2 IIC’s, on the 3rd you get a critical hit if fighting or get booted.
- You do not get rewards or mission credit if booted.
