Offenses:
Each Law is given a Rank of Offense. Some have variable ranks. The Tsuchikage, Council, Dignified Tsuchikages, or Anbu are allowed to judge and administer punishments depending on severity of the law broken. The punishments allowed to be given work in reverse to how missions are awarded. You are fined and have to perform a task, serve time in a prison, or even worse. They must be RPed out just like any other missions as penance to the crime committed. Fines are always deducted from your account and given to the village treasury, if you don't have enough Ryo, then you will go into negative, or in that case Debt to the village. These do provide mission credit as it shows you are willing to go back to being a productive member of society or rehabilitated. If these are not completed in their entirety then you will be considered an enemy of Iwagakure and a B.I.N.G.O bounty will be administered at the cheapest level (Meaning hunt down and kill).
Special Note: If a thread has a crime that was committed by a PC and that PC exits, then the thread becomes open to all weather it was private on not. Training threads, and house threads are exempt from this. This is so that interactions between PCs can be fostered and plots generated.

Tsuchikage Addendum:
This section is for additional laws that are either temporary or permanent depending on the situation of Iwagakure. Let it be known that these are for the safety of the village.
Culture and Etiquette
*This information is known by all Stone Villagers.
These are social rules to follow. You don't have to follow them but that may upset the villagers of Iwagakure (Including Shinobi)
Headbands:
Headbands are given out to Shinobi when the advance in Village rank, and Class Level. The headband themselves are color coded to signify such achievements. When one of these are met all villagers understand what that means and usually if you have a proper title it means everyone (including Shinobi) have a general idea of what you look like and your name. So with a new headband you will most likely find others calling you by your proper title and respecting your position and authority that comes with such title.
Proper Titles:
Citizens without titles are generally called Terrians, teachers within the society are generally revered with a bit more honors and thus called "Sensei", or a Medical Doctor as "Doctor (Name)". Within the village of Iwagakure we are particularly stict when it comes to such things as it shows we observe tradition and that embodies the element of stone.
Thus the Shinobis demand respect:
- It is proper etiquette to address you by your proper title (Found here) when in a formal setting such as meeting for the first time. Failure to follow proper etiquette could draw the eyes of the Tsuchikage and a punishment in the form of public shaming by giving an embarrassing village title for a set amount of time. YOU HAVE BEEN WARNED
Example of title: Legendary Dragon (Name)
Authority
*This information can be learned through a difficult Law skill check.
Genin:Iwagakure does not have a police force rather the Shinobi of the village act as the police force. Thus depending on a Shinobi's rank they are allowed a certain authority.
- Genin act as general security of the village. If they witness a crime they are allowed to arrest them and send them to a prison. Once inside the prison an investigation will be prompted to confirm the crime was commited. They can conduct investigations only with proper permission from the Tsuchikage. If a warrant or rather a mission his made for the Genin to arrest an individual it is considered witnessing a crime and are granted permission.
Chuunin:
- Chuunin act as senior patrol officers. Along with privilage of a Genin they are given a bit more authority to discover a crime. They can do investigations upon suspicion without the permission of the Tsuchikage. They can conduct inspections of personal effects and pat downs. They have access to the Shinobi Files. These are what you would call a General Detective in a police department.
Anbu:
- Anbu are a more specialized version of Chuunin. Like a Detective that has to go undercover, they provide much the same operations. Though with specialization they are granted a bit more leeway and a blind eye is given to them should a crime be committed by an Anbu otherwise known as Judicial Immunity only while working in their Anbu uniform. It is understood that they are working within the lines of duty and assumed that it is to solve an issue or case. Though the Tsuchikage keeps the leash and an eye upon an Anbu to make sure things are going smoothly. Anbu cannot be arrested unless ordered by the Tsuchikage if a crime was witnessed against them.
Jounin:
- Jounin are commanders within the police force. With the addition of the Chuunin and Genin authority they are given even more authority. They are allowed to arrest anyone under suspicion. They are allowed to search and seizure of personal effects and property on suspicion alone. They are usually the ones to initiate investigations. They also serve as prosecutors when cases are brought under the Tsuchikage or Council.
Sannin:
- Sannin are given all the authorities of a Genin, Chuunin, and Jounin. They have earned enough respect and trust that they are granted extreme privilage. They enjoy the Judicial Immunity that the Anbu receive. They also can arrest anyone for any reason but the Tsuchikage and Council are notified. They can take over any case as prosecutor. They are given an office within the Iwagakure Tower. They are given access to anywere within the village including Tsuchikage only.
Tsuchikage and Dignified Kages:
- The head of the government. They are judge, jury, and executioner. Judicial Immunity, Arrest anyone, Search and Seizure, Go anywhere for any reason. They have all the authorities of all previous ranks. They have complete control of the village save for Dignified only serve as an advisory co-worker of the same rank. The two can oversee trials and major decisions. They are simply the dictators.
Council
- The Council consist of Retired Dignified Tsuchikages. They stand as an advisory roll to the Tsuchikage. They can oversee judicial trails. They are the only members with the authority to decide who is the next Tsuchikage. (They are NPCs only GM'd by the Kage or whomever they give permission to GM them.)

** in order that they have happened (This is only a rough outline)
Protests:
- Due to economical reasons, political, inequality, and other issues the a portion of the population had started a peaceful protest.
- The citizens had escalated their protests into riots, destroying property and injuring others. They started to orginize and identifying themselves as a seperate government. The Council and Tsuchikage has stated that this is a Dictatorship not a Democracy and will stay that way.
- The Rokudaime Tsuchikage had discovered manuscripts about ancient Gods. With the efforts of the Shinobi crystals were discovered and brought back to Iwagakure.
Unification of the Gods:
- The Rokudaime Tsuchikage united the crystals and the full understanding of what the Gods were came to light. Currently there is a movement and new religions based around these Gods. It was determined that this was beneficial for the village and have allowed for these. Currently the process of devotion takes place mostly with the Shinobi as the citizens are fare to wrapped up with the current civil strife.
Invasion of Dragons:
- Undisclosed individuals have captured a Dragon. It is currently kept underneath the Iwagakure Tower under tight security and Tsuchikage permission only secrecy. It is being studied and observed.
Strange tidings:
- There are rumors of Elves, Dwarfs and Gnomes living inside the walls of Iwagakure. The Geological Research Institute have given few reports of this as we have lost contact with the major players. We are currently investigating these findings.
Massive Protest:
- Currently a large portion of the population is protesting in front of the Iwagakure Tower.
- Concluded. The Tower had sunk into the GRI. The rebellion has seemed to calm down for now. The outlook of the citizens toward the Iwagakure Shinobi is still unstable due to the Big Brother Society that has developed.
Orwellian Society
40% of the village population is under a permanent Charm Jutsu by the Tsuchikage. They are connected up with the Iwagakure Telepathic Communication system. Posters are posted amongst the village detailing a few rules of the communication for the citizens. These posters are posted up by the Anbu and Guards upon patrols. With this network a whistle blower society is starting to develop. The Iwagakure Shinobi have all the power, and they now have eyes everywhere... This created a culture of propoganda. With the posters exanding on what to look for. "Don't let them get you, report suspicion today!", "Before it's too late, witnesses needed!", "They are always watching, Respect the Shinobi!!!"
Because of this "Big Brother" mentality, the citizens themselves have adopted a big brother outlook toward the Iwagakure Shinobi. They regard them as their protectors in a way that a mafia protects a community, so with a fearful respect.
Via this method Citizens are only able to contact Brian Sankuchi, a Iwagakure Tower Assistant with any concerns they may have:
- Reports of breaking laws
- Suspicious activities
- Questions and concerns
- If an Iwagakure Shinobi contact you, you must answer.
IWAGAKURE COMMUNICATION NETWORK:
People:
- Poëtische Rechtvaardigheid Tsuchikage: Knows appearance/Charmed(permanent)/Bonded Thoughts(permanent)/Camaraderie performed

- 40% of the Iwagakure Citizen Pupulation (40% chance an Iwagakure citizen is charmed): Charmed(Permanent)/Camaraderie performed
Explanation: The communication network acts like a cell phone except through telepathy. You can "call" up anyone Godric knows and has put into "Charmed(Permanent)/Camaraderie performed" and they can decided to answer or choose not to hear the words vice versa you can choose not to listen to someones telepathic words. You can't do group calls so it is only between you and the person you are calling. You cannot read minds or others can't read your mind. Godric is the only one who can "call" someone and they are forced to mentally hear his words.
Communication Network:
Camaraderie
Rank: "B"
Skill: GenJutsu
Effect: When performed, all of these creatures instantly learn of each other by name (if the user knows it) and current appearance.
Special: "Handseals"
Drawback: This Jutsu affects every creature an enchanter currently has an active Charm Jutsu on.
Description: A Mind-Affecting Technique. Affects charmed creatures. The user is able to perform this technique at a distance of 30 meters plus 15 meters per class level. The duration of this technique is instantaneous. This technique may be negated. From now until the charm effect wears off them, all these creatures consider each other trusted friends. The enhanced bond created by this Jutsu allows all of the charmed beings affected by it to share any abilities the user might have to communicate with them. Lastly, beings under a Camaraderie fight better together, enjoying a +1 to striking attacks while within line of sight of at least 1 another.
Limit: Must know the Charm Perception.
Communication Abilities granted between all charmed creatures and people:
Beyond Words
Rank: "C"
Skill: GenJutsu
Effect: Beyond Words allows the user to communicate mentally with the target during its duration.
Special: "Handseals"
Drawback: Similar to Thrall's Understanding, this Jutsu can be performed at any point during the Charm effect.
Description: A Mind-Affecting Technique. Affects anyone who sees the user. The user is able to perform this technique at a distance of 7 meters plus 6 meters per class level. The duration of this technique lasts for 5 hours per class level. This technique may be negated. In addition to the effects of Thrall's Understanding, Beyond Words allows the user to communicate mentally with the target during its duration. Once performed, the target can travel any distance from the user and still remains affected by the initial Charm effect, regardless of the range limitations of the original Jutsu.
Limit: Must know the Charm Perception. Must know Thrall's Understanding.
For reference:
Thrall's Understanding (10)
Rank: "C"
Skill: GenJutsu
Effect: The target creature is considered to have a common language with the user, even if it does not normally have a language or communicates in a way the user could not.
Special: "Handseals"
Drawback: Thrall's Understanding must be performed on the user's next action after they successfully affected a target with a Charm Jutsu.
Description: A Mind-Affecting Technique. Affects a Charmed creature. The user is able to perform this technique at a distance of 7 meters plus 6 meters per class level. The duration of this technique lasts for 5 hours per class level. This technique may be negated. The user does not gain the ability to communicate in this language with any being except the charmed target. However, the target instantly understands any command or information the user wishes to impart. This Jutsu even allows the target to grasp concepts normally beyond its intelligence. A final advantage of this Jutsu is that, because of the additional bond with the target, the duration of the original charm effect is determined as if performed 1 Class Level.
Limit: Must know the Charm Perception. Must know Charmed Person (and other Charmed Jutsus depending on the creature type).
Bonded Thoughts
Rank: "A"
Skill: GenJutsu
Effect: The user can initiate telepathic contact over any distance at any time with a subject of this Jutsu.
Special: "Handseals"
Drawback: This Jutsu must be performed on the next turn after affecting a creature with a charm Jutsu.
Description: A Mind-Affecting Technique. Affects 1 charmed creature. The user is able to perform this technique on the target they touch. This technique may be negated. Bonded Thoughts has a duration equal to the charm Jutsu in question, ending immediately when the latter does. The user can initiate telepathic contact over any distance at any time with a subject of this Jutsu. The subject can also initiate this contact, but the user can block communication if desired. This bond allows the user to give commands without needing a common language.
Limit: Must know the Charm Perception. Must know Charmed Person (and other Charmed Jutsus depending on the creature type).
Rank: "B"
