Plot: For about two weeks now Yuuto, a master swordsman and water user, has been terrorizing the River Country, but it was mostly small scale attacks. That is, until now. He has now taken control of a very important bridge, one used for major transportation of goods. He won't let anybody onto the bridge to get to the other side, and using a boat to get across this river is much more time consuming, and sometimes people have too much weight so they have to make several trips back and forth. There is a reason that he has been so successful is because of one thing: his sword.
The sword was originally made by his father, who was a master craftsman of weaponry, but Yuuto's father was a good man, and he is not. He uses his techniques as a non-ninja for his own gain. He acts alone, so there is no worrying about an ambush or anything of that sort. Get that weapon away from him, and you are assured victory, but getting it away from him won't be that easy. He utilizing his Kenjutsu and his Suiton Release very efficiently. Don't take him lightly. He is presumed to be a B or A-Ranked criminal according to the BINGO Book.
Since they haven't been able to do anything, the people of River have sent word out to the great shinobi villages. They mostly contacted Mist and Rain because they figure the sword would be best in those countries since they use water techniques as well. Any village is welcome to take the job. They just want this swordsman gone, and as soon as possible. He is noted for a mask and a crimson robe that he wears. They are both unmistakable.

Appearance: Yuuto has long, brown hair that stretches down to his butt. He stands at about 6'5, a pretty impressive height, and is most known for the heavy sword he keeps in a sheath on his back. He usually wears a crimson robe and a rather defining mask [as seen above].

Effect: A Skill where a user uses the water around them to create a massive mist to fill around the user.

Description: A skill which creates a very dense fog that descreases the surrounding visibility to near zero. It produces an environment perfect for a silent assassin who follows an opponent through sound. This mist can not be blown away by any type of Wind Jutsu.

Mizu no Muchi (Whip of Water)

Effect: The user creates a water whip with the water around the user.

Description: A technique that utilizes water in order to create a whip out of it, acting like a normal whip doing anything a whip can do. There is no other true information for this technique other then the fact that it creates a whip. This technique is a basis for a few techniques as well.

Suiton – Suirou no Jutsu (Water Prison)

Effect: A Technique that may be used in order to trap an opponent by creating a prison made of water. The water is used so that the opponent may drown within the water if the opponent does not know how to escape forth.

Description: Suirou no Jutsu is a Ninjutsu technique that utilizes water to imprison an opponent. The ninja forms the necessary hand seals which causes the water to form around the target into a spherical prison which only allows for limited movement. The ninja must keep their body touching the water prison to maintain its existence. If the contact is broken, the water falls away and their target is released. When combined with a bushin technique, the ninja can imprison their target but still allow for a clone to attack others nearby.

Description: Mizu Bunshin no Jutsu is a Ninjutsu technique that utilizes water to create a Bunshin clone. Unlike a normal Bunshin, the Mizu Bunshin has the ability to interact more with the environment due to it having physical substance. This allows the clone to carry out limited attacks on its target. The range of the clone is limited; however, it can not travel very far from the original body. If the Mizu Bunshin is injured, the clone will usually revert back into its natural water state. When first learned the user is capable of having or capable of creating up to Five Clones. Each time learned the user learns this technique the number of Clones is capable of increasing by one. The maximum amount of clones is Ten for the Difficulty Class of D Rank. For each Difficulty Rank Increase the number increases by five of maximum but learning is still one per learned.

Octopus whip jutsu

Effect: The user using the eight whips will be able to intercept enemy projectiles and return said projectiles. The user will also be able to incapacitate the target with the whips like spider man with his webs
Special: Ox, monkey, Dog
Drawback: This is unable to defend against jutsus and exploding weaponry.
Description: Summoning eight whips of water, the user will be able to defend against projectiles and able to fight back against an opponent who has good evasion skills
Limit:Must know the water whip jutsu.

Suiton no Tate (Shield of Water)

Skill: Ninjutsu
Effect: The Suiton no Tate acts in a manner similar to the Suna no Tate. By using water and combining it with the users chakra, they can allow it to move around the body to deflect small incoming projectiles or even use it for techniques.
Special: Bird, Dog, Rabbit, Tiger
Drawback: The shield can not really block taijutsu attacks, constantly absorbs a very very small amount of chakra.
Description: Small currents of water flow around the body of the user, capable of deflecting small jutsu or even extinguishing C-rank or lower katon techniques . This jutsu activates automatically unless the user himself chooses to "disable" the ability in a situation. Does not acquire the awareness of the user to defend (can block strikes that the user can't see, like the sand shield has been known to do).
Limit: Water Release.

Description: The practitioner moves into a bow stance, their main hand resting over the hilt of the sword without gripping it, and their offhand resting just under the hilt on the sheath; they stand slightly crouched, able to easily move to a kneeling of standing position for their forms.

Reflex Training

Effect: D Rank - Improves evasive and deflection/blocking skill marginally. C Rank - Improves evasive and deflection/blocking skill slightly. B Rank - Improves evasive and deflection/blocking skill moderately

Description: The practitioner is put through a series of rigorous repetitive movements to improve their ability to reflexively react to attacks by evading or deflecting/blocking with their sword. As they develop their training, their speed and reflexes slowly increase.

Shoushitsuten (Vanishing Point)

Effect: Instantly avoid one incoming attack (A Rank or less) and strike (C Rank).

Drawbacks: Can only be used once per hour; damage is equivilant to a C-Rank attack
Description: Commencing from any positon, the practitioner releases a vast amount of Chakra as he moves, causing a near-instantaneous evasion (similar to using the Body Flicker Jutsu) and then draws to strike hard at the opponent.
Restrictions: Must have a Senpai/Sensei of a Kenjutsu Dojo to learn; must have Reflex Training (B Rank); cannot learn in mastering Battojutsu; Must be a Taijutsu Master
Sogiri (Complete Cut).

Effect: Up to five strikes (D Rank for each strike) at one opponent.
Special: None
Drawbacks: cannot be used twice in a row - needs a moment to be used again; causes D-Rank equivilant damage for each blow.
Description: Commencing from a standing position, the practitioner draws and makes five different and complete cuts on one opponent before sheathing again.
Restrictions: Must have a Senpai/Sensei of a Kenjutsu Dojo to learn; must have Reflex Training (B Rank); cannot learn if mastering Battojutsu; Must be a Taijutsu Specialist
